Role Purpose
Support the build-out of a centralized, governance-led Procurement function in a fast-scaling, evolving environment. The role provides onshore operational, analytical, and commercial support—helping translate business requirements into structured procurement actions, enabling effective execution by offshore procurement colleagues, and improving discipline at the point of spend commitment.
Key Responsibilities
1) Procurement Execution & Commercial Support
Support sourcing activities across key spend areas (e.g., contractors/professional services, software/hardware and related services).
Assist with RFQs, supplier comparisons, benchmarking, and commercial analysis.
Prepare evaluation packs, cost breakdowns, negotiation inputs, and decision summaries for the Head of Procurement.
Coordinate documentation completeness (scope, approvals, quotations, contracts) prior to PO/contract execution.
2) Stakeholder Coordination & Demand Translation
Engage with Engineering, PMO, Engineering Operations, and Finance to gather and clarify procurement requirements.
Translate ambiguous requests into structured procurement tasks (scope, timelines, vendor options, commercial approach) suitable for execution by offshore colleagues.
Support early-stage project procurement planning (forward look on needs, basic cost views, procurement timelines).
Ensure requests follow defined intake and approval processes (e.g., Jira workflows and required fields).
3) Operational & Systems Support
Support procurement intake controls and compliance hygiene (e.g., Jira completeness, documentation checks).
Assist with PO alignment, contract tracking, basic spend reporting, and procurement record management.
Work with Finance/AP on documentation gaps and exception resolution (as directed by the Head of Procurement).
4) Offshore Enablement & Team Coordination
Break work into clear, executable components for offshore junior category managers (RFQs, benchmarking, comparisons, vendor data gathering).
Coordinate handovers, track progress, and support workload balance across offshore resources.
Contribute to process documentation within Procurement and continuous improvement initiatives.
5) Supplier & Commercial Discipline Support
Assist with supplier registration documentation checks and basic due diligence inputs (as defined by Procurement).
Support development and maintenance of procurement templates, trackers, and standard commercial artifacts.
Contribute to basic supplier visibility analyses (e.g., spend concentration, extensions, recurring invoice patterns).
Eligibility Criteria
All trainees must fulfil the following criteria: •
Singapore Citizen or Permanent Resident; and a. Graduated in 2024 or 2025 from Universities, Polytechnics, Institutes of Technical Education (ITE), or other Educational Institutions (e.g. private universities and overseas institutions); or
Graduated earlier from above institutions and completed National Service in 2024 or 2025
Trainees who complete their studies from Universities, Polytechnics, Institutes of Technical Education (ITE) or other Educational Institutions within 2025 but will only receive their qualification/certification award in 2026 are eligible for the programme as well.
