Statement of Purpose (Overall Purpose of Job)

Heading the Contracts Department in both pre and post contract functions, in the area of tendering, estimation, procurement, contracts administration, cost control & reporting, cash flow monitoring and dispute resolution to meet project objectives.

Major Duties & Responsibilities

• Overseeing the measurement and tender documentation processes.
• Establishing tender and procurement strategies and advises on relevant contracts for suppliers, specialists and subcontractors.
• Reviewing cost estimations and monitors cash flow forecasts.
• Endorsing payment responses and final accounts, and establishes policies for payments and post contract administration matters. 
• Working to mitigate risks and advises on dispute resolution techniques when necessary.
• Coordinating with finance department to ensure correct billing and collection of contractual revenues.  Contract Development and Negotiation:
• - Draft, review, and negotiate contract terms and conditions with clients, suppliers, and subcontractors.
• - Ensure that contracts are in compliance with all applicable laws and regulations.
• - Collaborate with legal counsel as necessary to address any legal issues or risks.
•  Documentation and Reporting:
• - Maintain comprehensive records of all tender submissions, contracts, and related documentation.
• - Prepare regular reports on tendering activities, contract performance, and compliance for senior management.
  

Job Requirements

Education, Qualifications & Special Training:

• Diploma or Bachelor’s Degree in Quantity Surveying, Building, Project Management, Construction Management , Law or similar field.
• Job holder without the above qualification but with relevant experience would be considered.

Knowledge & Skills:

• Possess knowledge in quantity surveying, contracts administration, and dispute resolution.
• Good communication skills (verbal and written).
• PC literate and knowledge in MS Office.
• Positive and good working attitude, self-motivated and able to work independently.
• Possess leadership skill.

Experience:

• Preferably with at least 7 years’ experience in Contracts Administration or Quantity Surveying in M&E field.

Roles & Responsibilities

• Prepare tender submission including Bills of Quantities.
• Perform quantity take-offs for tender projects within established timelines to support cost estimation and tender submissions.
• Analyse project cost, including equipment, material and labour with past purchasing records.
• Collaborate with cross-functional teams including Tender Pricing, Cost Estimation, cost evaluation and prepare cost comparison.
• Attend site visits to visualise the potential site challenges and risk management.
• Evaluation of price comparison and cost summary for management to review; Identify and mitigate potential risks and cost overruns.
• Coordinate with various personnel for the compilation of project cost estimates; Source and order materials for projects.
• Conduct cost analysis for the project to ensure the overall value is enhanced. Control project scope to meet project objectives to enhance project deliverables and key work activities.
• Studying tender specifications and drawings to highlight potential risk for the company.
• Responsible for administration of project budget, cost control and sub-contract and main-contract including Variation Order (VO) and settlement of final accounts
• Project procurement and purchasing, price negotiation and analysis
• Prepare sub-contract agreement and payment
• Submit monthly report for progress payment claim
• Identify other potential claims based on review of the contract deviations
• Handle issues including extension of time, terms and condition, loss and expenses claim etc
• Review and negotiate with the sub-contractors recommended by the project manager as and when necessary
• Ability to work in a fast-paced environment and prioritize multiple projects simultaneously.
• Familiar in Handling HV, MV Switchboards, Power & Distribution transformers will be more advantageous
• Complete Understanding of Single line diagrams & Equipment arrangement layouts   
• Performs other ad hoc duties as assigned by management.

Requirements:

• Diploma/Degree in Quantity Surveying/ Mechanical/ Electrical Engineering.
• Min 8 years of construction Quantity Surveyor experience for the electrical project in Singapore.
• Able to work independently., know well for tender platform such as GeBIZ, Sesami, Tender Board, etc.
• Proficient in MS office applications AutoCad
• Strong analytical, communication and interpersonal skills.

Responsibilities

• Drafting & designing of routing for Electrical building services drawings in AutoCAD
• Prepare detail design and working drawings such as schematic diagrams, single-line diagrams arrangement/layout drawings.
• Coordinate with Engineering team to ensure works are carried out in accordance with drawing specification.
• Update all drawings as per site/vendor modifications for As-Built Drawings.
• Ensure compliance to Electrical Standards
• Candidate will require to design and draw for Building services, e.g., Electrical, Air conditioning, Plumbing, Sanitary and Fire Protection services etc.
• Attending the meeting with consultants, contractors as part of project.
• Familiarity with 3D modelling tools is preferred.
• Required to maintain all drawing files, update drawings as needed, and make corrections to drawings as directed by the Section Heads / Leads.
• Coordination of drawings with Clients / Main Contractors and updating of drawings base on Meetings and discussion and in compliance to Regulation Codes and Practices
• Familiar with BIM documentations and shop drawings directly from the models

Requirements

• Degree or Diploma in Electrical Engineering or its equivalent
• At least 5 years of experience.
• Able to read Building drawings, good in Autocad.
• Well-versed in building regulations and local design codes.
• Proficient in AutoCad drafting and Microsoft Office.
• 3D BIM Modelling in Autodesk
• Good interpersonal skill with the ability to connect with and influence stakeholders with different objectives
• Able to solve problems under pressure
