Job Summary

Responsibilities

Job Summary

Support tendering and project costing processes by preparing detailed submissions, managing supplier contracts, and monitoring project cash flow to ensure accurate financial control and successful project completion.

Responsibilities

• Analyze tender requirements and recommend cost strategies to management for competitive bidding
• Perform quantity take-offs and source suppliers and subcontractors to support tender preparation
• Prepare comprehensive tender submissions and PQM documents to meet client specifications
• Compile pre- and post-tender questionnaires and prepare materials for tender interviews
• Develop progress claims and monthly cash flow reports to track project financial status
• Calculate Variation Order pricing and prepare related documentation as required
• Draft and manage contracts with suppliers and subcontractors to ensure compliance and clarity
• Verify and validate supplier and subcontractor claims to maintain accurate project costs
• Prepare final accounts for completed projects to ensure proper financial closure
• Maintain a positive, independent work approach to support project and team success

Job Description

A) Manage WSH Programme

-Analyse data on WSH performance, conditions and practices.

-Carry out WSH compliance inspections.

-Coach team members on how to conduct routine checks on work activities.

-Evaluate impact of health and safety hazards, including personal risk factors to employees' safety and prioritise issues based on severity.

-Evaluate WSH non-compliance, unsafe work conditions and practices to identify WSH performance gaps.

-Recommend and implement actions to improve WSH performance and control risks.

-Report findings of WSH compliance inspections and routine checks.

-Review effectiveness of implemented improvements on an on-going basis.

-Support audit process.

B) Deploy WSH programmes

-Clarify WSH programme requirements with employees of other departments.

-Develop WSH training programmes and conduct trainings for safety-critical roles.

-Implement programs to steer the WSH culture, habits and norms of the organisation.

-Implement Workplace Safety and Health Management System (WSHMS) and risk management (RM) plans.

C) Develop WSH Management System (WSHMS)

-Conduct document reviews of WSHMS reports.

-Coordinate WSH programme initiatives.

-Develop and deliver safety briefings.

-Develop risk management (RM) plans for work processes and work areas.

-Establish RM and risk assessment (RA) teams within respective work processes and work areas.

-Identify areas for improvement in the WSHMS.

-Monitor the implementation progress of recommended WSHMS improvements.

-Stay abreast of legislative requirements and alert of any changes.

D) Manage Business Continuity

-Conduct WSH incident and accident investigations.

-Coordinate EPRP drills and maintenance of emergency response equipment.

-Implement emergency preparedness and response plans (EPRPs) and communicate plans to stakeholders.

-Monitor implementation of corrective and preventive actions (CAPA)

-Prepare incident and accident reports.

-Propose corrective and preventive measures to address root cause of incidents.

-Review investigation findings to identify causes of incidents and accidents.

Job Requirement

-Diploma in Engineering or Specialised Diploma in WSH.

-MOM Registered WSH Officer.

-Minimum 3 years of experiences in the construction industry. Experienced in LTA/HDB HIP projects would be an advantage.

-Candidate must have in-depth knowledge of ISO and safety standard.

-Good team player, attentive to details and have good administrative and report writing skills.

-Require to work at different job sites.

• Lead project teams to plan, coordinate, and complete construction projects on or before scheduled deadlines
• Prepare and write detailed tender submissions to secure project contracts
• Demonstrate responsibility and diligence in managing project deliverables and team performance

Preferred competencies and qualifications

• Degree recognized by the PE Board or Diploma holder

We are a construction doing many different types of construction project, one of which is HDB Home Improvement Programme, those staying in the older flat will know it. Work site will be situated at Woodland

As a brief the job scope are as follows:-

1) Attending to feedback by resident ;

2) Arranging test/survey into resident unit ;

3) Preparing schedule for internal works ;

4) Liaise with Supplier/Sub con on the rectification and ongoing works ;

5) Preparing Notices to resident on the oncoming activities ;

6) Assisting Project Manager on admin and other works ;

7) Prepare before and after photos of work done for QS cprogress claim;

8) Attending night meeting(once a month or once every 3 months), off will be given ;

There will be 3 person working in a team at the information centre , 1 PRO and 2 APRO. PRO will guide you through all the procedure.

The working hours will be either from 830am to 530pm or 9am to 6pm, alternate Saturday off.

• Supervise and coordinate the activities of site contractors;
• Monitor job progress and ensure that civil contracted works meets all practical, commercial, requirements of productivity, quality and contract target completions;
• Ensure all Structural work is carried out within established budgets and schedules;
• Ensure all design work conforms to the codes and standards used by the client, or to agreed industry standards.
• Implement and oversee site projects assigned to ensure smooth project execution
• Manage internal and external contractors well to ensure quality of work and scope of work is within specifications.

Requirements

• Degree in Civil/Structural Engineering recognised by the Professional Engineers Board Singapore
• Min 3 years of HDB or LTA projects relevant working experience
