Job Summary
The Planning Manager leads integrated scheduling for assigned projects, collaborates with Contracts and Project Leadership on risk and claims strategies, and ensures planning outputs enhance delivery predictability and protect commercial interests.
Responsibilities
- Lead planning delivery across assigned projects by setting standards, approving baselines, and aligning programs with business objectives and resource strategies
- Develop tender and master programs for major bids and projects, presenting program logic and resourcing strategies to clients and internal stakeholders
- Coordinate daily with Project Managers on look-ahead schedules, constraints, and recovery plans to ensure project alignment
- Define and enforce planning governance including templates, quality assurance checks, program change control, and look-ahead cadence to drive continuous improvement
- Collaborate with Contracts and Project teams to optimize resource allocation and mitigate long-lead risks
- Approve program substantiation for Extensions of Time (EOTs) and variations, coordinate complex time-impact analyses, and defend positions with clients and consultants
- Chair the EOT/claims program review forum, leading internal discussions with Project Managers and Contracts teams on time-related claims and evidence management
- Provide senior stakeholder reporting through consolidated portfolio dashboards, risk heatmaps, recovery plans, and executive briefings to Project Directors and Managing Director
- Manage the planning delivery team to ensure timely and accurate outputs
- Represent the company on planning matters with clients, authorities, and joint venture partners, ensuring alignment with contractual obligations and company interests
- Deliver EOT review minutes and maintain action trackers for follow-up
Required competencies and certifications
- Recognized degree in Civil Engineering, Construction Management, or a related field
- Minimum 8 years of progressive experience in construction planning, demonstrating leadership of planning teams and ownership of programs for projects valued at S$100M or more
- Proven expertise in tender CPM development, post-award program governance, stakeholder presentations, and claims negotiations
