Job Purpose

The Regional RSC Operations Vice President is responsible for establishing, leading, and executing the industrial and operational strategy for the Rolling Stock & Components (RSC) Product Line within the designated region.

This role ensures operational excellence, performance enhancement, industrial transformation, and standardization across all regional RSC facilities, while maintaining alignment with Central RSC Operations Métier, Group industrial strategy, and the Alstom Management System.

The position is a key contributor to business competitiveness, delivery performance, cost efficiency, safety, quality, and sustainability at the regional level.

A. Regional Industrial & Operations Strategy

·      Establish and implement the regional RSC operations and industrial strategy in accordance with Central RSC Operations and Product Line objectives.

·      Translate Group and Product Line industrial priorities into actionable regional execution plans.

·      Ensure uniform deployment of industrial standards, processes, and governance throughout all RSC sites in the region.

B. Operational Performance & Delivery

·      Lead and manage regional industrial performance across safety, quality, cost, delivery, and personnel.

·      Evaluate, challenge, and improve site performance through structured governance and corrective measures.

·      Guarantee robust industrial support for project delivery, industrialization, and tender activities.

C. Industrial Transformation &Continuous Improvement

·      Lead and sponsor industrial transformation initiatives including footprint optimization and capability development.

·      Drive deployment of World Class Manufacturing (WCM),digitalization, automation, and standardized solutions.

·      Facilitate regional adoption of central transformation programs and best practices.

D. Governance, Standards & Compliance

·      Ensure compliance with the Alstom Management System and applicable rail standards.

·      Guarantee consistent industrial governance and maturity across the region.

·      Serve as the regional authority for industrial decision-making within defined established governance frameworks.

E. Leadership & Organisation Development

·      Provide strong functional leadership to regional industrial and operations teams.

·      Develop leadership capabilities, succession planning, and talent.

·      Promote a strong safety culture, accountability, and performance excellence mindset

F. Stakeholder Management

·      Serve as the primary regional liaison with Central RSC Operations Métier.

·      Collaborate with Regional Presidents, Platform leaders, and site management.

·      Represent the region in central industrial governance forums.

Key Competencies & Experience

·      Extensive senior leadership experience in industrial operations or manufacturing sectors.

·      Demonstrated multi-site, multi-country leadership expertise.

·      Strong background in industrial transformation and change management.

·      Ability to operate effectively in complex matrix and international environments.

Purpose of the job :
Lead and continuous assessment & follow-up of Services Business activities in the region.

Position in the organization :
The role reports to the President of APAC Region and is a member of APAC Management Team.

Specific responsibilities of the role :

• Develop and implement the Regional strategy, supported mainly by Region SVP, Strategy Department and Platforms.
• Support the business growth by delivering on sales, orders, profit, margin and cash as per agreed budget for the country or cluster.
• Ensure alignment to Corporate, Transport and Services management decisions, procedures and guidelines.
• Support the Delivery on sales, orders, profit and cash as per agreed budget, supplemented by Customer Directors and Services Operation. Heads for existing clients and Business Development for new clients.
• Engage in Validation and follow-up key decisions with direct/indirect impact on country/cluster profit & loss.
• Maintain budgets for managed entity as well as the individual projects it takes on and monitor costs against budget.
• Review monthly KPIs and Balanced Score Cards.
• Review and processes Sales Incentive Plan.
• Ensure efficient interface management with Regional Centers in the country or cluster.
• Provide all necessary support to clusters for Bids & Projects execution, Resourcing, Competency management.
• Ensure local coordination through regular meetings with other Regions or Central functions representatives to make sure Alstom policies and processes are understood and applied (i.e. People Management Cycle, EHS).

Performance measurements :

• Country or Cluster P&L (3YP, order intake, sales, margins, cash, headcount).
• EHS and OTD.
• Tender Spend Pay Back.
• Projects Ratings Evolution and customers’ satisfaction (CSS : Customer Satisfaction Survey).
• Turnover/Retention of qualified staff in the country.

Requirements :

• Graduate Degree in Engineering or Business Management.
• Over 15 years of experience in the Transport/Automobile/Heavy Machinery/Industrial Technology industry with at least 10 years of relevant experience in General Management managing a P&L (Rolling Stock, Services).
• Strategic thinking, entrepreneurial attitude, Innovative and creative.
• Excellent communicator with solid experience in forming and leading teams and in people management.
• Good commercial knowledge for assessing business risks and opportunities enabling decision making for the business profitable in the respective Country/Cluster.
• Sensitivity to different cultures. Flexible, adaptable to other people and to different situations, open minded.
