About this role

The Procurement Engineer is responsible for leading and executing sourcing and procurement activities for complex process automation projects, combining engineering knowledge with commercial expertise. The role is responsible for ensuring the timely and cost-effective procurement of technically compliant materials, equipment, and services, aligned with project specifications and quality standards. The Procurement Engineer will work closely with Project Execution, Sales, and Supply Chain teams to support large-scale project execution, mitigate technical risks, and ensure optimal supplier selection. Technical Sourcing &Procurement

TEAM Responsibilities:

· To prepare RFQ pack (BoQ, Specifications, Drawings)

· Notify Admin Executive to capture the request in Subcontract Report

· Draft Subcontract Agreement

· Send out RFQ with Generic Subcontract Agreement

· Follow up with RFQ

· Comparison table

· Commercial Clarification & Deviations & Negotiations

· Draft Bidtab and extend to requester for approval

· Arrange for RCSC if required.

· Obtain the acknowledged Subcontract / PO from vendor within 5 days from date of issue

· Arrange for and attend vendor meetings before award, for kick-off and during course of vendor’s scope, including preparation of minutes of meetings

· Documents archive

Procurement Engineer (Fabrications)

- Manage component sourcing on Mechanical Sheet Metal commodities

- Overall ownership to drive cost reduction and value creation initiatives through negotiations, alternate sourcing, localizations, VAVE, supplier consolidations

- Establish wide supplier network to facilitate both Sourcing and Procurement activities, leading strategic relationship with critical suppliers

 - Identify redesign cost reduction opportunities

- Drive component lead time improvement, Payment terms, delivery terms, MOQ/SPQ reduction and Optimizations

-Develop and maintain strategic supplier relationships to meet quality, cost, delivery and capacity requirement

-Collaborate closely with Engineering, operations and product team, plan & drive execution of all Procurement & Sourcing activities.

-Monitor global market trend and implement proactive risk mitigation and contingency Strategies on EOL, Single source parts

- Provide part & tool cost assessment during NPI, ECN phase

- Interface with Engineering on design review/ECN/Part changes & provide resolutions on all technical issues.

- AOS Management during build phase and initial production phase

Requirements:

- Degree / Diploma in Mechanical Engineering

-Possess good experience in handing Metal Fabrications, Plastics Tool & Die

-Min 5 -7 years of relevant work experience in Sourcing field

-Good communication and interpersonal skills, good team player

-Able to start work within short notice period will be an added advantage

Duty and Responsibility:

1. Procurement engineers oversee the purchase of technical equipment for industrial operations.

2. They collaborate with designers/Site to determine the equipment needed to complete manufacturing or construction projects according to specifications, research vendors for that equipment, then order it.

3. These engineers negotiate purchase agreements with vendors and award contracts to vendors for equipment.

4. They also monitor any adjustments to the equipment needed to maintain an optimum supply of equipment to complete projects on time and within budget.

5. A procurement engineer must possess high-level organization and record-keeping skills to maintain a consistent flow of equipment to the company’s factories or worksites and ensure vendors are fulfilling the terms of their contracts. Influencing and negotiation skills are also crucial for procurement engineers, as it’s up to them to negotiate the purchasing agreements for engineering equipment and hire vendors for projects.

• Perform technical evaluations of parts and equipment to ensure they meet quality, safety, and performance standards
• Streamline procurement workflows and implement process improvements to enhance efficiency and cost-effectiveness
• Provide technical support and guidance to internal stakeholders on mechanical engineering-related matters
• Stay up-to-date with industry trends, technological advancements, and regulatory changes to inform procurement strategies

What we're looking for

• Diploma / Degree in Mechanical Engineering or a relevant technical discipline
• Minimum 2 years of experience in a procurement or sourcing role within the semiconductor/manufacturing industry
• Proven track record in identifying, evaluating, and negotiating with suppliers to secure the best commercial terms
• Strong technical understanding of mechanical components, equipment, and manufacturing processes
• Excellent problem-solving, analytical, and decision-making skills
• Effective communication and interpersonal skills to collaborate with cross-functional teams
• Proficient in the use of procurement software and data analysis tools

Job Description

• Reads tender documents and conduct sourcing according to the project agreed specifications and requirements.
• Preparation of bid analysis, purchase orders and tracking of the equipment, materials and services procured.
• Co-ordinate between suppliers and internal departments/project teams to ensure specifications are met and in compliance with client requirements.
• Responsible for the performance of vendors, procurement planning, product quality and timely delivery
• Analyze and recommend alternative procurement routes and vendors
• Provide data for relevant decision making at top management level
• Provide technical expertise in the development and improvement of products, process & materials specifications with suppliers.
• Identify and develop new parts supplier to improve supply chain network
• Execute purchasing activities
• Support in Company winning projects by securing the most competitive offers from the suppliers

Skills & Qualification

• Minimum Diploma in Electrical Engineering or any other engineering
• Minimum 3 years’ experience in a similar capacity
• Knowledge in SAP Business one preferred
• Positive attitude, good negotiation skill and self-motivated
