About this role

The Procurement Engineer is responsible for leading and executing sourcing and procurement activities for complex process automation projects, combining engineering knowledge with commercial expertise. The role is responsible for ensuring the timely and cost-effective procurement of technically compliant materials, equipment, and services, aligned with project specifications and quality standards. The Procurement Engineer will work closely with Project Execution, Sales, and Supply Chain teams to support large-scale project execution, mitigate technical risks, and ensure optimal supplier selection. Procurement Engineer (Semiconductor Industry)

• Responsible for ensuring the timely and cost‑effective procurement of goods and services required by, including software, technical hardware, mechanical components, and assemblies.

• Developing qualified suppliers and partners, managing sourcing strategies, and ensuring supplier risk management, readiness and performance.

Key Responsibilities:

• Sourcing & RFQ Management : Identify, evaluate, and qualify potential suppliers based on technical requirements, quality standards, cost competitiveness, and capacity.

• Supplier & Vendor Management : Build and maintain strong supplier relationships; manage daily communications, request and assess quotations, and negotiate pricing, lead times, and basic contractual terms

• Procurement Operations : Maintain accurate purchasing records, supplier information, lead‑time data, and delivery commitments in internal systems.

• Technical and Cost Analysis : Interpret technical specifications to ensure procured materials and services meet project requirements.

• Compliance and Governance: Ensure all procurement activities comply with legal, regulatory, and organizational policies.

• Cross Functional Collaboration : Partner with Engineering, Project Management, and other departments to align procurement activities with project timelines and operational needs.

The Desired Skills:

• Degree in Engineering or Supply Chain Management or relevant discipline

• Certification in procurement or supply chain (e.g. CIPS, CSCP) is a plus.

• 3 years of working experience of procurement experience with complex integrated hardware, preferably in semiconductor industry.

• Strong understanding of mechanical/ electrical components and ability to interpret engineering drawings and specifications.

• Experience with international sourcing and logistics, including Incoterms.

• Strong knowledge of procurement processes, supplier evaluation, and basic cost analysis.

• Proficient in using ERP/MRP systems (e.g. SAP, Oracle) and Microsoft Office tools (preferred)

• Excellent communication, negotiation and interpersonal skills to effectively collaborate with internal and external stakeholders.

• Understanding of compliance requirements related to procurement policies, documentation, and regulatory standards (e.g. ISO standards and QMS).

• Ability to work both independently and collaboratively to support multiple projects and deadlines.

Job summary

The procurement engineer is responsible for the procurement, allocation, and logistics function to ensure timely delivery to support various inter-departments, including production and sales. This position bridges technical specifications with strategic procurement, while also managing the logistics and flow of materials to support project and production needs.

Key Responsibilities

Supplier management:

• Review technical drawings/specifications and collaborate with engineering teams to ensure supplier compliance.

• Consistent engagement with key suppliers to keep up to date with market trends.

• Maintain strong relationships with suppliers to ensure best value proposition.

• Monitor supplier performance (e.g., quality, on-time delivery and costs).

• Resolve issues related to non-conformance, delivery delays, or supply disruptions.

Material planning:

• Allocate material across multiple production jobs/projects based on demand forecasts.

• Ensure optimal material availability by monitoring stock levels, lead times, and consumption forecasts.

• Collaborate with sales, planning and production teams to align material flow against schedules.

Logistics coordination:

• Coordinate material deliveries to ensure just-in-time availability for manufacturing or installation.

• Ensure documentation compliance (e.g., packing lists, certificates, HS codes, Incoterms).

Requirements:

• Minimum bachelor’s degree in engineering, supply chain management, or related field from an established university.

• Fresh engineering graduates are welcome to apply.

• Ability to read and interpret technical drawings and material specifications.

• Good communication and negotiation skills.

• Excellent time management abilities. Ability to work under pressure and manage multiple priorities.

• Detail-oriented and pro-active. Team-player with continuous improvement mindset.

Responsibilities

Detail Task For Buying items

· To source potential suppliers in line with specification / Sending Request for Quotations (RFQs)

· To evaluate and update new/existing vendors into Approved Vendor List

· To coordinate with Project Team and Suppliers for any technical clarification

· To perform negotiations with short listed supplier(s) for the best price with timely delivery

· To ensure the appropriate terms and conditions are specified on the purchase order

· To prepare Bidtabs for Approval

· To prepare Purchaser's Terms & Conditions for purchases more than SGD 150K

· To coordinate with Project Team for any urgent purchase

· To arrange Training (Introduction & Product Presentation from Vendors

· To process order and ensure timely delivery from the vendor

· To coordinate with Material/Logistic Controllers for GR/GI issues, if required

· To assist Finance for invoices with issues

· To assist in expediting for deliveries if required

· To send Approved Purchase Order to Vendor

· To co-orodinate with Vendor for any return or replacement of defective mater

· Issue PO if necessary

· To update and report to Supervisor on the above

Requirements

Expectation during 3 months probation

· Complete 54hrs training and complete the orientation program

· Able to handle Purchase Orders below 150K SGD independently

· Able to lead one project

· Understand process and procedure

TEAM Responsibilities:

· To prepare RFQ pack (BoQ, Specifications, Drawings)

· Notify Admin Executive to capture the request in Subcontract Report

· Draft Subcontract Agreement

· Send out RFQ with Generic Subcontract Agreement

· Follow up with RFQ

· Comparison table

· Commercial Clarification & Deviations & Negotiations

· Draft Bidtab and extend to requester for approval

· Arrange for RCSC if required.

· Obtain the acknowledged Subcontract / PO from vendor within 5 days from date of issue

· Arrange for and attend vendor meetings before award, for kick-off and during course of vendor’s scope, including preparation of minutes of meetings
