This goes beyond platform execution: the candidate should understand how Chinese digital audiences discover, consume, and share content; how platforms such as WeChat, Weibo, Xiaohongshu, Douyin, Bilibili, and Zhihu serve different functions and audience segments; and how content strategies need to be structured differently for Chinese-speaking markets compared with English-language ones. Familiarity with Baidu search behaviour and how it differs from Google is an advantage.
• Ability to adapt institutional tone and brand voice into Chinese-language content that reads as culturally authentic rather than translated, with appropriate register for the context (prospective student acquisition, research communication, or employer/partner engagement).
• Editorial and Content Development Expertise (Minimum 5 to 7 years)
• Strong writing and editing skills across formats — blog articles, web copy, email campaigns, and social media content — with a clear, audience-first approach in both English and Simplified Chinese.

• Content Performance and ROI Measurement (Minimum 3 to 5 years)

RESPONSIBILITIES

• Strategic Workforce Planning
  • Lead the development and implementation of the University's workforce planning framework to support institutional strategy, operating priorities, and long-term workforce sustainability.
  • Partner HR Business Partners and Heads of Departments to assess current and future workforce needs, identify capability gaps, and develop aligned workforce plans.
  • Facilitate consultations on workforce initiatives, balancing stakeholder perspectives with institutional priorities and resource considerations.
  • Drive organisation-wide workforce reviews, including analysis of structure, headcount, role design, and workforce deployment.
• Workforce Analytics, Research and Insights
  • Develop and oversee workforce analytics, planning models, and management reports to support evidence-based decision-making.
  • Analyse workforce trends, including headcount, attrition, vacancies, and other key HR metrics, to inform management reporting and workforce policy reviews.
  • Monitor headcount distribution and Expenditure on Manpower (EOM) budgeting and tracking.
• Strategic Workforce Policy Reviews
  • Lead workforce planning initiatives and projects, including workforce planning exercises and manpower budget reviews.

Key Responsibilities

• Evaluate technical specifications for newbuilding, repair, and conversion assignments.

• Oversee engineering project coordination with designers, clients, class societies, yard production teams, and vendors to meet compliance and delivery deadlines.

• Work with internal section engineers to prepare drawing lists, schedules, and respond to project-related feedback.

• Organise and attend technical meetings in Batam, Singapore, or other locations as required.

• Manage correspondence and technical information flow between designers, class, clients, vendors, yards, and system integrators.

• Interpret contract terms, technical and equipment specifications, and scope of work/supply to fulfil design obligations.

• Ensure timely execution of design and engineering production plans for awarded projects.

• Monitor designers' drawing progress, track closure of classification review comments, manage vendor specifications, and oversee production drawing schedules.

• Read and interpret design drawings, and retrieve classification rules and maritime regulations for review.

• Collaborate with engineers to draft written responses on technical matters and follow up until resolution.

• Work with the document controller to maintain proper filing of emails, drawings, documents, drawing lists, and vendor specifications.

• Operate independently while contributing effectively as part of a team.

Requirements

• Polytechnic Diploma or Bachelor's Degree in Marine Engineering, Naval Architecture, or a related field.

• Minimum 2–3 years of experience in a project engineering role within the marine or offshore industries.

• Proficiency in Microsoft Word, Excel, PowerPoint, and AutoCAD.

• Ability to track correspondence, draft meeting minutes, and manage engineering information/document flow to ensure compliance and on-schedule delivery.

• Comfortable engaging and conversing with internal and external stakeholders.

• Strong analytical, communication, and interpersonal skills.

• Willingness to travel to Batam or other countries for technical meetings when needed.
