The Technical Manager is designated as the Design Manager of the LTA MRT project, in charge of design management of the project and managing the consultant and client’s expectation to deliver the project within budget.

A summary of the responsibilities of this position are, and not limited to, as follows:

• Overall responsible for all permanent and temporary works design and design optimization by managing the appointed consultant to ensure that project is delivered within budget.
• Responsible for handling client and consultant, coordinate with consultants, client and authorities for design matters and submission.
• Oversee the shop drawings submission and issuance, planning and control delivery of design schedule, monitoring the progress.
• Coordinate and support the construction and other departments within the project to fulfil design requirement.
• Resolve all technical queries and submit/raise Request for Approval / Information (RFA/I) to concern parties to clarify any ambiguous design details.
• Review technical specifications and proposals submitted by Consultants / Subcontractors / Suppliers and produce procurement specifications.
• Adherence to safety practices in the workplace

Skills & Requirements

• Education: Degree in Civil Engineering from a recognized university endorsed by PE Board or qualification acceptable to the Commissioner of Building Control
• Experience: Minimum 12 years of engineering experience in delivering projects with at least 8 years of experience in design of civil and infrastructure project
• Extensive experience within a construction environment demonstrating accountability and ability to meet commitments through key internal stakeholders, clients, and staff at all levels.
• Technical Competencies: Technical expertise and knowledge in Structural, Architectural Design
• Proven track record of managing teams and delivering projects from start to hand-over

Serve as technical leader, driving the company’s technical strategy, product development, AI engineering, and team leadership to deliver innovative solutions and support business growth.

Responsibilities

• Define and implement the company’s overall technical strategy, system architecture, and engineering standards across all products and platforms to ensure scalable and robust solutions.
• Lead the design, development, and delivery of key products.
• Architect, build, and deploy AI-agent-driven development workflows and custom AI systems to establish and maintain the company’s AI-first engineering practice.
• Manage the engineering and intern teams by conducting code reviews, monitoring performance, and overseeing daily technical operations.
• Provision and administer technical infrastructure including source control, cloud hosting, databases, domains, and developer tools while ensuring information security and access control compliance.
• Manage technical accounts, credentials, and confidential information in alignment with company policies to safeguard data integrity.

Responsibilities

Technical Standards & Documentation

• Develop, maintain, and continuously improve the company’s standard detail drawings, BIM content libraries, and technical specifications;
• Review and validate technical drawings and BIM models to ensure consistency, accuracy, and compliance with project, authority, and regulatory requirements;
• Establish best practices for detailing standards and digital documentation workflows;

BIM, ISO & CORENET Compliance

• Develop, implement, and monitor documentation and BIM workflows in accordance with ISO standards, including ISO 19650, ISO 9001 etc;
• Support digital submission processes via CORENET (e-Submission, BIM submission where applicable), ensuring models meet authority requirements;
• Ensure all project teams adhere to BIM Execution Plans (BEP), naming conventions, classification systems, and data management protocols;
• Conduct periodic audits of BIM models and documentation to maintain compliance and quality;
• Organise and conduct site visits to projects construction sites for site learning;
• Provide feedback to improve detailing standards based on site observations and lessons learned;

Team Leadership & Mentorship

• Guide and mentor junior technical staff on drafting standards, BIM workflows, and submission requirements;
• Conduct internal training sessions to upskill team members in BIM tools, CORENET processes, and technical coordination;
• Support capability development within the team to enhance overall technical competency.

Requirements

• Diploma or Degree in Architecture, Architectural Technology, or a related field;
• Minimum 9 years of relevant experience in technical coordination, detailing, and BIM implementation;
• Strong knowledge of construction detailing, materials, and building systems;
• Proficiency in BIM and CAD software (e.g. Revit, Navisworks, AutoCAD);
• Familiarity with BIM standards and ISO-aligned workflows (especially ISO 19650);
• Hands-on experience with CORENET submissions and understanding of authority requirements (BCA, URA, SCDF);
• Good coordination, problem-solving, and communication skills;
• Experience managing multidisciplinary teams and complex projects is an advantage.

You will be involved extensively and be responsible for the end-to-end software development lifecycle and support for all work transitioned from Group (which could be projects, quarterly change requests, L3 production fixes). This includes anchoring key engagements with various stakeholders, analysis and design to development, implementation, release management, testing and support for the domain area of Digital Banking.

With a primary role in delivery management, you will be responsible for the project technical delivery and quality assurance of the team’s delivery in conformance to the Bank-defined software delivery methodology and tools. You will partner closely with the group domain team to plan and manage transitioned deliverables.

Understand the business requirements

Develop, review and update project plans, resources, budgets and timeframes,

Drive the data, design and solution discussion with vendor, technology team and user      groups.

Directly lead and manage a team of technical teams comprising developers, technical      analysts with focus on delivering banking systems and solutions

Responsible for the successful execution and technical delivery of projects that meet      scope, timeline and budget.

Stakeholder and relationship management, including escalation, expectation, conflict,      scope changes

Partner with solution and enterprise architects to deliver technical innovations in support of emerging business needs and to progress these ideas from      concepts to working solutions

Plan project efforts to upgrade, enhance and maintain systems at supported release levels

Identify and raise risks and issues affecting the project, including financial or operational and proactively managing them, with

timely escalation to relevant parties where necessary

Drive the testing strategy and manage the testing cycles, ensuring all critical and high defects are resolved within the testing cycle.

Manage relationships across all business lines and with external parties, ensuring timely delivery of assigned activities

Organize and chair governance meetings, including preparation of meeting materials and minutes

Ensure work deliverables are following bank policies and regulatory requirements.

Directs the offshore squad in making day-to-day decisions and conflict resolution.
