We are seeking a highly motivated and experienced M&E Senior Facilities Engineer to oversee the mechanical, electrical, and plumbing (MEP) systems at the site. This role involves managing day-to-day operations, preventive and corrective maintenance, as well as supporting Addition & Alteration (A&A) works to ensure seamless campus facilities operations. The engineer will work closely with contractors, vendors, and the client to deliver efficient, safe, and sustainable facilities services.

Key Responsibilities:

• Oversee daily operations and maintenance of M&E systems (HVAC, electrical, plumbing, fire protection, etc.) within the premises.
• Manage A&A works, including feasibility studies, project coordination, contractor supervision, and ensuring works are completed safely, on time, and within budget.
• Conduct regular inspections, audits, and troubleshooting to ensure systems’ reliability and compliance with local codes and regulations.
• Lead and supervise technicians and contractors in preventive/corrective maintenance activities.
• Support energy efficiency initiatives and monitor utility consumption to identify cost-saving opportunities.
• Prepare technical reports, incident investigations, and documentation for compliance and client updates.
• Liaise with authorities, consultants, and vendors for permits, statutory submissions, and inspections.
• Ensure workplace safety (WSH) compliance and implement risk assessments and safety procedures.
• Provide technical advice to the client and management on system upgrades, asset lifecycle, and sustainability improvements.

Required Qualifications:

• Bachelor’s Degree or Diploma in Mechanical, Electrical, Building Services, or Facilities Engineering.
• Minimum 5 years of relevant experience in M&E facilities management, with exposure to A&A projects.
• Strong knowledge of Singapore Codes of Practice, BCA, SCDF, and relevant statutory regulations.
• Familiar with CAFM/CMMS systems and MS Office applications.

Preferred Experience:

• Prior experience working in institutional/educational facilities or campus environments.
• Hands-on experience in managing A&A works from planning to execution.
• Exposure to energy management and sustainability projects.
• Previous involvement in managing outsourced service providers.

Job Responsibilities:

• Process payroll accurately and prepare payroll-related reports.
• Maintain accurate records of employee attendance, annual leave, medical leave and medical claims.
• Handle work permit application / renewal / cancellation and medical check-up arrangement.
• Update and maintain employee records in HRIS and personnel files (P-files).
• Support onboarding and offboarding processes.
• Perform data entry, documentation, and ensure all HR records are up to date.
• Assist in organizing company events and staff engagement activities.
• Provide general HR and administrative support, including ad-hoc duties as assigned by the Superior.
  

Job Requirements:

• Min. Diploma or equivalent
• At least one (1) year of relevant experience in an HR assistant or HR role.
• Good knowledge of Employment Act and HR practices and regulations or experience in the related field will have an added advantage.
• Proficient in Microsoft Office and HR systems.
• Able to start work within short notice is an advantage.

ROLES & RESPONSIBILITIES:

• Monitor purchasing activities and approve Purchase Orders (PO) within the designated approval limit.
• Request catalogue submissions upon requested by Purchasing Manager / Project
• Manager request for new project awards.
• Receive and evaluate PO Requisition Forms (PRF) from site before processing orders.
• Source, compare, select and negotiate with existing/potential new suppliers for materials, equipment and services.
• Evaluate supplier quotations and negotiate best terms, prepare price comparison sheet.
• Prepare Purchase Order (PO) / Letter of Intent (LOI).
• Monitor and control purchasing budgets, identify and implement cost-saving opportunities.
• Coordinate with inventory and warehouse teams to manage stock levels effectively.
• Submit quarterly and annual HQ Stock Take Report to finance dept.
• Collaborate with cross-functional teams to align procurement with operational requirements.
• Update and maintain record for ISO documentation standard.
• To consolidate Sub-Con materials and submit back charges document to finance by monthly.
• Check invoice and Delivery Order, unit rate against PO via e-invoicing system.
• Explore new suppliers with better quality, price, service and commercial terms.
• Perform Ad-Hoc duties assigned by Procurement Manager for reporting matters.

REQUIREMENTS:

• Diploma and/or Degree in Procurement Management or equivalent
• Min. 3 years of relevant experience in procurement in facilities management and construction sector
• Familiarity with the Doxa System is an added advantage
• Good negotiation skills and able to establish good rapport with suppliers
• Capable of multitasking and work independently with minimal supervision
• Immediate availability or able to start work within a short notice period is preferred
