1. Read and understand all the awarded project documents, specification and contract requirements.

2. Provide technical guidance on curtain wall, cladding, glazing and all related façade drawing works for design team.

3. Coordinate with internal team for the façade works submission schedule, track / monitor properly for the submission, reply and approval to avoid delaying of façade works. And highlight to the team if any issues and risk for the project timeline/schedule.

4. Lead façade design review and ensure compliance with codes and project specifications and requirements.

5.Coordinate with architects, engineers, contractors, suppliers, etc.. to resolve all the design / technical issues, and get acceptance from external related parties for the design proposal.

6. Attend all necessary internal and external meetings.

7. Prepare meeting agenda and meeting minutes

8. Raise RFIs and monitor the reply timely.

9. Maintain proper record and documentation to monitor submission, replies, confirmation and approval.

10.Support project operations through administrative and coordination tasks as required, including but not limited to:

-Material Samples submission and comments / approval;

-Material proposal and comments / approval;

-Any site works support when required;

- Any site works QA/QC support;

- Cost proposal / submission for any design changes, additional / omission works

11.Any other ad-hoc duties as assigned by the supervisor.

1. At least degree holder in relevant fields
2. Strong technical façade design experience min. 8 years

3.Communication skills are a major part of this role as extensive liaison with clients, consultants, contractors and suppliers is necessary to ensure project commitments are met.

• Monday–Friday: 9:00am – 6:00pm

• Alternate Saturdays: 9:00am – 1:00pm (WFH arrangement available after 3 months of probation.)

The Deputy Technical Manager is responsible for all technical operational activities for civil & infrastructure engineering projects, managing the technical department as well as providing engineering & planning services for tender and support services to projects.

A summary of the responsibilities of this position are, and not limited to, as follows:

• Overall responsible for all permanent and temporary works design and design optimization by managing the appointed consultant to ensure that project is delivered within budget.
• Responsible for handling client and consultant, coordinate with consultants, client and authorities for design matters and submission.
• Oversee the shop drawings submission and issuance, planning and control delivery of design schedule, monitoring the progress.
• Coordinate and support the construction and other departments within the project to fulfil design requirement.
• Resolve all technical queries and submit/raise Request for Approval / Information (RFA/I) to concern parties to clarify any ambiguous design details.
• Review technical specifications and proposals submitted by Consultants / Subcontractors / Suppliers and produce procurement specifications.
• Adherence to safety practices in the workplace

Skills & Requirements

• Education: Degree in Civil Engineering from a recognized university endorsed by PE Board or qualification acceptable to the Commissioner of Building Control
• Experience: Minimum 8 years of engineering experience in delivering projects with at least 8 years of experience in design of civil and infrastructure project
• Extensive experience within a construction environment demonstrating accountability and ability to meet commitments through key internal stakeholders, clients, and staff at all levels.

Key Responsibilities for Technical Manager:

Technical Expertise & Troubleshooting

• Subject matter expert in chiller plants, pumps, cooling towers, air handling units, automation & control systems, and ACMV systems.
• Carry out detailed on-site measurement and verification using industry-standard instruments:
• Water-side tools: ultrasonic flow meters, differential pressure gauges, and temperature sensors
• Air-side tools: anemometers, temperature and humidity measuring devices
• Chiller performance tools: refrigerant pressure gauges (manometers)
• Develop Functional Design Specifications (FDS) for chiller plant optimisation and performance improvement strategies.

Stakeholder & Contractor Coordination

• Coordinate with project teams, subcontractors, and vendors for chiller plant enhancement and performance optimisation works.
• Engage with clients to provide technical consultation, progress updates, and system improvement recommendations.

Commissioning & Performance Optimisation

• Lead commissioning, testing, and fine-tuning of chiller plants, AHUs, and ACMV systems to achieve or exceed performance targets.
• Drive energy optimisation initiatives at project completion, ensuring systems achieve or surpass design COP (kW/RT) requirements.

System Design Review & Optimisation

• Review HVAC design documentation, including schematics, layouts, and control sequences, to identify performance gaps and constructability risks.
• Propose design improvements to enhance efficiency, reduce lifecycle cost, improve maintainability, and ensure system compatibility.

Requirements:

• Diploma/Degree in Mechanical/Electrical Engineering, or equivalent.
• Singapore Certified Energy Manager (SCEM) or Energy Efficiency Opportunities Assessor (EEO Assessor) is Bonus
• Minimum 7 years of strong technical experience in HVAC area
• Willing to support on weekend when required
