Work Nature

Construction Quality Activity
1. Oversees all site Structure execution by planning, managing, coordinating construction, commissioning, pre-operation execution strategy and day to day activities. Provide overall technical direction to the Structure construction, Coordinates project execution and planning with the relevant parties, departments, and agencies.
2. Ensure that site document control procedures are being followed and all latest revision Structure documents received, filed, and distributed to concerned parties.
3. Review and ensure sub-contractors detailed overall relevant Structure planning, schedules, manning levels are aligned with company’s expectations.
4. Attend relevant Structure weekly / monthly meetings with sub-contractors, third parties, client and communicate all requirements and concerns related to the project.
5. Prepare and issue Structure weekly / monthly reports and forecast, including summary of Structure progress, manning requirement forecast and make recommendations as necessary.
6. Ensure that all relevant Structure construction milestone dates can be achieved as per schedule.
7. Ensure all sub-contractor’s Structure relevant procedures and method statements are acceptable and issued to relevant parties.
8. Coordinate the site Structure personnel and ensure they fully understand their roles and responsibilities for the duties they are assigned.
9. Assign and organize all required site Structure personnel to ensure sub-contractors and vendors are completing all Structure construction activities and fully complying with company procedures and quality and HSSE expectations/requirements where needed to meet targeted schedules.
10. Review site Structure personnel daily reports for progress, concerns, and mitigations.
11. Review and ensure Structure material delivery is aligned with forecast schedule and coordinate and expedite any shortfalls.
12. Ensure sub-contractor has sufficient work front and provide mitigation plan on those delayed Structure deliverables if any.
13. Review and ensure vendors are mobilized when required as per schedule.
14. Ensure all Structure systems are completed as per priorities and commissioning sequence.
15. Prepare and issue detailed work packs for integration and carry over works.

Communications
1. Maintain good relationship with team members.
2. Interact with internal and external departments including but not limited to engineering, vendors, engineering subcontractor, construction subcontractor and Client.
3. Facilitates communications with functional teams to ensure that issues are identified and incorporated into schedules and execution plan.

Documentation
1. Review / update / produce Construction documents including Best Work Practices for Construction Methodology periodically as appropriate.
2. Review and ensure all Structure engineering and relevant deliverables are being received in line with forecast schedules.

Work Conditions
1. Work Location shall be assigned by CIC Section Lead – Construction, business trip to Site as required and there are opportunities to be assigned for full time at appointed project site, including international locations where applicable.

Qualifications
1. Batchelor’s Degree or Technical college certificate.
2. Certification in a trade certification with track record of construction of at least 5 FPSO projects with fabrication, integration of marine and topside modules.
3. Minimum of 10 years work experience in EPC of onshore/offshore oil and gas or FPSO projects.
4. Valid CSWIP 3.1 (Level 2) / AWS: Certified Welding Inspector (CWI) (is an optional advantage).
5. Valid painting inspection certificate NACE Level 2 or FROSIO or AMPP (is an optional advantage).

Technical Competencies
1. Computer including Mobile Devices with proficiency in Microsoft 365, 3D Model Viewer and PDF

Job Responsibilities

• Analyze engineering software functions and modules in detail to assess alignment with MODEC’s engineering workflows, documenting fit gap and proposing solutions or customisations
• Customize engineering software to fit MODEC’s workflows, implementing new features and extensions via the software’s scripting language, application programming interface (API), and configuration capabilities
• Develop and maintain automated interface connections between engineering software, Engineering DX Web Apps, and other generic tools, using programming code and relevant APIs to ensure robust data exchange, synchronization, and event-driven workflows

Coordinate with the engineering disciplines assigned to the project and work closely withproject management, procurement, HSE, QA/QC, operations and construction team and meet or where possible to exceed on time deliverables maintaining the quality and safety.

Coordinate with the engineering disciplines to set up Engineering and Design systems, Engineering Schedule, Master document Register (MDR), Procurement Schedule. Coordinate with the engineering disciplines to issue all deliverables as per schedule. Develop Level 3 and Level 4 (MDR) schedules of Topsides and/or Marine engineering.

The Senior Lead Engineer – Technical Assurance is responsible for independently planning, managing, directing, and controlling the delivery of required engineering quality deliverables, ensuring alignment with specified requirements, timelines, and budgets. This role also plays a key part in the development and continuous improvement of the company’s corporate technical documents by incorporating lessons learned from the lifecycle of company facilities (FPSO) and integrating new technologies. Additionally, the Senior Lead Engineer manages changes to corporate technical documents throughout the facilities’ lifecycle and ensures the quality of engineering deliverables through continuous assurance and improvement initiatives.

Major Roles and Responsibilities:

• Support the overall activities of corporate technical experts/authorities.

• Provide feedback on technical findings to the respective discipline expert/authority and assist in updating the latest company’s corporate technical documents.

• Coordinate the validation and analysis of lessons learned issues.

• Contribute to the improvement and optimization of discipline workflow processes, as requested.

• Facilitate discussions with suppliers to drive continuous improvement of company’s corporate technical documents.

Job Requirements:

• Bachelor of Engineering or Master of Engineering.

• Minimum of 15 years of relevant experience in discipline engineering within the oil and gas sector for Bachelor’s degree holders, or a minimum of 14 years for Master’s degree holders.

• Lead level detailed engineering experience on at least one FPSO project and familiarity with market practices in the oil and gas sector.

• Proficient in applicable industry standards, software, specifications, and procedures relevant to the functional area.

Competencies:

Role Purpose

Senior Commissioning Engineer is responsible for ensuring the assigned systems are installed, tested and operating safely and efficiently. Senior Commissioning Engineer reports to Lead Commissioning Engineer.

Key Accountabilities

Commissioning Planning & Preparation

- Review / Prepare Commissioning system boundary, commissioning procedures and other commissioning deliverables - Review ITR Assignment - Review / Develop Onshore & Offshore commissioning Procedures - Review / Prepare project deliverables as per project & client requirement. - Ensure to include Class / SCE & Process safety standard verification activities in Commissioning Deliverables - Support for company development work methodology / procedures. - Review / Prepare list / procurement of required tools, utilities and others for the commissioning activities of the assigned system. - Identify all the Class / Statutory requirements related to Commissioning and incorprote in commissioning Procedures for Close out while execution - Support to Review and Evaluate third party services engagement (Technical) for Commissioning scope - Review / develop / Approve Commissioning schedule for execution - Review / develop / Approve commissioning scope of work to engage Third party services - Devleop third party services engagement (Technical) for Commissioning scope

Commissioning Execution

- Responsible for successful and safe commissioning of the area / systems under the guidance of lead commissioning engineer following the commissioning strategy set by commissioning manager. - Leads commissionig Tech team on performing pre-commissioning and commissioning activities planned for the assigned systems, managing the interfaces with Construction and Pre-Operations teams, ensuring adherence to Operations safe system of work regarding all the assigned System Commissioning SoW. - Day to day manages the PTW, assigned technicians, operations support, supplier support and CLASS witness. - Execute the approved commissioning procedure including verification of performance standard, certification from Class Society and offer the test reports for signoff and assist in system dossiers completion for handover. - Responsible for any management of change within the system during commissioning phase. And follow up by ensuring supplier and other supporting member team are aware of it. - Work closely with the MC coordinator and commissioning coordinator for timely completion of the ITR, mechanical completion and commissioning completion. - Attend FAT & SAT depending on projects requirement - Responsible for verification and close out of all Safety critical elements associated with commissioning. - Ensure all regulatory and statutory testing and requirements are performed and records are maintained. - Prepare and maintain commissioning records of site observations, testing processes and checklists - Perform Risk assessment for the commissioning scope, conduct toolbox meetings - Ensure that Technicians carry out commissioning activities in a safe and controlled manner in accordance with site procedures and PTW requirements - Ensure the Preservation & maintenance activities are performed as per company procedure / process in commissioning phase of project. - Day to day Planning of work, Manage schedule & targets of the project as required. - Prepare timely and accurate technical report for management and a reference for future - Perform offshore commissioning / assist facility startup. - Perform Start-up at offshore following the start-up procedure, stabilization and performance testing. - Participates in audits of procedures, safety practices and documentation/records with reference to corporate standard procedures to ensure compliance and, identify gaps and training enhancement requirements of team members.

Commissioning coordination

- Work closely with MC Coordinator, Lead Commissioning Engineer for timely completion of the ITRs, mechanical completion and commissioning completion. - Interact with other engineering department for obtaining engineering and specific vendor documents & details. - Independently deals with regulatory authority, class, vendors and clients with regards to comments or queries on commissioning deliverables and develops technical/engineering solutions to the issues raised. - Coordination of functional testing of commissioned systems and engaging the Operations team when and where needed. - Interact with Suppliers / subcontractors / yards / client / Class as required for site execution support. - Ensure to provide Lessons learnt / Improvement Opportunities based on the project experience - Ensure to incorporate Best practices / improvement opportunities as received from past project experience

Commissioning Services & FSR Management

- Ensure sub contractor / FSR / Third Party services are completed as per planned Schedule

I&C - Engineering in Instrumentation or Equivalent

- track record of commissioning of at least 2 FPSO project with marine and topside modules. Minimum of 6 years work experience in EPC of onshore/offshore oil and gas or FPSO projects.

Responsible for supporting in safe, efficient, and compliant offloading and mooring operations by assisting the
Mooring Master in planning and execution; verifying vessel suitability and equipment certification; coordinating
ship/shore interfaces and communications; and monitoring technical parameters and safety checklists.

Exhibit a high standard of marine skills and safety behavior, acting as deputy to the Mooring Master (MM) in all relevant mooring operations. Also, under the guidance of the Mooring Master, the assistant is responsible for ensuring that mooring, unmooring, offloading operations, hose connection and disconnection, and tanker position keeping are carried out safely and efficiently. Ensure that mooring/unmooring and offloading hose rigging equipment are maintained, certified, and fit for use through timely inspection, servicing, and replacement when required.

Assist Mooring Master with conducting pre-arrival planning: review vessel particulars, mooring plans, boarding arrangements, manifolds, cargo/ballast readiness, tug requirements, pilotage, and weather/tide windows.

Ensure that mooring equipment and offload hose connection equipment are certified in a timely manner, in compliance with international and company requirements, and report any deficiencies to the Mooring Master; inspect mooring and offload hose connection equipment, including loose lifting appliances, before and after every offloading operation; participate in the coordination and execution of the six-monthly offloading hose inspection and the offload hose and mooring hawser change-out activities; and ensure any damaged equipment is promptly removed from service and proper maintenance or replacement is carried out following CMMS procedure.

Support training of relevant personnel in offloading operations as required; mentor rotational crews; and contribute to emergency preparedness and response, ensuring the protection of people, the environment, assets, and production continuity are in line with company procedures and international regulations.

Ensure the quality of tasks performed by vendors, by supervising the execution of the jobs, providing the proper condition to execute the activities, ensuring all 3rd party employees are properly trained, certified and acquainted with MODEC's procedures and standards.

Contribute to the continuous improvement of MOG fleet performance by participating or leading, when required, RCAs, investigations of NOIs/NODs, HAZID/HAZOPs, following up and acting upon CAPAs, sharing lessons learned and promoting a culture of continuous seek for performance and integrity enhancement opportunities.
