Role Objective

As the QS Manager (M&E), you will lead the commercial and contractual management for our Mechanical, Electrical, and Process Utility projects. You will oversee the entire projectlifecycle—from initial feasibility and tendering to final account closure—ensuring that our EPC and EPCM delivery remains financially viable and risk-mitigated.

Key Responsibilities

1. Pre-Contract & Tendering

• Lead the M&E estimation team in preparing competitive tenders for large-scale industrial, commercial, and cleanroom projects.
• Perform detailed take-offs for M&E services (HVAC, Electrical, Fire Protection, and Process Piping).

3. Contract Administration

• Administer main contracts and subcontracts in accordance with standard forms of contract.
• Manage the valuation of progress claims, certification of payments, and assessment of variation orders (VOs).
• Oversee the preparation and negotiation of final accounts with clients and subcontractors.

4. Leadership & Compliance

• Provide mentorship and guidance to a team of Quantity Surveyors.
• Ensure all commercial activities comply with Singapore’s Building and Construction Industry Security of Payment (SOP) Act.
• Collaborate closely with Project Managers to align site progress with financial reporting.

Requirements

• Education: Bachelor’s Degree in Quantity Surveying, Building, or Mechanical/Electrical Engineering.
• Experience: Minimum 8–10 years of experience in QS, specifically within the M&E sector in Singapore. Prior experience in EPC/EPCM environments for data centers or cleanrooms is highly advantageous.

Key Responsibility

1. To be responsible for all the execution of Contracts progress.

Job Purpose

Steer complex EPC/EPCM projects through all phases—front‑end engineering (FEED), detailed design, procurement, construction and commissioning—while safeguarding schedule, budget and quality.

Key Accountabilities

1. Project Planning & Mobilization

• Lead development of FEED deliverables: Basis of Design, PEP (Project Execution Plan), PSSR (Pre‑Start Safety Review).

• Coordinate seamlessly with civil, structural, and piping teams to resolve inter-disciplinary clashes (e.g., cable tray routing vs. HVAC ducting).

3. Compliance & Safety

• Ensure all electrical works comply with EMA (Energy Market Authority) regulations and PUB/SPPG requirements.
• Lead site safety briefings; ensure all electrical activities (especially high-risk HT testing) adhere to the Workplace Safety and Health (WSH) Act.
• Facilitate inspections with Licensed Electrical Workers (LEW), consultants, and relevant authorities.

4. Testing & Commissioning (T&C)

• Lead the T&C phase, including insulation tests, secondary injection tests for HT, and functional logic tests for ELV systems.
• Manage the "Handover" process, including the preparation of As-Built drawings and Operation & Maintenance Manuals (OMM).

Requirements

Role Objective

As the QS Manager (M&E), you will lead the commercial and contractual management for our Mechanical, Electrical, and Process Utility projects. You will oversee the entire projectlifecycle—from initial feasibility and tendering to final account closure—ensuring that our EPC and EPCM delivery remains financially viable and risk-mitigated.

Key Responsibilities

1. Pre-Contract & Tendering

• Lead the M&E estimation team in preparing competitive tenders for large-scale industrial, commercial, and cleanroom projects.
• Perform detailed take-offs for M&E services (HVAC, Electrical, Fire Protection, and Process Piping).
• Review Tender Documents, Conditions of Contract, and Technical Specifications to identify commercial risks and opportunities.

2. Cost Management & Control

• Establish project budgets and perform regular Cost Value Reconciliations (CVR).
• Monitor project cash flow and implement cost-control measures to ensure margins are maintained.
• Manage the procurement process, including the evaluation and appointment of subcontractors and suppliers.

3. Contract Administration

• Administer main contracts and subcontracts in accordance with standard forms of contract.
• Manage the valuation of progress claims, certification of payments, and assessment of variation orders (VOs).

4. Leadership & Compliance

• Provide mentorship and guidance to a team of Quantity Surveyors.

Job Purpose

The Project Supervisor is responsible for day-to-day on-site supervision and coordination of cleanroom/facilities construction works, ensuring that all activities are executed safely, on schedule, and in full compliance with cleanroom, EHS, and quality requirements. This role acts as the key interface between project engineers, site specific stakeholders, contractors, and operations, supporting cleanroom upgrades, conversions, and new installations.

Key Responsibilities

1. Site Supervision & Execution

• Supervise cleanroom construction and retrofit works including architectural, MEP, ACMV, FFU, exhaust, electrical, and utility systems.

• Coordinate daily site activities with main contractors and site-specific stakeholders to ensure planned works are executed according to approved drawings, method statements, and schedules.

• Monitor manpower deployment, work sequencing, and productivity to minimize impact to ongoing operations.

2. Cleanroom Compliance & Control

• Enforce strict adherence to cleanroom protocols, gowning requirements, material control, and housekeeping standards.

• Ensure works comply with applicable cleanroom classifications (e.g., ISO Class 10k / 100k) and contamination control requirements.

• Coordinate with project and operations teams during live tie-in works, shutdowns, and critical risk activities.

3. Safety, Health & Risk Management

• Enforce site EHS rules, including Permit-to-Work (PTW), Working at Height (WAH), hot works, lifting, and energy isolation.

• Conduct daily toolbox meetings, site walkdowns, and safety checks.

• Identify hazards early and escalate risks that may impact safety, quality, or schedule.

4. Quality & Documentation

• Verify works are executed in accordance with approved IFC drawings, specifications, and quality standards.

• Support inspections, testing, commissioning, and handover activities.

• Maintain accurate daily progress reports, site records, and issue logs.

5. Coordination & Communication

• Work closely with Project Engineers, Project Managers, Operations, and Vendors to resolve site issues promptly.
