Senior Civil Engineer

Main Contractor, Civil projects (LTA)

Primary Role

Responsible for advanced Planning, designing, integrating, installation, rigging and lifting equipment, including management of contractors and vendors

Responsible for supervising and assessing the set-up of all project components, manage all aspects of an engineering project, prepare schedules, communicate with clients, project progress.

Key Activities

1. Provide guidance and direction to civil engineering staff, ensuring their compliance with applicable regulations, standards, and codes
2. Oversee and regularly review engineering processes and resources to maximize efficiency and productivity
3. Develop plans for new engineering initiatives, including investigating new technologies and developing plans for new project implementations
4. Required to be analytical and precise, in order to explore alternative solutions and analyze feasibility of plans
5. Work independently and to coordinate closely with internal and external stakeholders to implement new processes and technology, to offer innovative solutions to customers
6. Design, communicate and implement an operational plan, Create and maintain cost estimates for projects and programs
7. Identify, develop, and gather the resources necessary to complete the project. This may include preparing engineering standards, designs, and work specifications
8. Developing project schedules, budget, and forecasts; and selecting materials, equipment, and external contractors
9. Liaise with other operational areas in the organization (engineering, design, drafting, technical) to secure specialize resources and contributions for the project
10. Conduct project meetings and prepare regular reports to communicate the status of the project within and beyond the project team
11. Set priorities, allocate tasks, and to meet projects targets and milestones, ensure smooth authority submission.
12. Solve technical issue such as drawing discrepancy, site condition changes, verify plans, drawings and quantities for accuracy, raise RFI when necessary;
13. Ensure accuracy of setting out, levelling and site surveying and all materials used and work performed are as per specifications;
14. Liaising with project consultants, architect, subcontractors, supervisors, planners, quantity surveyors and the general workforce involved in the project;
15. Support Project manager to liaise with the local authority (where appropriate to the project) to ensure compliance with local construction regulations and by-laws;
16. Liaising with clients and their representatives (architects, engineers, and surveyors), including attending regular meetings to keep them informed of progress;
17. Overseeing quality control and assist safety department to achieve health and safety target on site;
18. Preparing method statement, daily weekly and monthly report;
19. Ensuring all site inspection and record as per client/developer requirement
20. Ensuring all testing and quantity inspection are carried out as per contract requirement.
21. Analyze and resolve engineering problems and demonstrate effective skills in oral and written communication

Requirements

Min 6 years experiences in Civil, infrastructure projects

Bachelor degree in Civil engineering, PE board recognized

Min 4 years civil construction experience

(Utility diversion, trunk sewer, cycling path, bus facility works, Carparks, Tunnels)

Preferrable with LTA projects experiences in the past

Primary Objective

Manage all aspects of an engineering project, form start to finish, so that it is completed on time and within budget.

Prepare project schedule, method statement, and follow up drawing

Plan, support and attend to site works progress, safety conducts, works procedure and quality.

Liaising with Project Manager & Director, LTA & government authorities, sub-con, clients & consultants.

Key Activities

Requirement

Construction Site Manager

LTA projects, Road works, infrastructure, Tunnel works

Purpose

In accordance with the project construction plan and higher-level requirements, ensure effective management of the project site and internal project department, promptly resolve various issues related to project production and internal department management, and assist the project manager in successfully completing the construction tasks.

Job description and responsibilities

• Responsible for on-site production scheduling and allocation of personnel and labor, arranging materials and mechanical equipment for each phase, directing and organizing solutions to various on-site issues, and handling emergencies and labor disputes at the construction site.
• Responsible for organizing project cost accounting, including the accounting of raw materials, machinery costs, labor costs, management fees, energy costs, and other expenses, to implement project cost management and ensure the achievement of the company’s planned profits.
• Responsible for organizing monthly project volume statistics and accounting, as well as reviewing and supervising employee attendance and worker payroll statements.

• Responsible for the training and development of backup talent according to the needs of the branch office and the project department.

Performance Measurement

1. Able to take the initiative in work based on the actual needs of project construction and site management, with the main work meeting higher-level requirements.
2. Ensure that all files, documents, and reports compiled and submitted are accurate and timely.
3. Resolve on-site issues promptly and effectively, with production coordination and management in place, avoiding disputes and disorder.
4. Ensure that the project contract, schedule, quality, cost, and safety environment meet company requirements, with no major work mistakes or production accidents.
5. Ensure the project department's internal management is orderly, with harmonious relationships among employees, and high motivation for production and work.
6. Having 10 years of experience in LTA (Land Transport Authority) engineering is preferred.

Resident Technical Officer (RTO)

Duties & Responsibilities:

• Study all Authority's and approved Contractor's drawings for necessary supervision work
• To carry out supervision of construction works as required under BCA regulations and in accordance with the contract and Superintending Officer’s instructions.
• Ensure that contractor had obtained all necessary permits and clearance to work
• To monitor progress and ensure that the work is done and materials used are in accordance with approved specifications, codes, standards, and regulations.
• Liaise with all parties involved in the project
• To review and supervise safety, environmental and health matters
• To review Contractor's Method of Statements and Risk Assessments and supervise all works in relation to current Code of Practice and approved BCA drawings
• Attend site meetings and resolve site technical issues.
• Maintain and control site records as per required

Requirements:

• Diploma/ Degree in Civil & Structural Engineering or equivalent

Primary Objective

• Lead and provide guidance to junior QS with experiences, knowledge and technical solutions in claims, paperwork submission, documentation, process flow and liaise with clients and project team.
• Support superior in handling complexity issues, VO, Final accounts, negotiation with sub-con, dispute and contract legal matters.
• Manage the financial aspects of construction projects, ensure completed within the allocated budget.
• Equipped with professionalism, to provide support to the project team, maintaining commercial information and ensuring compliance with contractual requirements and ensure that the Company’s objectives are achieved. Liaise with customer representatives and other third parties on commercial issues including agreement of variations, claims and any additional payments.
• Initiative and good at people relationship. Strong problem solving and negotiation skills.
• Ability to multi-tasking and priorities tasks.

Job Responsibilities :

• Guide and provide coaching to the Quantity Surveyors in their works
• Develop and evaluate cost estimates, assess risks and contract issues to arrive at final cost
