Project Overview

The "Mens, Manus and Machina—How AI Empowers People, Institutions and Cities in Singapore (M3S)" five-year project was initiated in July 2023. It is driven by the goal of investigating the nature of work, redefining our relationship with technology, and exploring how institutions can adapt to foster liveability, sustainability, innovation, and social welfare.

Successful applicants will have the opportunity to work on cutting-edge projects that aim to develop state-of-the-art AI to create future smart cities. This Postdoctoral Associate position is until June 2028 under the M3S program at SMART. The SMART team seeks to advance the frontier of AI research, apply it to society and cities, and demonstrate the concrete social impacts of the AI algorithms with broad public acceptance in Singapore.

Responsibilities

The SMART-T7 project concerns the design of human-machine systems for the scheduling and allocation of valuable resources in ways that accommodate and optimize for the needs and capabilities of both humans and machines. The project aims to solve diverse use cases in a broad set of application contexts.

The management of large-scale service and infrastructure systems—such as airport operations, urban mobility, last-mile logistics, robotic fleet management and other smart city applications—requires making tightly coupled scheduling and resource allocation decisions under significant operational complexity. These systems are characterized by high-dimensional, combinatorial decision spaces (e.g., assigning flights to gates, vehicles to multi-service tasks, lockers to dynamic demand, or robotic agents to coupled tasks), where interactions and coordination requirements between entities—such as connecting passengers, pooled service requests, customer time windows, and robotic tasks—often introduce intractable structures. At the same time, decision-makers must balance multiple, often conflicting objectives across stakeholders, including efficiency, reliability, and equity, while accounting for dynamic and stochastic demand patterns. The project addresses these challenges through a combination of advanced optimization methods (e.g., flow-based models that strengthen tractability, decomposition methods), learning-enhanced approximations (e.g., embedding-based representations of complex interactions, passenger flow estimation using generative techniques), and artificial intelligence (e.g., AI-powered digital twin simulations). The SMART-T7 team is led by Professors Alexandre Jacquillat, Jinhua Zhao, Hamsa Balakrishnan, Amedeo Odoni, and Jason Jackson from MIT, and Professor Hai Wang from Singapore Management University.

Leadership & People Management

• Lead and develop a small team of engineers (Manufacturing Engineers, Industrialization Engineers, or Process Engineers).

• Ensure accurate PLM/ERP updates for BOMs, routings, work instructions, and effective-dated changes.

• Drive communication of change readiness and cut-in planning across internal and external stakeholders.

Auto‑Prod (Authorization for Production)

• Own the Auto‑Prod process for controlled release of new build (devices) into production.

• Verify process capability and stability meet defined criteria prior to sign-off.

• Lead cross-functional closure of outstanding issues before granting production authorization.

Product Certification

• Lead product certification readiness for all new products and major changes (e.g., VISA Innovation, Mastercard CSI).

• Coordinate with external laboratory identify applicable standards

• Ensure samples, test plans, and supporting documentation are prepared and submitted to certification bodies.

• Manage certification timelines to align with NPI and mass production schedules.

• Review test outcomes, drive corrective actions for failures, and ensure successful re‑testing.

• Maintain certification records and ensure factory processes remain compliant throughout the product lifecycle.

Cost Reduction Initiatives

• Lead cost reduction initiatives while safeguarding performance, quality, and reliability.

• Identify and evaluate alternate materials or components to reduce cost or mitigate supply chain risk.

• Partner with Supply Chain and Finance to quantify savings and validate cost models.

• Ensure documentation, BOM changes, and approvals are completed per process.

• Track cost reduction pipeline, savings realization, and implementation timelines

Role Overview
Drive workforce capability development in advanced manufacturing by shaping training strategies, evaluating course effectiveness, identifying industry needs and gaps, and building strong partnerships with training providers and institutions.

Key Responsibilities

Responsibilities

• Plan, coordinate and implement standards development projects under the National Standardisation Programme administered by Enterprise Singapore.

• Provide secretariat support to Technical Committees and Working Groups, including preparation of meeting agendas, minutes, reports and drafting of standards.

OBJECTIVES:

The Manager, Analytical Development is responsible for leading and executing analytical method development, qualification, validation, and assay transfer activities to support biologics and vaccine development programs from early development through Phase 2 clinical trials. The position holder applies strong scientific judgement in the design and execution of analytical methods and is well-versed in current biologics analytical development trends across a broad range of modalities, including viral, mRNA, and protein-based vaccines.

The position holder manages a team of analytical scientists and provides hands-on scientific leadership and project ownership. The role works in close collaboration with Early Development and Preclinical, Process Development, Quality Control, Regulatory Affairs, and external partners to ensure analytical readiness, non-GMP testing support, compliance with regulatory expectations, and timely program progression.

RESPONSIBILITIES:

Analytical Development

• Lead and oversee the Analytical Development (AD) team in the execution of analytical method development, optimisation, qualification, and validation for in-process controls, release testing, and product characterisation.
• Apply sound scientific judgement to method selection, troubleshooting, lifecycle management, and continuous improvement.
• Analyse and interpret experimental data using appropriate statistical and scientific approaches, including assay variability analysis.

Assay Transfer & External Collaboration

• Lead and support assay transfer activities to internal QC laboratories and external partners (e.g. CMOs, CROs, CTOs).
• Prepare, review, and execute assay transfer protocols, reports, comparability assessments, and acceptance criteria.
• Serve as the analytical point of contact during assay transfer, ensuring successful method implementation and effective troubleshooting.
• Interface with external testing partners to ensure timely, compliant, and robust assay transfer execution.

Regulatory & Documentation

• Author and review high-quality technical documents, including protocols, reports, technical memoranda, and regulatory sections supporting IND/IMPD submissions.
• Support regulatory submissions and interactions by providing analytical rationales, assay validation data, and responses to regulatory questions.
• Ensure accurate, complete, and compliant documentation in laboratory notebooks and data records.

Project & Matrix Collaboration

• Oversee and coordinate non-GMP, fit-for-purpose testing to support Early Development and Preclinical, Process Development, and Tech Transfer activities.
• Manage analytical development deliverables for assigned projects in alignment with overall CMC and project strategies.
• Partner cross-functionally with Process Development, Drug Product Development, Quality Assurance, Regulatory Affairs, and Project Management to advance development programs.
• Contribute to development strategies and planning by identifying analytical risks, mitigation actions, and resource needs.

People & Laboratory Leadership

• Manage Analytical Development staff, including recruitment, definition of individual and team objectives, and performance management.
• Plan and manage FTE capacity aligned with anticipated Analytical Development, assay transfer and non-GMP testing workloads.
• Optimise resources utilisation (human, equipment, consumables etc) for the Analytical Development function, closely aligned with company needs and priorities.
• Coach, mentor, and develop team members to build technical capability and support succession planning.
• Coordinate projects within the Analytical Development (AD) group and allocate resources based on project lifecycle, resource requirements, and agreed priorities.
• Support safe, compliant, and efficient laboratory operations, including equipment upkeep and continuous improvement initiatives.

EDUCATION, EXPERIENCE, KNOWLEDGE AND SKILLS:

• PhD (or Master’s) in Life Sciences or a related discipline with a minimum of 6 (8) years of relevant experience.
• Demonstrated scientific expertise in molecular biology and microbiological or cell-based analytical methods; experience in physicochemical analytical methods is a plus.
• Minimum of 2 years of direct people management experience preferred.
• Willingness and ability to work hands-on in the laboratory, as required, to drive method development, troubleshooting, and assay transfer activities.
• Working knowledge of GMP environments and regulatory expectations for analytical methods and assay validation, with a minimum of 4 years in the pharmaceutical industry preferred.
• Prior assay transfer experience (development to QC and/or external partners) preferred.
• Strong scientific writing, data interpretation, and verbal communication skills.
• Proven ability to work effectively in a matrix, multidisciplinary, and international environment.
