Key Responsibility Areas

Strategic and Partnership Management

a.     Drive MENDAKI’s FA4 Employment and Employability strategies by engaging and supporting jobseekers to move into sustainable, growth, and evergreen sectors.

b.     Build and maintain strong partnerships with employers, industry associations, and national agencies to identify job opportunities and co-develop pathways for different jobseeker segments.

c.     Represent the department in inter-agency or M3 committees and support M3 FA4 initiatives to strengthen collaboration and synergy across community partners.

d.     Work closely with MENDAKI’s Communications and Partnerships teams to align outreach, branding, and engagement efforts.

Programme Development and Management

a.     Oversee the execution and evaluation of employability programmes for targeted segments of the community.

b.     Generate and submit monthly and quarterly reports or ad-hoc audit reports for grants and funding, including reports on study loans, collections, disbursements, loan holders, and deferments.

c.     Lead the collection and submission of organisation data as required by government agencies.

f.      Facilitate mentoring, job shadowing, and traineeship opportunities in collaboration with Professional Networks and industry partners.

g.     Conduct outreach and engagement activities within assigned districts to raise awareness and participation in career advancement initiatives.

h.     Support participants through mid-career transition pathways, providing career guidance, job matching, and skills recommendations aligned with sectoral trends.

i.       Track and evaluate programme outcomes, engagement metrics, and employability impact, providing reports and insights for continuous improvement.

Team Leadership and Management

Job Summary

The jobholder (2-year contract) The Curriculum Designer & Learning Technologist plays a key role in designing, developing, and digitalising MENDAKI’s educational programmes to ensure engaging, effective, and future-ready learning experiences.

The role combines curriculum design expertise with learning technology capabilities to develop evidence-based curricula, interactive learning materials, and technology-enabled learning solutions aligned with MOE standards and MENDAKI’s programme objectives. The job holder collaborates with internal teams, subject matter experts, vendors, and partners to ensure curricula and digital learning platforms are pedagogically sound, user-friendly, and responsive to community needs.

In addition, the role supports the implementation and optimisation of MENDAKI’s digital learning ecosystem, including the Learning Management System (LMS), and explores emerging educational technologies to enhance programme delivery and learner engagement.

The jobholder (8-month contract) supports the organisation in overseeing the management of human resources in the organisation. He/she takes ownership of the Human Resource Management (HRM) function in a fast-paced environment making quick and informed decisions to support the organisation.

The incumbent is expected to work from 8:30 a.m. to 6:00 p.m. on weekdays. He/she is largely expected to work in an office environment, although he/she may also be required to travel out of the office for meetings. On occasion, he/she may need to work outside official hours on weekends to support in the running of events.

Key Responsibility Areas

Human Resource Administration

a.    Manage and process the employee lifecycle events such as and not limited to: Voluntary and Involuntary Terminations, Staff Confirmations, Contract Renewals, Merit Increments (MI), Promotions, Annual Declarations etc.

b.    Serve as the primary contact for all employee queries and HR-related matters.

c.     Provide administrative support to the Reporting Officer for the Annual Performance Review, Staff Ranking Exercise

d.    Administer and submit the statutory claims for Maternity/Paternity/Shared Parental/Childcare leave of applicable staff.

e.    Provide administrative support to the HR team for all HR related events.

Payroll Administration

a.    Processing payroll, including payment of salary, annual increment, bonus, AWS, allowances and statutory contributions of all MENDAKI staff.

b.    Process ad-hoc payments for resigned staff, overtime (for eligible employees only), bonuses and festival advance when applicable.

c.     Ensure that the payroll data is verified to be correct and accurate by the Reporting Officer and HOD HR before being processed for payments.

d.    Ensure that the payroll data is processed within the deadline.

e.    Process the billing of seconded officers for various agencies when applicable.

Talent Acquisition

a.    Manage the end-to-end recruitment cycle, from job posting to onboarding.

b.    Collaborate with hiring managers to understand talent needs and develop effective talent acquisition strategies.

c.     Leverage on multiple sourcing channels, including job boards, professional networks, and social media, to identify qualified candidates.

d.    Ensure all recruitment practices align with organisational policies and local employment laws.

e.    Maintain accurate records of recruitment activities, generating reports on key metrics and outcomes.

f.      Use data-driven insights to refine talent acquisition strategies and align them with organisational goals.

g.    Partner with tertiary institutions, polytechnics, and universities for Student Internship Programmes.

Employee Data Management

a.    Manage and champion the HR Information System – creating new staff records, update of staff database, leave, time-off and appraisal modules.

b.    Administer and maintain the Performance Management forms in the HR Information System (HRIS).

c.     Administer and maintain the Annual Staff Declarations in the HR Information System (HRIS).

Budgeting

a.    Prepare MENDAKI’s yearly manpower budget for submission to the Reporting Officer.

b.    Work together with the HR team to prepare the yearly HR budget for submission to the Reporting Officer.

c.     To review and recommend any changes to the budget to the Reporting Officer.

Staff Welfare and Development

a.    Manage and maintain the overall medical and WICA insurances of the organisation.

b.    Administer staff benefits. E.g. Purchase of a Get Well Soon Basket, Awarding staff with the Birth of a Child gift.

Requirements

The jobholder (2-year contract) supports the Future Ready department in its efforts to help youth in post-secondary education become resilient and future ready. The job holder is responsible for the planning, implementation and evaluation of the mentoring programmes and initiatives. The job holder is required to oversee the secretariat duties for M3 Focus Area 3 (FA3) and lead the Youth Mentoring Office to achieve the outcomes of FA3.

The job holder is expected to work from 8:30 a.m. to 6:00 p.m. on weekdays and may be required to work over weekends, weeknights and public holidays to support organisation events. Job Summary
The jobholder (2-year contract) reports directly to the Assistant Director (Outreach). The jobholder plans and executes outreach efforts and stakeholders’ management within the Town under his/her charge to enhance awareness of MENDAKI services and programmes. The jobholder also serves as the point-of-contact to facilitate referrals and increase enrolment of target groups in MENDAKI programmes, so more of the Malay/Muslim (MM) community would benefit from MENDAKI services and programmes.

Key Responsibility Areas

• Identifying and mapping out various partners and stakeholders [e.g. Social Service Agencies, Social Service Offices, preschools, schools, MP/Adviser, preschools, schools, institutions of higher learning, other M3 agencies, MM organisations] operating within the Town under his/her charge.

•  Planning and executing outreach efforts to engage the identified partners and stakeholders, and target groups and foster good working relation with these partners and stakeholders.

•  Serving as the point-of-contact between the partners/stakeholders and MENDAKI to facilitate referrals of cases to MENDAKI for assistance and enrolment in MENDAKI programmes.

•  Raising awareness of the services and programmes offered by MENDAKI.

•  Identifying partners that MENDAKI could collaborate to benefit the MM community and working with the Partnerships Team to establish and formalise the partnerships.

•  Increasing and tracking participation/enrolment of target groups in relevant MENDAKI programmes based on the number identified in the dashboard for each Town to meet the targets at the Team and organisational levels.

•  Coordinating resources required by families managed by EG Care Advisors, from both within and outside MENDAKI, and coordinating community resources required by MENDAKI to conduct its programmes.

Programme Management

Job Summary

The jobholder (2-year contract) supports the HOD in ensuring the efficiency and smooth operations of Partnerships Department by focusing on the management (including recognition) of volunteers and community partners. The candidate will spearhead Partnership’s Leadership Development Unit (LDU) where he/she helps to strategise, formulate and implement the leadership programmes, including the TUNAS BERSAMA M3 (TUNAS) programme. His/her roles also include identifying, developing, and engaging identified volunteers and community partners to hold key appointments in various community and public organisations.

The candidate will also oversee the Volunteer Management (VMU) and the Community Leadership Forum (CLF) units in Partnerships. He/She is responsible for overseeing and formulating the various initiatives by the VMU and the development and implementation of the Volunteers Management Competency Development Framework. He/She is also responsible for the management of the MMCDF Grant by the CLF unit and establishing good relations with community partners.

The jobholder is responsible for the engagements of students and parents, as well as the management and disbursement of Educational Assistance Schemes (EAS) which includes Tertiary Tuition Fee Subsidy (TTFS), Study Loans, Anugerah, Scholarships and Bursaries.

Key Responsibility Areas

  a.    Strategic and Partnership Management

1)    Lead the strategic planning and implementation of educational financial schemes, bursaries, study/training loans, scholarships and awards across MENDAKI, as a strategy to enhance employability and employment for our M/M community.

2)    Keep abreast of educational issues and trends for Malay/Muslim post-secondary youth at community, national and global levels.

3)    Identify and strengthen gaps in education support initiatives for student and post-secondary population to support the aspirations towards a Community of Success

4)    Work with MCCY, MENDAKI Partnerships and RPEO departments and other stakeholders to regularly review and update policies and criterias for educational funding and scholarships through analysis of service users data.

5)    Oversee partnerships and engagements with the Tertiary institutions to ensure that students benefit from the education support initiatives in MENDAKI.

b.    Management and Disbursement of Education Support Initiatives

1)    Oversee the approval and efficient management and disbursement of MENDAKI’s education support initiatives for post-secondary and IHL students. These include TTFS, study loans, Anugerah, scholarships and bursaries.

2)    Enable team to submit monthly and quarterly reports or ad-hoc audit reports for grants and funding, including reports on the various EAS e.g. study loans disbursements, TTFS payments to institutions etc.

3)    Oversee interview sessions and assessments for scholarship applications.
