This role leads a team in Lifelong Learning Singapore (LLSG) to support the delivery and continuous improvement of SkillsFuture Advice (SFA) and Skills & Training Advisory (STA) programmes across our HQ and Community Development Council (CDC) based teams.

The role works closely with Skills & Workforce Development Agency (SWDA), CDCs, government agencies, employers, training providers, community partners and other collaborators to promote jobs-skills advisory, outreach and activation efforts for individuals, including underserved and priority segments.

The Team Lead / Assistant Director will support the translation of strategic priorities into practical execution plans, guide teams in achieving programme outcomes and KPIs, strengthen partner collaboration, and build team capability to deliver consistent and effective advisory services.

Key Responsibilities

1. Lead Programme Delivery and Performance

• Oversee the delivery of SFA and STA programmes across HQ and CDC teams, ensuring that outreach, advisory, service quality and programme KPIs are met.
• Work with CDC Team Leads and HQ staff to translate strategic priorities into clear workplans, quarterly priorities and district-level execution plans.
• Monitor progress, identify operational gaps or risks, and support timely follow-up actions to improve delivery outcomes.

2. Strengthen District Coordination and Operating Consistency

• Coordinate across CDC teams and HQ staff to ensure consistent service standards, operating processes, reporting practices and escalation handling.
• Serve as a key link between LLSG HQ, SWDA and CDC operations to ensure alignment between policy intent, ground implementation and resourcing needs.
• Support the refinement of SOPs, templates, service guidelines and governance processes to improve consistency and audit readiness.

3. Build Partnerships and Support Jobs-Skills Outcomes

• Work with CDCs, SWDA, agencies, employers, training providers and community partners to support outreach, referrals, advisory touchpoints, jobs-skills events and training conversion efforts.
• Help identify opportunities to better integrate SFA and STA services with partner programmes, sector priorities and local community needs.
• Support coordinated district-level engagement efforts that improve access to advisory support for individuals, including underserved and priority segments.

4. Manage Team Capability and Resources

• Guide, coach and support CDC Team Leads, HQ staff and officers involved in SFA and STA delivery.
• Build team capability in areas such as advisory skills, partner engagement, service delivery, data reporting and stakeholder management.
• Support manpower planning, workload management and deployment across HQ and CDC teams to meet programme needs and peak-period demands.

5. Use Data and Ground Insights to Improve Services

• Review programme data, client feedback, partner inputs and ground observations to assess the effectiveness of engagement and advisory efforts.
• Identify trends, service gaps, client needs and improvement areas, and develop practical recommendations to strengthen programme delivery.
• Surface useful ground insights to LLSG/SWDA leadership to inform programme planning, content development, partner engagement and service improvements.

Requirements

• Possess a relevant tertiary qualification.
• Have at least 15 years of relevant work experience in stakeholder engagement, strategy formulation and policy/programme implementation with at least 5 years in leading a team.
• Applicants with deep knowledge of SWDA and LLSG's target segments, who are familiar with SkillsFuture programmes and initiatives, and have experience working with LLSG's strategic partners and collaborators, would have an added advantage.
• Possess good analytical and strategic thinking skills to proactively devise innovative and practical solutions to deliver outcomes and tackle work issues.

This an operationally focused role supporting both centre logistics and external outreach events. The incumbent is responsible for the coordination, implementation, and delivery of programmes and workshops at Lifelong Learning Singapore's (LLSG) Centre's Level 1 Service Touchpoint, with a primary focus on execution for youth, Institutes of Higher Learning (IHL) students and adult learners. Concurrently, the role supports the operational setup and execution of external outreach events and roadshows, coordinates with stakeholders and vendors, and handles daily centre operations.

Responsibilities:

Centre Programme Coordination & Implementation

• Coordinate, implement, and deliver activities, workshops, learning journeys, and events at the Level 1 Service Touchpoint for various target segments (such as students from IHLs, early careerists, and mid-careerists)
• Support the operational coordination and implementation of targeted programmes for students from IHLs, including Polytechnics, ITE, and Universities, to facilitate career exploration and skills development

Event Planning & Operational Delivery

• Support the planning, operational delivery, physical setup, and on-site execution for external outreach events, roadshows, and career/skills fairs conducted in partnership with various stakeholders and community partners
• Serve as an operational point of contact for stakeholder representatives and community partners to coordinate logistics, tracking project timelines and event requirements
• Monitor and track attendance, collect participant feedback, and compile programme performance data to support reporting and continuous improvement efforts

Vendor Management & Centre Operations

• Coordinate and liaise with appointed term vendors to execute standard programmes, ensuring day-to-day delivery aligns with service requirements
• Assist with the administrative sourcing and procurement processes for non-term vendors and subject-matter experts, adhering to standard organisational guidelines
• Provide day-to-day centre operations support, manage equipment and materials logistics, and provide administrative backing for the centre.

Requirements:

• Diploma or bachelor’s degree in Event Management, Hospitality, Business Administration, or a related discipline
• Relevant work experience focused on programme coordination, event delivery, stakeholder coordination, or operational execution

This is a contract position within the Partnership team at the Lifelong Learning Singapore (LLSG). The role provides generalist support across partnership management, programme coordination, and event execution. The incumbent will work across LLSG’s Comms & Outreach and Advisory clusters in addition to the Partnerships team and will play a critical role during the SkillsFuture Festival (SFF) period before transitioning to support the team's leadership programme and ongoing community engagement initiatives through the rest of the year.

Responsibilities:

Partnerships Support

• Assist in the day-to-day management of existing partnerships, including coordination with partners on deliverables and event participation

This employee is responsible for supporting the full lifecycle of tenant management across the Lifelong Learning Institute (LLI) campus. This includes overseeing new leases, lease renewals, day-to-day enquiries, service bundling, and relationship-building to support tenant satisfaction and long-term retention.
