Role Overview

• Own end-to-end mechanical engineering - covering design, documentation, vendor coordination, and site installation/start-up support.

Key Responsibilities

• Basic and detailed design of plant layout, pipe and fittings, pipe supports, piping isonetrics, material selection, equipment skid.
• Prepare and check mechanical static and rotating equipment datasheets for RFQs; evaluate vendor proposals for complaince with technical specs, codes, and regulations; lead technical clarifications.
• Liaise with OEMs/Vendors to validate technologies and recommend best-fit solutions based on performance, compliance, schedule, and total cost of ownership; drive technical clarifications and value engineering.
• Prepare documentation for submission and supporting project team, such as equipment data sheets and drawings, and As Built drawings for submittal to client.
• Compile/author ITP/IP and IOM manuals; interface with multidisciplinary teams (C&S, Process, ICA, controls) and construction/site teams.
• Produce/peer-review submission documentation; support project FAT/SAT, plant start-up, performance testing, and handover.

Job requirements

• Degree in Mechanical Engineering or equivalent from an internationally recognized university.
• Proficiency in project desgin software such as AutoCAD, Revit, Naviswork, Staad-Pro, Advance Steel will be advantageous.
• Familiar with relevant international standards/codes and onshore/offshore practices.
• Minimum 3 years work experience, preferably in the water/wastewater industry, with good knowledge in mechanical design for static and rotating equipment.

JOB REQUIREMENTS
- At least 5 years of related experience in wastewater, desalination, water utility package project is preferred
- Diploma in QS or Mechanical Engineering
- Must familiar with PSSCOC (Public Sector Standard Conditions of Contract)
- Proficiency in MS Office (Excel, Word, etc.)
- Strong knowledge of contractual terms, variation orders (VO), unit rates (UR), and schedule of rates (SOR)
- Familiar of Singapore Standard Forms of Contract

JOB SCOPE & JOB RESPONSIBILITIES

• Familiar with RO, demin, mixed bed, ultra-pure, neutralization, chemical preciptation (including HF, heavy metal, backgrind etc.), biological treatment etc. and specialty processes.
• Develop process design packages: heat & mass balances; PFDs; P&IDs; process calculations.
• Perform equipment sizing and prepare specification (pumps, blowers, air compressors, vessels, tanks) and materials selection; define instrumentation and control philosophy with cause-and-effect matrices.

• Compile/author ITP/IP and IOM manuals; interface with multidisciplinary teams (C&S, MEICA, controls) and construction/site teams.

• Process Engineer: More than 2 years in a similar scope, preferably in Oil & Gas, Power, or Water/Wastewater
• Senior Process Engineer: More than 5 years with demonstrated leadership in design reviews, HAZOP facilitation/close-out, vendor management and mentoring junior engineers.

Job Description

• Preparation of Tender and follow up with tender clarifications and interview.

• Preliminary cost estimation.

• Preparation and resolution of progress claims, variation orders and final accounts to Client.

Job Description

1. Purchasing

• Identify, evaluate, and select suppliers based on cost, quality, and delivery capabilities.

1. Logistics

• Liaison with Client's Logistics department, understand requirements to ensure smooth accomplishment of projects.

• Ensure that all shipments comply with legal regulations and company policies regarding safety and environmental standards.

• Manage inventory control, storage, dispatch of goods.

• Monitor and track shipments to ensure timely delivery, providing status updates to relevant stakeholders.

• Liaison with Vendors on the shipping information and tracking the progress of delivery.

• To check the submission of shipping document from the Vendor and get Client's clearance prior the shipment.

• Coordinate with the warehouse on all crating and packing of materials.

Job Requirements

The Workplace Safety and Health Officer (WSHO) shall oversee and implement all safety, health, and environmental requirements for the construction project in compliance with Singapore statutory regulations and the project safety management system.

1. Regulatory Compliance

• Ensure compliance with the Workplace Safety and Health Act, relevant subsidiary regulations, and applicable codes of practice.
• Ensure site compliance with the Workplace Safety and Health (Construction) Regulations.
• Liaise with relevant authorities such as the Ministry of Manpower and the Workplace Safety and Health Council when required.

2. Safety Management System Implementation

• Implement and maintain the project Safety and Health Management System (SHMS).
• Review and endorse safety documents including Risk Assessments (RA), Safe Work Procedures (SWP), Method Statements (MS), Job Safety Analysis (JSA)
• Ensure all subcontractors comply with the project safety requirements.

3. Site Safety Monitoring

• Conduct daily site inspections and safety surveillance to ensure compliance with safety procedures.
• Identify unsafe conditions and unsafe work practices and implement corrective actions.
• Monitor critical construction activities including work at height, lifting operation, excavation and trenching works, confined space works, electrical works, hot works

4. Permit-to-Work System

• Implement and administer the Permit-To-Work (PTW) system for high-risk works.
• Ensure all permits are properly issued, verified, and closed upon completion.

5. Incident Investigation and Reporting

• Investigate accidents, incidents, and near misses.
• Prepare incident investigation reports including root cause analysis and corrective actions.
• Ensure proper reporting in accordance with the Workplace Safety and Health (Incident Reporting) Regulations.

6. Safety Meetings and Communication

• Conduct and coordinate daily toolbox meetings, weekly safety briefing ,monthly WSH committee meetings
• Promote safety awareness among workers and subcontractors.

7. Training and Safety Induction

• Conduct site safety induction for all new workers and staff.
• Verify workers’ training certificates and competencies.
• Ensure compliance with mandatory WSH training requirements.

8. Safety Audits and Inspections

• Carry out regular internal safety audits and inspections.
• Ensure corrective actions are implemented for safety observations and audit findings.
• Maintain proper records of safety inspections and corrective actions.

9. Environmental, Health and Welfare Monitoring

• Monitor environmental control measures including dust, noise, and waste management.
• Ensure proper housekeeping on site.
• Monitor workers’ health and welfare facilities.

10. Emergency Preparedness

• Implement the project Emergency Response Plan (ERP).
• Coordinate emergency drills (fire, rescue, confined space, etc.).
• Ensure emergency equipment and procedures are maintained and functional.

11. Reporting

• Prepare and submit weekly safety reports, monthly safety statistics, safety inspection reports, incident reports

Experience Requirement

• Minimum 5 years of relevant experience in construction projects.
• Registered Workplace Safety and Health Officer with the Ministry of Manpower.
• Familiar with Singapore construction safety regulations and site safety management.
