Job Mission

As Senior General Quality Specialist, you are responsible for the quality and operational performance of a selected number of suppliers. You work with suppliers on performance monitoring, solve technical issues and drive technical process improvements, for example quality and yield improvement, process control, cycle time reduction, risk analysis and reduction. You work closely together with the supplier team,, the logistics account manager, the procurement account managers , and New Product Supply Chain Engineers from ASML. Depending on the complexity and exposure of the account, you are member of the Supplier Account Team. Main areas of interest are material availability, process optimization and supplier development.

Job Description

• Responsible for the entire Quality and Technical process performance for suppliers and their n-tier suppliers.

• Monitor, review and drive supplier quality performance from incidents to structural improvement

• Contribute to supplier development (e.g. implementing SPC, lean, FMEA, operational excellence at suppliers or n-tier suppliers).

• Optimize manufacturing processes at suppliers by improving quality, testing and qualification infrastructure

• Drive yield improvements and process improvements at suppliers. Actively participate in improvement project at suppliers (cycle time reduction, cost of goods reduction).

• Carry-out analysis of quality issues and drive technical solutions needed during material availability escalations.

• Support implementation of hardware changes at suppliers.

• Build-up and develop technical competences within ASML (SPC, lean manufacturing, FMEA, operational excellence) to drive and support operational excellence at suppliers.

• Limited travel, depending on assigned supplier base.

Education

Bachelor or Master degree in mechanical or industrial engineering.

Experience

• 5 – 15 years relevant work experience in a similar role

• Experience with supply chain processes in production environment, eg. Six sigma, lean, etc.

• Experience in improvement projects in supply chain, preferably in High-tech industry

• Experience in relationships with suppliers

Job duties and responsibilities:

• Design new products and continually improve existing products to meet industry standards and customer requirements.

Job Requirements:

• Degree or Diploma in Mechanical, Precision, Tool, and Die Engineering, or a related field.
• At least 2 years of experience as a Design Engineer.
• Proficiency in drafting software such as AutoCAD, SolidWorks, 3D modeling software, or equivalent.
• Experience in Marine Hydraulic Applications, with knowledge of valves and actuators, as well as gear design (e.g., spur gear, planetary gear, bevel gear).
• Understanding of forging, casting, and precision CNC machining processes.

This position is responsible for establishing, reviewing and overseeing the relevant instrument & control design of newly build or modified equipment including implementation of minor instrument and control engineering projects, while ensuring the overall technical integrity of the terminal from the instrument & control (I&C) discipline perspective.

RESPONSIBILITIES

• Provide technical expertise and support to the Production and Maintenance teams for instrumentation and control-related issues
• Collaborate closely with internal teams to reduce instrument maintenance costs and enhance system availability and performance
• Liaise with external stakeholders, including government agencies, to ensure compliance in areas such as gas pipeline networks, electrical power grid interfaces, and metering systems
• Prepare, review, and update maintenance procedures for instruments, Programmable Logic Controllers (PLCs), fire and gas systems, Emergency Shutdown Systems (ESDs), metering systems, Closed-Circuit Television (CCTV), and security devices
• Conduct root cause analysis of instrument-related incidents and recommend effective preventive and corrective actions
• Manage and execute Management of Change (MOC) projects aimed at improving instrument reliability and resolving operational challenges
• Ensure proper verification, inspection, testing, and certification of electrical and instrument equipment used in hazardous areas of the terminal, with accurate reporting to management
• Support the planning and execution of major maintenance turnarounds and shutdowns
• Manage the functional safety lifecycle of Safety Instrumented Systems (SIS) in accordance with industry standards
• Support terminal expansion projects by ensuring system integrity, seamless integration with existing plant infrastructure, and identification of opportunities for optimisation
• Participate in emergency response activities and assume assigned responsibilities as part of the terminal’s emergency preparedness framework

REQUIREMENTS

• Degree in Electrical & Electronic Engineering or equivalent
• Professional accreditation, certification or membership with engineering bodies is advantageous
• Minimum 8 years of hands-on experience in instrumentation and control design and maintenance, preferably in oil and gas or petrochemical industries
• In-depth knowledge of international engineering design standards for electrical and instrumentation systems, and familiarity with local regulatory codes and submission procedures
• Experience with the functional safety lifecycle for process industries in accordance with IEC 61511 an added advantage
• Strong background in installation, commissioning, maintenance, and troubleshooting of complex electrical, instrument, and control systems in large-scale industrial facilities
• Well versed in Yokogawa DCS / PLC / Cyber OT

Purpose of the Role

The purpose of the role is to provide key support to the regulatory compliance lead for the overall compliance function for Singapore Life Ltd.  This involves developing and implementing the group-wide regulatory compliance framework, including policies and standards in a fit-for-purpose manner commensurate with the size, nature and complexity of each business entity. The framework, policies and control standards ensure the business is conducted in an ethical, professional and fair manner to deliver good outcomes for our customers and promote a strong compliance culture in the organisation.

Key Responsibilities

Regulatory Compliance

• Provide timely and accurate compliance advisory to internal stakeholders on new regulatory developments/updates, including building a strong compliance culture and conduct in the organisation.
• Handle the company wide regulatory Compliance registers on regulations (MAS, FAA, Payment Services Act, CPF, LIA Guidelines, Insurance Act and related regulations etc.).
• Conduct risk assessment and gap analysis on key regulatory compliance risks, new regulatory initiatives and requirements.

Regulatory Liaison

• Provide support to the Regulatory Compliance Lead to provide adequate challenge to the Business on responses to Regulators to ensure the Company’s responses are accurate, consistent and complete.

Experience

• Individual should be an experienced executive with relevant experience typically gained within financial institutions.
• Coverage of job experience should include liaising with regulators, regulatory compliance framework, disciplinary and conduct framework, life and general insurance products, regulatory and conduct risk, and financial crime. 
• Good knowledge of Insurance, Financial Adviser, Payment Services and Capital Market regulations in Singapore, applicable to the insurance/financial services industry such as Insurance Act, Financial Advisers Act (FAA) and its subsidiary regulations, other Monetary Authority of Singapore (MAS) regulations, Central Provident Fund (CPF) Board regulations, and Life Insurance Association (LIA) guidelines.
