The Livestream Team is committed to creating real-time interactive scenes, As a new form of content, Livestream creates value for all parties in the ecology. Livestream provides users with a unique consumption experience and further generalizes content. It is also a new way of employment to provide more direct fan interaction and deepen relationships with authors; It provides an objective revenue to the platform and promotes content exclusivity. It also serves as a "new infrastructure" for expanding ecological boundaries.

Responsibilities:
- Deliver data-driven, actionable business insights to leadership decisions, translating analyses into clear go/no-go and prioritization proposals with defined assumptions, risks, and success metrics.
- Conduct issue and creator behavior research to understand policy's impacts on TikTok users and LIVE ecosystem.
- Identify optimization areas in existing policies, products, or processes with a deep understanding of TikTok LIVE content and monetization business.
- Develop and implement risk-mitigation strategies across policy, product, and process, partnering with Product, Engineers, Ops, DS, Legal, GR/PR etc. to drive execution with measurable KPIs.
- Collaborate with cross-functional stakeholders at a global level to develop scalable solutions and long-term strategies, as well as work towards consensus across the organization.
- Proactively monitor, investigate, and assess platform risks and controversial content/creator behavior; use quantitative and qualitative methods/tools to detect patterns and predict emerging risks.
- Translate identified risks into policy, product, and process mitigations with measurable KPIs and strategies; partner with moderation, policy, and product teams to implement.
- Continuously measure solution effectiveness, iterate quickly, and operationalize improvements in a fast-paced, navigate market nuances and regulatory-sensitive global environment.
- Assist in the development and refinement of content governance policies.
Qualifications
Minimum Qualifications:
- 5+ year working experience in internet governance direction, with a focus on LIVE monetization governance; demonstrated impact shipping policy/product changes that balance revenue growth and risk.
- Master’s degree in Public Administration, Public Policy, or related field; to demonstrate advanced problem solving skills necessary for solving complex design and innovative challenges, along with global education or cross-region work experience.
- Strong analytical rigor with proficiency in SQL, Tableau, R/Python; ability to build custom metrics/risk indices (risk-adjusted revenue, creator fairness, loss rate), run evaluations, and translate data into roadmap priorities.
Experience leading cross-functional governance reviews (risk appetite, enforcement thresholds, market launch readiness).
- Excellent English writing and verbal skills; can craft executive‑ready narratives and drive consensus across Product, Engineers, Ops, DS, Legal, and GR/PR in global markets, and manage diverse stakeholder needs.
- Passion for live-streaming, content/community governance, and trust & safety in digital platforms.
Preferred Qualifications:
- Deep familiarity with live-streaming platforms and TikTok LIVE’s creator ecosystem; experience in content/creator behavioral analysis and governance signal design.
- Excellent project management and adaptability in dynamic, high-velocity environments.
- Strong LIVE business acumen across product, policy, and operations.
