Role Overview

We are seeking a highly strategic Head, Partnerships to lead TXV’s partnership and ecosystem development agenda.

Reporting to the CEO and working closely with the management team, the Head, Partnerships is responsible for building and stewarding strategic partnerships, expanding TXV’s global ecosystem and innovation network, and deepening collaboration across governments, industry, and research. The role is central to advancing Singapore’s Public Safety ecosystem objectives through sustainable, high-value relationships.

Key Responsibilities

Strategic Partnerships

•    Lead a team of relationship and partnership managers to define and execute partnership strategies aligned with TXV’s mission.

•    Identify, evaluate, and engage priority stakeholders across governments, corporations, technology firms, research institutions, and international organisations.

•    Negotiate partnership agreements that balance collaborative value with Singapore’s strategic interests for Public Safety.

•    Establish frameworks for partner acquisition,onboarding, and ecosystem expansion.

Ecosystem Development &Global Network

•    Expand TXV’s global innovation network and international hubs across markets such as Singapore, South Korea, the USA, the UK, Europe, the Middle East, and Hong Kong.

•    Map and manage relationship networks to maximise collaborative opportunities and ecosystem value.

•    Develop international alliances that enable entry into new Public Safety technology domains.

•    Integrate partnerships across Hatch’s innovation programmes and TXV’s events portfolio — including Milipol TechX and the SPINNDistrict — to create synergistic value propositions.

Ecosystem Intelligence

•    Lead global partner intelligence initiatives to identify, evaluate, and prioritise stakeholders.

•    Develop ecosystem intelligence frameworks to map stakeholder relationships, technology flows, and collaboration opportunities.

•    Establish intelligence-sharing mechanisms with stakeholders to strengthen collective ecosystem knowledge and identify collaboration gaps.

Cross-Functional Collaboration

•    Work with TXV’s business unit leads to:

(a)  translate strategic partnerships and alliances into commercial value and revenue.

(b)  connect Hatch’s technology portfolio with partners for co-development, validation, and deployment.

(c)  develop partnership opportunities that enhance event value and reach.

• Ensure compliance with relevant Singapore regulations, PSS security requirements, and international IP standards.
• Coordinate with government legal advisors and external counsel on regulatory, policy, and risk issues where necessary.

Facilities, Administration & Business Continuity

• Work closely with the Facilities and Administrative Manager to oversee facilities management across corporate offices, Hatch innovation spaces, and event venues.

This role plays a critical part in ensuring strong governance,compliance, and risk management when engaging vendors, partners, and service providers, particularly in a public-sector-linked environment.

The ideal candidate brings many years of hands-on contract drafting experience, is highly meticulous, and is comfortable working independently in a lean organisation. Procurement experience is required, but the primary focus of the role is on end-to-end contracting and agreement management.

Key Responsibilities

Contracting

• Draft, review, negotiate, and administer a wide range of contracts, including service agreements, consultancy contracts, event-related contracts, NDAs, MOUs, and partnership or collaboration agreements.
• Lead the full contract lifecycle, from initial drafting and internal consultation through execution, variations, renewals, and contract close-out.
• Provide clear contract advisory support to internal stakeholders, ensuring contractual terms are well understood and aligned with organisational and governance requirements.

Role Purpose

The Program Manager is responsible for the end-to-end management and delivery of assigned innovation programs within Hatch’s Programs Unit. This includes delivering programs such as Dimension X, In Beta, Proof-of-Concepts (POCs), pilots, and other structured innovation formats.

The role ensures that programs are delivered effectively, meet defined milestones and outcomes, and align with the needs of Mission Partners (MPs). The Program Manager coordinates cross-functional teams, manages stakeholders, and ensures high-quality execution and reporting.

2. Key Responsibilities

A. Program Planning & Delivery Management

• Manage the full lifecycle of assigned programs from planning to execution, monitoring, and closure.
• Translate Challenge Statements (CS) received from the Partner Success and Scouting & Insights Units into structured program delivery plans.
• Define program scope, milestones, schedules, resource needs, and success criteria.
• Ensure programs meet delivery standards, KPIs, and Mission Partner expectations.

B. Cross-Functional Coordination

• Coordinate program delivery activities with Partner Success, Scouting & Insights, TXV teams, and other internal stakeholders.
• Integrate startup validation, technical insights, and operational inputs into program delivery plans.
• Ensure effective collaboration between Delivery Branch and other units throughout the program lifecycle.

C. Oversight of In-Programme Projects

• Oversee Project Managers executing POCs, pilots, and trials within assigned programs.

D. Stakeholder & Mission Partner Engagement

• Serve as the primary operational contact for Mission Partners throughout program delivery.

• Provide leadership for HR strategy, including workforce planning, talent acquisition, performance management, compensation frameworks, and organisational development.
• Partner closely with SVPs,VPs and HRBP to attract and retain top-tier talent across innovation, ecosystem events, and business functions.
• Champion employee engagement, organisational culture, and change management initiatives that strengthen collaboration and agility.

Performance Management & Continuous Improvement

• Work alongside the VPs and SVPs to HRBP to establish and manage enterprise-wide performance metrics, reporting structures, and operational dashboards.
• Lead continuous improvement initiatives that enhance cross-unit collaboration, efficiency, and scalability.
• Champion organisational change initiatives that support TXV’s national and international growth objectives.

Required Qualifications & Experience

• Minimum 8+ years of senior leadership experience in corporate services, finance, audit, governance, or multi-unit operational management roles.
• Demonstrated success in establishing governance systems, scaling operations, and driving organisational transformation.
• Strong understanding of government-linked operations, regulatory frameworks, and public-sector compliance.
• Experience across operations functions such as innovation, events, business development, and marketing.
• Expertise in financial management, audit, HR strategy, legal compliance, and IT governance.

1. Role Purpose

The Project Manager is responsible for the execution,coordination, and monitoring of individual projects within Hatch’sinnovation programs. These projects include Proof-of-Concepts (POCs), pilots, trials, and other in-programme initiatives.

The role ensures that assigned projects are delivered on schedule, within scope, and to the required quality standards. The Project Manager supports Program Managers in operational execution and maintains disciplined documentation, stakeholder management, and reporting throughout the project lifecycle.

2. Key Responsibilities

A. Project Planning & Execution

• Manage the end-to-end delivery of assigned POCs, pilots, and innovation trials.
• Develop project plans including scope, timelines, resource requirements, and deliverables.
• Coordinate operational and logistical requirements for project execution.
• Ensure adherence to project timelines, milestones, and quality standards.

B. Coordination with Startups & Solution Providers

• Serve as the primary operational point of contact for startups participating in POCs/pilots.
• Ensure startups understand project requirements, deliverables, and reporting expectations.
• Facilitate access to trial environments, technical resources, and Mission Partner stakeholders.
• Track startup progress and support the resolution of operational challenges.

C. Mission Partner & Stakeholder Coordination

• Support Program Managers in aligning project scope with Mission Partner needs.
• Schedule and coordinate project meetings, reviews, demos, and feedback sessions.
• Document and track Mission Partner feedback throughout the project lifecycle.
• Maintain strong and professional stakeholder relationships at working levels.

D. Project Monitoring, Reporting & Documentation

• Monitor project status, risks, and progress against agreed milestones.
• Maintain structured documentation, including:

• progress reports

  risk/issue logs

  meeting minutes

  change logs

  final project summaries

• Ensure all reporting is accurate, timely, and compliant with governance standards.
• Escalate issues to Program Managers and VP, Programs when necessary.

E. Governance, Quality Assurance & Compliance

• Execute projects in accordance with internal SOPs, frameworks, and quality standards.
• Ensure proper documentation control and adherence to compliance requirements.
• Support delivery governance activities, including checkpoint reviews and quality assessments.

F. Administrative & Budget-Related Responsibilities

• Support procurement, vendor coordination, and administrative processes associated with project execution.
• Track project expenditures within allocated budgets (without access to Mission Partner contractual values).
• Ensure accurate submission of deliverables and supporting documents.

G. Continuous Improvement

• Capture lessons learned and contribute to refinement of project workflows and templates.
• Provide feedback to Program Managers to support improvement of in-service programs and innovation processes.
• Support organisational knowledge management efforts.

3. Qualifications & Experience

Experience

• 2–5 years of experience in project management, innovation delivery, operations management, or technology pilots.
• Experience working with startups, government agencies, or multi-stakeholder environments is preferred.
• Experience managing detailed project plans and operational coordination.
