Description

Oversee, and adapt policies and programs to improve the organization's Health, Safety & Environmental performance, ensure compliance to local legal regulation & client’s standards & requirement. Participate in setting assignment objectives and strategies; plans own task schedule to meet objectives. Assist in all area of safety for pre-contract planning and incident prevention.

Responsibilities

· Manage a variety of Health, Safety & Environmental (HSE) activities to ensure that the organization complies with external regulations and standards as well as Rotary IMS and HSE management system

· Develops, HSE plans & procedures, organizes and manages the HSE Program for projects

· Monitor and evaluate the organization's overall HSE performance to identify recurring problem; research, evaluate and recommend changes to technology, equipment, systems or processes that will improve the organization's HSE performance

· Keep up-to-date with proposed and actual changes in HSE regulations.

· Ensure that work conditions meet the HSE requirements and programs in place.

· Plan and coordinate the training and certification of personnel for safety.

· Coordinates and assures compliance with the Risk Assessment Processes.

· Provides assistance to the site work process with safety planning and incident prevention.

· Evaluating and reviewing sub-con safety program and procedure on site compliance.

· Functions as an integral part of the Construction Team. Assist in safety audits and safety evaluation process.

· Assist in conducting weekly safety meetings with the Project/Construction Manager. Attend safety/construction meetings and site inspection as required by the client and site walkabout schedule with client.

· Know internal and external accident reporting requirements. Prompt and efficiency on handling of incident and accident investigation.

· Maintaining and completion of project HSE reports and documentation. Collection, compilation, and reporting of HSE statistics for the project. Preparation and submission of project HSE report to location Project/Construction Manager, and or HSE Manager.

· To be proactive in creating a safe working environment for everyone and ensuring that HSE in-house rules are observed at all times.

· To consider HSE aspects when planning and carrying out tasks to eliminate and reduce HSE hazards, aspects and risks.

Requirements

· Preferably Specialist diploma in workplace safety and health or equivalent.

· Preferably Diploma & above in a relevant Engineering Discipline is preferred; Minimum of GCE “O” level with safety training & extensive experience;

· Registered workplace safety and health officer with MOM

· Registered ECO with NEA preferred, ECMO with PUB/IES/ACES preferred

· Certification of Oil/Petrochemical industry safety course for supervisor and occupational first aid is mandatory.

· Supervise WSH in Construction Industry is mandatory (BCSS)

· Preferably Minimum of WSQ Employability Skills Workplace Literacy and Numeracy Level 6 OR Grade C6 in GCE “O” Level for English and Mathematics

· Preferably Minimum of Grade C6 in GCE “O” Level Science (Chemistry and Physics)

· Preferably 3 years of relevant working experience in operations and co-ordination of safety work

· Preferably 3- 5 years of field safety experience with relevant safety certification

Description

· Ensure full compliance with rotary business conduct and ethics policies are adhere to for office and on project sites. Support project team in planning and executing work of HSE related matters on project site. To comply all relevant scope of work assigned.

Responsibilities

· Oversees the HSE program for one or more small projects within a work/project site.

· Monitor work activities in order to advice management of HSE deficiencies and of HSE implementation program or performance.

· Coordinates and assures compliance with the Risk Management Program.

· Implements, coordinates and deliver safety related training programs.

· Maintain and control all safety documentation.

· Deliver other duties/work scope as assigned by HSE Officer/Manager

· Supervises the project HSE function on a construction project or operating facility.

· Directs the issuance of Notices of Non-Compliance to contractor/subcontractors found in violation of the HSE rules & regulations. Follows-up to ensure compliance

· Develops and supervises the implementation of Project Safety Action Plan in accordance with the Rotary HSE Manual, applicable local legal regulations and client requirements.

· Assist in all areas of safety planning and incident prevention.

· Inspect & rectify any unsafe practices and conditions at the worksite.

· Manage and administer HSE programs for the project.

· Plan and coordinate the safety training and certification of crew on site.

· Facilitate incident investigation together with project team.

· Ensure that all lifting gears, appliances, electrical equipment are inspected monthly and that the register, colour coding and records are up to date

· Supervises the daily monitoring of work practices of Rotary and/or other contractors/subcontractors at the project.

· Assure that project-working conditions meet Rotary and/or client HSE requirements.

· Ensure that all site activities adhere to legal regulations, including Environmental regulations.

· Knowledgeable on the use of air sampling, atmospheric equipment and instrumentation.

· Any other safety associated functions and processes as instructed/assigned by HSE Officer/Manager

· To evaluate the safety of entry in confine space.

· Provide advise in scaffolding safety related knowledge and techniques to the project team.

· Liaise with the project team on any scaffolding inspection.

· Provide and co-ordinate safety training on site eg, CPR training etc.

· In charge of all medical issue on site eg first aid box and other safety related activities.

· Liaise with the lifting supervisor on site to ensure that all lifting activities adhere to local legal requirement & client standard and requirement.

· Provide consultant in fire-fighting related knowledge and techniques to the project team.

· Implement Emergency Response to ensure safe working environment in confine space.

· To develop safe work procedures in monitoring work environment in confine space.

· Working with project personnel, resolve safety problems, which require safety expertise.

· Maintain daily contact with Client and / or Owner safety personnel to keep up with their concerns and new programs to be implemented

· Establish and maintain good working relations with the client.

· To Lead ERT or be ERT Team Member as per competency

Requirements

· Preferably minimum of Secondary education.

· NTC3 in mechanical fitting is an added advantage.

· Preferably Minimum 5 years’ experience in the Oil & Gas or related industries, in foreman or supervisory level.

· Ability to read and understand instruction manuals, equipment assembly drawings, parts drawings.
