1. Job Purpose

To perform duplex scan and other vascular examinations as follows:

• Duplex scan of the carotid and the peripheral arterial system of both upper and lower extremities (to rule out peripheral arterial disease or aneurysm)
• Venous duplex scan (to rule out venous thrombosis and insufficiency of the extremities
• Duplex of visceral arteries such as SMA and celiac artery
• Surveillance scan of abdominal aortic aneurysm (AAA), AAA stent graft, pseudoaneurysm, post-arterial bypass grafts and vascular access to facilitate optimal timing of surgical intervention.
• Assist surgeon in ultrasound-guided thrombin injection to treat patients with pseudoaneurysm.

Reporting to Centre-IC, Medical Technologist (MT) is responsible for the daily operations and administration of laboratory to ensure compliance to regulations and accreditation standards. This includes daily routine laboratory work, performing phlebotomy, electrocardiogram and spirometry. MT is responsible to maintain professional care to patients and works closely with NUP and other stakeholders.

Job scope

• Perform patient registration, specimen reception, preparation and packing of specimens
• Perform laboratory analysis (e.g. Urine microscopy, full blood count, HbA1c), operate and maintain instruments according to work instruction.
• Perform point-of-care testing, phlebotomy, ECG and spirometry procedures.
• Responsible to verify and report accurate results in timely fashion; investigates and reports any anomalies.

Overview*

To assist Senior Principal Medical Scientist or Principal Medical Scientist or Senior Medical Scientist in the supervision, carrying out and maintenance of daily operations in the diagnostic laboratory, to participate in teaching and undertake administrative tasks so as to achieve smooth running of a quality laboratory service at all times.

Job Responsibilities*

Primary Responsibilities and Duties (80%)

1.       Supervise and participate laboratory specimens through main Pneumatic Tube delivery system and over the counter and reject those that are unsuitable for analysis.

2.       Operate the Laboratory Information System to perform functions such as order entry (only if required), sample receipt, result query and result entry.

3.       Sort and arrange specimens in collection bins for different sections and dispatch samples to the correct benches. Perform simple processing and sorting.

4.       Manage specimen movement for inhouse and send out test. To ensure specimens are packed according to test catalogue for send-out test.

5.       Receive and response enquiries from customers at reception and escalate to suitable personnel when they are unclear.

6.       Perform laboratory test. Perform all procedures in accordance to laboratory protocols.

7.       Alert appropriate personnel of critical values.

8.       Undertake preventive maintenance on laboratory instrumentation. Notify appropriate laboratory personnel when laboratory instruments malfunction.

9.       Notify appropriate laboratory personnel when test kits, reagents or other supplies should be re-ordered.

• Manage service point operations assigned.
• Responsible for daily operations of these service points, including front counter services, administrative / operational matters and partnering Clinic Nurse Manager, Clinicians, Allied Health Professionals and other stakeholders to solve system and process problems.
• Ensure that system and processes are in accordance to SOP to create a positive experience for patients along the continuum of care.
• Manage service points through annual financial budgeting and regular reviews with clinical heads, and development of new services.
• To ensure that workflows for new and existing services are reviewed, optimised and streamlined.
• Participate in committees and other tasks as assigned.

Partner Head of Department, Ops & Admin in achieving patient / caregiver satisfaction targets

• Responsible for devising innovative services to continually improve service levels and delight patients.
• Involvement in Campus development workshops and planning.
• Responsible for achieving volume and financial targets for clinical targets assigned. Develop and carry out clinical service plans in consultation with clinical chiefs to ensure that goals are met

Manage Service Associates (SAs) providing services in service points, as the Reporting officer

• Ensure that SAs receive appropriate induction, orientation, and training so that they possess appropriate skills and knowledge to carry out their jobs.
• Responsible for staff engagement, recruitment and retention to achieve stable, skilled and motivated workforce and achieve the desired patient / caregiver and service outcomes.
• Responsible for two-way communication between staff and management and ensure timely dissemination of information, escalation of issues and recommending solutions to problems

Requirement

• Bachelor’s degree in any discipline.
• Minimum 4 years of relevant work experience in the healthcare industry; experience in outpatient operations will be an added advantage.
• Strong communication and interpersonal skills, both written and verbal.
• Possess analytical and quantitative capabilities, with a strong sense of ownership and accountability.
• Comfortable working in a complex, fast‑paced environment with evolving priorities.
• Proficient in Microsoft Office applications; adaptable and open to working with changing healthcare systems and technologies.
• Demonstrated ability to collaborate effectively with multiple stakeholders to achieve common goals.
