Technical Procurement Manager

We are looking for a hands-on Technical Procurement Manager to join our Supply Chain team in Singapore. • New‑Product Sourcing

More about you:

You are a technically savvy procurement professional with a solid foundation in electronics manufacturing. You are comfortable diving into technical data and drawings and can communicate effectively with both engineers and suppliers. Position Summary

The Vessel Managers are the ‘front line’ operators heading their ship management teams. Vessel Managers are fully supported in their role by Marine & Technical Services, HSEQ, Marine Assurance, Marine HR, and Financial Analysts.

The Vessel Managers will have full responsibility and accountability for the success of the operations and people on board their vessels. The measure of our success will be achieving all KPIs on a consistent basis, meeting the business unit expectations, and upholding the company brand.

Major Responsibilities

·       Treat health, safety, and environment as top priority.

·       Ensure vessels are operated in a safe, efficient, and cost-effective manner, ensuring compliance with class, statutory and company requirements.

·       Provide day-to-day technical and operational support and guidance to assigned vessels.

·       Management of vessel budgets and operating expenditure.

·       Monitor vessel performance and ensure follow up action. Carry out regular review of vessel management reports for vessel operations and ensure appropriate actions are taken.

·       Fully responsible for vessel dry-dockings and major scheduled & unscheduled repairs. This includes planning, execution, and review of all projects.

·       Ensure that through regular ship visits, engagement with ship senior staff, utilisation of the company’s maintenance management system and service bulletins, all ship borne equipment is always maintained to the highest levels, including fabric maintenance of the vessels under remit.

·       Drive vetting performance onboard assigned vessels. Work with Marine Assurance and senior ship staff to ensure vessels are always prepared and ready for vetting inspections. Ensure timely and accurate closure of any vetting findings thus maintaining vessel vetting status.

·       Working with ship staff, Fleet Support Officers,, and Financial Analysts to ensure that all legislative requirements and yearly maintenance are captured in the budget process, such that all budgetary timelines are met for both internal stakeholders and external customers, where applicable attend annual OPEX Budget meetings with customers.

·       Where appropriate and in accordance with individual customer requirements and at the direction of the Fleet Manager, represent the company at required annual performance meetings, customer interface meetings, JV partnership meetings and industry specific project forums.

• Understand cloud strategy, architectural direction, and transformation priorities coming from global headquarters.
• Translate central strategy into pragmatic regional implementation models suitable for APAC environments.
• Assess existing infrastructure, application landscapes, platform capabilities, and country constraints to identify practical adoption opportunities.
• Help define cloud adoption building blocks, target-state patterns, and reusable implementation approaches across countries.
• DevSecOps Practices: Partner with CIO DevSecOps expert to track DORA metrics and drive continuous improvement.

Budget-Conscious Transformation Planning

• Work closely with regional teams to align cloud adoption plans with existing technology refresh budgets or to highlight budget requirements with relevant ROI.
• Strong proficiency in Excel with the ability to perform financial analysis, track budget, model investment scenarios and support cost-conscious decision-making.
• Identify opportunities to leverage planned refresh cycles to accelerate cloud modernization without creating unnecessary incremental spending.
• Build logical, financially aware implementation proposals that maximize value across the 10+ country portfolio.

Technical Project Delivery

• Structure and coordinate cloud adoption workstreams across multiple countries.
• Drive planning, dependencies, risk tracking, governance, and execution follow-through.
• Work with infrastructure, platform, DevSecOps, architecture, and country teams to ensure alignment between strategy and execution.

Stakeholder Management & Executive Communication

• Prepare clear, structured, and high-quality presentations for senior management, steering committees,and regional governance forums.
• Support leadership in framing cloud adoption proposals, investment narratives, and execution progress updates.
• Participate in meetings with senior stakeholders and represent the project in a confident and professional manner.

⇒ Qualifications & Experience

• Bachelor's Degree in Information Technology or relevant fields.
• Excellent communication with 8-12 years of experience with over 5 years in Technical Project Delivery and direct exposure to Cloud, Infrastructure platform engineering, automation and/or DevSecOps environments.
• Strong experience in technical project/program management within infrastructure, cloud transformation, platform engineering, or enterprise architecture environments.
• Good understanding of cloud adoption, cloud migration patterns, infrastructure modernization, automation, DevSecOps, and platform engineering concepts.
• Ability to engage technically with architects and engineers while also translating discussions into business- ready decisions.
• Experience working across multiple countries, distributed teams, and regional/global governance models.
• Experience preparing senior management presentations, steering committee materials, and executive-level communication.
• Knowledge of banking-sector regulatory frameworks and experience embedding controls into technology programs is a plus.
