Job Responsibilities:

• Planning and scheduling of projects
• To manage M&E construction projects and to monitor the projects are carried out with respect to the target schedule
• To handle design for Air Conditioning & Mechanical Ventilation System and to ensure clients' requirements are met
• To attend project meeting and to coordinate with clients, consultants, main contractors and sub-contractors
• Preparation of Progress Claim, Materials Submission, Risk Assessment, Progress Report, Shop Drawings & As Built Drawings for projects
• To forecast and anticipate possible issue for projects and to eliminate potential risks

• Planning of manpower and work arrangement with site person in charge

Requirements:

Job Description:

The Project Manager is responsible for overseeing the quality, timeliness, and successful delivery of construction projects, specifically within the Air Conditioning and Mechanical Ventilation (ACMV) sector. This role requires leadership in managing onsite operations, vendors, subcontractors, and maintaining strong relationships with clients, ensuring efficient project execution and resolution of challenges.

Job Responsibilities:

• Assist the Director in managing the project engineering of ACMV systems, including defining project scope, setting goals, and determining deliverables.
  
• Develop comprehensive project plans, detailing timelines, resource allocation, and budgets to ensure projects stay on track.
  
• Collaborate with the Senior Project Manager to ensure project progress aligns with submission deadlines, schedules, and milestones, addressing any issues or delays.
  
• Oversee the performance of subcontractors, supervisors, and workers, while liaising with clients, authorities, and consultants to resolve any bottlenecks.
  
• Ensure that the project complies with safety regulations, industry standards, and any relevant legal or environmental requirements.
  
• Regularly update stakeholders—including clients, senior management, and team members—on the project status, highlighting key achievements and challenges.
  
• Identify and mitigate potential project risks and issues proactively, ensuring minimal impact on project timelines or quality.
  
• Maintain high standards of quality control by conducting site inspections and promptly resolving any technical issues or deficiencies.
  
• Prepare and update site reports, tracking progress and reporting any deviations from the initial project plan.

Job Requirements:

• Minimum of 8 years of experience working in ACMV systems, including project management and engineering roles.

• Proficiency in ACMV system installation, including CHWP, VRV, and VRF systems.
  Strong technical knowledge in HVAC systems design, installation, and maintenance.

Roles & Responsibilities

The Contracts Manager will lead Harish Engineering tendering function and manage end-to-end contract and commercial matters for M&E-related projects. The role is responsible for driving compliant and competitive tender submissions, negotiating contract terms, administering main and subcontract agreements, managing variations/claims, and strengthening commercial governance across projects.

Lead Tendering Team

• Lead and manage the tendering team to deliver timely, accurate, and competitive submissions (end-to-end).

• Review ITT/RFQ documents, drawings, specifications, and contractual terms; identify risks, assumptions, and qualifications.

• Drive tender strategy, bid positioning, and pricing governance in collaboration with project/QS/engineering/procurement teams.

• Oversee preparation of tender deliverables (method statements, schedules, commercial submissions, clarifications, and compliance matrices).

• Source, evaluate, and negotiate quotations from subcontractors/suppliers, including M&E packages; ensure scope alignment and comparability.

• Lead tender queries, clarifications, and negotiations with clients/consultants; ensure approvals and submission standards are met.

Contracts & Commercial Management

• Review, negotiate, and advise management on main contract terms and commercial exposure; recommend mitigation plans.

• Administer contracts from award to close-out, including contractual notices, instructions, and formal correspondence.

• Manage variations: timely identification, submission, valuation substantiation, negotiation, and approvals.

• Manage claims and entitlements (e.g., EOT, disruption, loss & expense) with strong documentation and contract basis.

• Support progress claims/payment processes; ensure supporting records, measurement, and reconciliation are accurate.

• Maintain and update commercial trackers (variation log, claims register, risk register, final account forecast/cashflow impact).

Subcontract & Supplier Management

• Draft, review, and negotiate subcontracts/supply agreements (including back-to-back terms where applicable).

• Ensure scope clarity, change control, payment terms, and risk allocation for subcontractors and suppliers.

• Work with procurement to evaluate commercial terms, manage procurement risks, and support award recommendations.

• Support dispute avoidance/resolution with subcontractors and relevant stakeholders.

• Provide regular tender pipeline and commercial status updates to the Director (risks, margins, issues, recommendations).

• Strengthen tendering and contract administration processes, templates, and governance to improve consistency and control.

• Ensure proper document control and audit-ready records for projects with statutory boards and major asset owners.

REQUIREMENTS

• Diploma/Degree in Quantity Surveying, Mechanical/Electrical Engineering, Building/Construction Management, or equivalent.

• Minimum 8 years of relevant experience covering tendering and contract/commercial management in Singapore.

• Strong preference for candidates with an M&E background (tendering + contracts), including experience handling M&E packages within infrastructure/building projects.

• Proven ability to lead tenders end-to-end and coordinate cross-functional stakeholders under tight deadlines.

• Strong knowledge of contract administration, variations, claims, subcontract controls, and contractual letter writing.

• Strong negotiation skills and commercial acumen; highly meticulous with documentation and record-keeping.

• Proficient in MS Excel and MS Word; comfortable preparing tender comparisons, cost summaries, and commercial trackers.

• Responsible for administration of project budget, cost control and sub-contract and main-contract including Variation Order (VO) and settlement of final accounts

• Prepare sub-contract agreement and payment
• Submit monthly report for progress payment claim
• Identify other potential claims based on review of the contract deviations
• Handle issues including extension of time, terms and condition, loss and expenses claim etc
• Review and negotiate with the sub-contractors recommended by the project manager as and when necessary
• Ability to work in a fast-paced environment and prioritize multiple projects simultaneously.
• Familiar in Handling HV, MV Switchboards, Power & Distribution transformers will be more advantageous
• Complete Understanding of Single line diagrams & Equipment arrangement layouts   
• Performs other ad hoc duties as assigned by management.

Requirements:

• Diploma/Degree in Quantity Surveying/ Mechanical/ Electrical Engineering.
• Min 8 years of construction Quantity Surveyor experience for the electrical project in Singapore.
• Able to work independently., know well for tender platform such as GeBIZ, Sesami, Tender Board, etc.
• Proficient in MS office applications AutoCad
• Strong analytical, communication and interpersonal skills.
