• Build dual-supplier backup mechanism: maintain two qualified export manufacturers in China for core bibimbap sauces and pre-cooked meat products to mitigate risks of factory shutdown or suspended commodity inspection.

4. Production & Central Kitchen Coordination

• Liaise with self-operated and outsourced central kitchens to release production schedules of pre-made sauces, frozen semi-finished dishes and pickled cabbages based on demand plans; monitor production capacity and delivery deadlines.
• Supervise three-temperature zone production, sub-packaging and vacuum packaging standards in central kitchens to adapt to temperature control requirements during long-distance cross-border sea transportation and reduce deterioration loss in transit.
• Coordinate special export production arrangements: independent production batches for exports, dedicated outer export packaging, IPPC fumigated wooden pallets and separate container sorting to distinguish domestic shipments from Singapore export cargoes.
• Resolve production abnormalities including raw material shortages, insufficient capacity and failed batch inspection; adjust stock preparation plans for domestic stores and Singapore exports accordingly.

5. Logistics, Warehousing & End-to-End Cross-border Import & Export Management Between China and Singapore

Domestic Warehousing & Distribution Logistics

• Oversee full inbound, outbound, storage and stocktaking processes of multi-regional domestic cold chain warehouses; standardize zoned storage for frozen, chilled and dry goods and retain full temperature tracking records.
• Optimize domestic urban delivery routes and deploy cold chain vehicles to guarantee daily/alternate-day on-time delivery to all domestic stores; monitor temperature fluctuations during transportation.
• Handle claims and accountability for damaged goods, delivery delays and food deterioration in domestic logistics.

Core Exclusive Responsibilities for China-to-Singapore Cross-border Import & Export

• Coordinate full-container export operations including container planning, sea freight booking and on-site loading supervision in China; separate refrigerated containers and dry cargo containers with full temperature tracking throughout transit.
• Prepare and verify complete export documentation: commercial invoice, packing list, certificate of origin, official sanitary certificate, commodity inspection report and HS code classification; cooperate with finance team for export tax rebate application.
• Full-process compliance management for Singapore import:Apply for SFA food import permits and TradeNet clearance approval in advance;Restrict imports of controlled commodities such as meat and pickled foods to SFA-approved manufacturers only;Settle Singapore import GST, handle customs inspections and SFA sampling tests, and resolve clearance abnormalities including cargo detention, non-compliant labels and missing certificates.
• Manage local cold chain delivery after cargo arrives at Singapore port: supervise container pickup at terminals, warehousing in local cold storage facilities and last-mile low-temperature delivery to stores.
• Cross-border risk control: restrict prohibited/restricted food items (fresh raw meat, certain dairy products); optimize container combination to lower inspection probability; establish emergency response plans for cargo detention and return shipment.
• Cross-border cost accounting covering sea freight, air freight, customs brokerage fees, terminal charges, import duties, GST and cold chain warehousing fees; continuously optimize logistics solutions with sea freight as primary option and air freight reserved for urgent replenishment.

6. End-to-End Food Safety & Quality Control

• Establish dual quality control standards complying with China national food safety regulations and Singapore SFA food import laws, covering the whole supply chain from raw material sourcing, production, warehousing, cross-border transportation to store delivery.
• Domestic quality control procedures: random sampling inspection of raw materials from suppliers, batch testing in central kitchens, temperature verification upon warehouse receipt and quality inspection at store delivery; archive all inspection records.
• Special quality control for cross-border exports:Mandatory official sanitary/veterinary certificates for every export batch;Packaging sealing and low-temperature protection testing to withstand 20–35 days of sea transit;Full English label compliance audit to avoid penalties issued by SFA;Secondary sampling inspection upon arrival at Singapore warehouses; isolate, destroy or return non-conforming batches to China.

• Take full ownership of end-to-end supply chain cost control, including domestic procurement, production, warehousing, domestic logistics, cross-border sea/air freight, customs clearance, Singapore local warehouse rental, material loss and after-sales compensation.
• Draft annual supply chain budget, track actual expenditure monthly and issue cost analysis reports; implement cost-reduction initiatives such as bulk purchasing, full-container consolidation and local alternative sourcing.
• Coordinate financial reconciliation for supplier payments, freight forwarder/customs charges and warehouse service fees; compile complete documentation for finance team to claim export tax rebates.
• Calculate Total Landed Cost for both markets; compare comprehensive costs of direct shipment from China vs local procurement in Singapore to optimize procurement mix.

8. Supply Chain Risk Control & Emergency Support

• Identify full-chain risks and formulate response contingency plans:Domestic risks: raw material price hikes, factory shutdown, logistics disruptions caused by extreme weather, food quality incidents;Cross-border Singapore risks: suspended commodity inspection, SFA policy changes, cargo detention due to customs inspections, surging sea freight, vessel schedule delays and breakdown of Singapore local cold chain facilities.
• Maintain safety buffer stock: keep core semi-finished goods in domestic warehouses and a 30–45-day inventory of key sauces in Singapore overseas warehouses to offset cross-border transit delays.
• Develop alternative resource pools: backup export manufacturers in China, multiple freight forwarders & customs brokers, a secondary cold chain warehouse in Singapore and local alternative ingredient suppliers.
• Monitor geopolitical, regulatory and epidemic risks; track updates of China export inspection policies and Singapore SFA import bans to adjust export cargo schedules proactively.

9. Digitalization, Process Optimization & Cross-department Collaboration

• Oversee domestic WMS/TMS inventory and logistics systems; connect ordering data from Singapore stores and overseas warehouse stock data to realize real-time stock synchronization between China and Singapore.
• Sort out and update supply chain SOPs for both markets, including domestic procurement & production workflows, China-Singapore export customs clearance procedures, Singapore warehouse receiving standards and abnormal issue handling processes; drive lean operations to cut material loss.
• Maintain regular cross-department coordination:Operations Team: store sales volume, new store expansion roadmap and stock preparation for promotions;R&D Team: raw material supply for new products and pre-audit of export compliance;Finance Team: budget execution, payment reconciliation and export tax rebate filing;Quality Control Team: implementation of dual-market inspection standards;Local Singapore Operations Team: store order placement, local warehouse management and customer complaint resolution.
• Continuous process improvement: reduce inventory turnover days, shorten customs clearance lead time, lower food loss rate and lift on-time delivery rate to retail stores.

10. Team Management

• Build the supply chain team consisting of procurement, planning, warehousing & logistics staff in China plus dedicated cross-border import & export specialists; clarify job responsibilities and performance appraisal metrics.
• Conduct team recruitment, professional training covering food import & export, SFA regulations and cold chain management, monthly performance reviews and talent pipeline development.
• Liaise with person-in-charges of Singapore local warehousing & delivery partners and unify their performance assessment standards.

11. Reverse Logistics & Waste Management

• Centralize collection, scrapping and record-keeping of near-expiry and damaged food materials in China.
• Administer compliant destruction or return shipment procedures for non-conforming imported goods in Singapore.
• Promote recycling of packaging materials and circulation of cold chain turnover boxes to cut procurement cost of consumables.

Responsibilities:

• Lead the procurement organization for Singapore and Malaysia operations, providing coaching, direction, and escalation support to ensure effective execution and team development.
• Drive procurement KPI performance, including on-time delivery (OTD), delinquency, push/pull/cancel actions, late release, and purchase price variance (PPV), aligned with business objectives.
• Develop and execute sourcing strategies that deliver competitive advantage, including supplier selection, development, consolidation, and implementation of strategic supplier initiatives.
• Lead Global Purchase Family or Regional Commodity sourcing activities, with full accountability for sourcing decisions, material deflation targets, and alignment with global and regional strategies.
• Build and maintain strong supplier relationships to ensure performance expectations are met across cost, quality, delivery, and risk; lead corrective action and supplier improvement initiatives as required.
• Lead commercial negotiations with suppliers to achieve quality, fulfillment, productivity, and cost objectives while managing contractual and commercial risk.
• Oversee procurement of materials, equipment, services, and supplies necessary to support manufacturing and operational requirements, ensuring compliance with internal policies and standards.
• Analyze market conditions, cost drivers, supplier capabilities, and pricing trends to inform sourcing decisions and negotiation strategies.
• Collaborate with Engineering, Quality, Planning, and Operations to support supplier qualification, NPI activities, and continuous improvement initiatives.
• Prepare and review bid packages, and coach procurement team members on sourcing strategies, negotiations, and supplier engagement as needed.
• Support cross-functional and business initiatives as assigned, including special projects aligned with supply chain and operational excellence goals.

Requirement

• Bachelor’s degree in Business, Supply Chain, Engineering, or related field.
• Min 5 years of procurement /supply chain experience in engineer-to-order manufacturing, OEM or aerospace environment
• Experience managing ~USD100M in direct spend with a proven track record of ~5% cost savings.
