Position Summary
The Executive Director will serve as the Company's senior representative in Singapore and selected international markets. The role is responsible for strengthening the Company's international contracting, financing, and partnership capabilities while supporting the Company's overseas business opportunities.
The Executive Director will lead the Singapore platform in providing financing, contracting, strategic partnership, and international business support to the Company's global operations.
The successful candidate will be a senior executive capable of engaging with clients, financial institutions, investors, government agencies, and strategic partners while coordinating resources across the Company's China headquarters and overseas operations. The role requires regular communication with senior executives and headquarters management in Mandarin and English, as well as frequent international travel, typically 6-8 times annually, depending on business needs, to support business development and project activities.
Key Responsibilities
Strategic Leadership
Serve as the Company's senior representative in Singapore and selected international markets.
Advise the Company's executive leadership on international business opportunities, financing strategies, strategic partnerships, and market developments.
Support the Company's long-term internationalization and capital development objectives.
Identify opportunities to strengthen the Company's international contracting and financing platform.
Financing & Capital Support
Build and maintain relationships with banks, investment funds, export credit agencies, and other financing partners.
Support the development of financing solutions for EPC projects across the power, energy, and infrastructure sectors.
Coordinate financing strategies alongside business units, project teams, and external stakeholders.
Expand the Company's financing network and enhance access to capital markets and project financing resources.
Contracting Platform Management
Manage and support corporate and commercial relationships related to international projects.
Support contract structuring, commercial arrangements, and transaction execution for overseas projects.
Coordinate with legal advisors, financial advisors, and external consultants when required.
Promote best practices in commercial risk assessment, contract governance, and transaction management.
Strategic Partnerships
Develop and maintain relationships with:
Utility companies
Independent Power Producers (IPPs)
Infrastructure developers
Government agencies
Financial institutions
Strategic investors
EPC and technology partners
Identify opportunities for joint ventures, consortium arrangements, and strategic collaborations.
Strengthen the Company's international business network and market presence.
Executive Coordination
Coordinate cross-functional resources among China headquarters, business divisions, overseas project teams, and local teams in Singapore.
Serve as a key communication bridge between headquarters and international stakeholders.
Facilitate executive-level communication, decision-making, and strategic alignment across business activities.
Support senior executives in international engagements, negotiations, and partnership discussions conducted in both Mandarin and English.
The role functions as a strategic platform leader, business representative, and resource integrator.
Candidate Profile
Experience
Minimum 15 years of experience in project development, preferably in EPC projects across the power, energy, and infrastructure sectors, project finance, infrastructure investment, or related industries, including at least 5 years in a management role.
Demonstrated experience working with international stakeholders across Asia, Africa, or other emerging markets.
Experience engaging with senior executives, financial institutions, government agencies, and strategic partners.
Prior leadership experience in an international business, project finance, infrastructure investment, corporate development, or related role.
Experience working closely with China-based management teams and coordinating cross-border business activities is highly preferred.

Strong interpersonal skills and executive presence, with the ability to represent the Company at the highest levels.
Travel Requirements
The role requires regular international travel to support executive engagements, financing initiatives, strategic partnerships, project opportunities, and business development.
The successful candidate should be comfortable with frequent regional and international travel and capable of representing the Company in high-level meetings, negotiations, conferences, and project-related activities.
