The Project Engineer plays a key role in managing and executing complex electrical projects—ensuring adherence to timelines, budget, safety, and quality standards. The role supports the Project Manager in all stages of the project lifecycle and contributes to technical, operational, and administrative aspects of project delivery.

Job Responsibilities

Project Planning

• Contribute to project engineering activities including electrical design, installation, testing, and commissioning.
• Assist in the preliminary design and budgeting for Design and Build tenders, ensuring accurate estimations and alignment with client requirements.
• Support the Project Manager in the execution of project management tasks, including the development and monitoring of project schedules, coordination with subcontractors, and ensuring efficient workflow.

Site Monitoring and Progress Update

• Conduct on-site inspections, capturing progress data through digital forms, photos, and checklists, and ensure accurate updates to the central project management system.
• Monitor actual vs planned progress, track key performance indicators, and report potential clashes or critical delays to the Project Manager promptly.
• Coordinate closely with drafters, procurement, and other departments to ensure seamless integration of site activities with overall project plans.
• Support the creation of digital progress dashboards and contribute to automated reporting to facilitate management reviews and improve data-driven decision-making.
• Identify and flag site-level risks, manpower shortages, or material issues early, supporting proactive resolution.

Stakeholder Management

• Facilitate regular project review meetings, ensuring that all team members and stakeholders are kept informed of progress, challenges, and upcoming milestones.
• Liaise with subcontractors, vendors, and internal teams to coordinate daily and weekly activities, ensuring clear communication of expectations and timelines.
• Address on-site queries from clients or consultants professionally, escalating to the Project Manager as needed.
• Support relationship-building efforts with all stakeholders to maintain trust and foster collaborative problem-solving.
• Facilitate on-site walkthroughs or updates for client, consultants, or management, preparing necessary visual and technical summaries.

Documentation Management

• Maintain accurate and up-to-date project records, including daily reports, progress logs, inspection checklists, technical drawings, and other required documentation.
• Ensure proper tagging and archiving of documents to facilitate traceability and compliance with quality standards.
• Contribute to standardising documentation practices to support organisational knowledge sharing and continuous improvement.
• Support the preparation of periodic reports and project updates for internal and external stakeholders.

Change Management

• Support the implementation of new processes, digital tools, and continuous improvement initiatives.
• Act as an on-site change advocate, helping colleagues adapt to new workflows and ensuring consistent use of new systems and methods.
• Provide feedback on change initiatives to identify on-the-ground challenges and contribute to refining implementation strategies.
• Assist in monitoring adoption rates and flagging recurring issues or resistance to enable targeted coaching or support.

Risk Management

• Identify, document, and report potential on-site risks, including safety, schedule, quality, or resource issues, to enable early intervention.
• Support the Project Manager in maintaining the risk register and ensuring mitigation actions are implemented promptly.
• Promote a proactive risk-aware culture among subcontractors and site teams by highlighting potential hazards and encouraging preventive measures.

Job Requirements

• Experience: Minimum of 2 years of relevant experience in Electrical Engineering works.
• Educational Qualifications: Diploma in Electrical Engineering or an equivalent qualification.
• Technical Expertise: Strong technical knowledge of electrical systems, including power distribution, lighting, cabling works, and ELV/low-voltage systems.
• Regulatory Knowledge: Familiarity with local electrical codes, authority requirements, and industry regulations to ensure compliance with standards.
• Project Management Skills: Proven ability to manage project timelines, budgets, and resources effectively, ensuring efficient and timely project delivery.
• Communication & Interpersonal Skills: Excellent communication skills with the ability to collaborate effectively with clients, contractors, and project teams.

JOB RESPONSIBILITIES &DUTIES

1. Project Planning, Design, and Coordination

• Collaborate with the Project Manager to define project scope, objectives, and deliverables.
• Develop project plans, including timelines, budgets, and resource allocation.
• Coordinate cross-functional teams such as engineering, procurement, installation, and commissioning teams to ensure project alignment.
• Identify potential risks and develop mitigation plans in collaboration with the Project Manager.
• Prepare and present technical reports, documentation, and project updates to stakeholders.
• To incorporate plumbing designs into overall M&E project planning and ensure alignment with PUB and BCA regulations.

2. Technical Oversight and Plumbing Installation

• Provide technical expertise and guidance throughout the project lifecycle.
• Ensure designs and solutions comply with industry standards, regulations, and client requirements.
• Perform calculations, simulations, and analysis to validate designs.
• Install, repair, and maintain plumbing systems, including pipes, fixtures, and appliances (e.g., sinks, toilets, showers, water heaters).
• Install and connect sanitary ware, such as toilets, urinals, and washbasins.
• Set up and configure water treatment and filtration systems.
• Implement quality control processes to maintain high standards.
• Supervise plumbing works to ensure compliance with statutory submissions, inspections, and signoffs.

3. Project Execution and Monitoring

• Oversee the execution of engineering tasks and ensure adherence to project plans.
• Monitor project progress, track milestones, and manage schedules.
• Conduct site visits and inspections to ensure quality, safety, and regulatory compliance.
• Manage changes in project scope, schedule, or costs.
• Inspect and test plumbing systems to identify potential problems and ensure optimal performance.
• Troubleshoot technical and plumbing issues, proposing effective solutions.
• Ensure all plumbing works carried out under the oversight and arrange for required PUB/BCA inspections and testing.

4. Budget, Resource, and Risk Management

• Monitor expenses and ensure projects stay within budget.
• Manage procurement of materials, equipment, and services.
• Allocate resources effectively to meet project goals.
• Address safety concerns and ensure compliance with health and safety regulations.
• Resolve conflicts or disputes that may arise during the project.
• Coordinate on plumbing material selection and specifications, ensuring both quality and cost-efficiency.

5. Compliance and Regulatory Adherence

• Ensure all work complies with local building codes, regulations, and safety standards.
• Obtain necessary permits and approvals for plumbing projects.
• Stay updated on changes in plumbing codes and industry best practices.
• Follow safety protocols to prevent accidents and injuries on the job.
• Use personal protective equipment(PPE) and ensure a safe working environment.
• Identify and mitigate potential hazards related to plumbing and engineering work.
• To ensure all plumbing submissions to authorities (e.g., PUB, BCA) are properly prepared, submitted, and approved.

6. Client and Stakeholder Communication

• Build and maintain strong relationships with clients and stakeholders.
• Address client concerns and ensure their requirements are met.
• Provide post-project support and address issues during the warranty period.
• Prepare invoices, receipts, and project documentation for future reference.
• Coordinate with suppliers and vendors to ensure the timely delivery of components and services.
• Assist in the preparation and presentation of technical proposals and project status updates during client meetings.
• Clarify plumbing-related queries to address technical issues and inspection outcomes.

7. Additional Responsibilities:

• Support the preparation of tenders, bids, and project proposals.
• Stay updated with industry trends, new technologies, and regulatory changes that may impact project execution.
• Identify opportunities for process improvement and cost savings.
• Ensure plumbing drawings, submissions, and on-site work are endorsed and caried out in accordance with PUB guidelines.
• Any other ad-hoc duties are required to be carried out.

REQUIREMENTS

• Minimum Diploma or Bachelor’s degree in engineering (Civil, Mechanical, Electrical, or related field).
• Valid PUB registered Licensed Plumber.
• At least 3-5 years of experience in project management, preferably in a similar industry.
• Understanding of pump systems, piping, and mechanical/electrical components.
• Familiarity with project management software and tools.
• Strong organizational and multitasking abilities.
• Effective communication and interpersonal skills for working with diverse teams and clients.
• Problem-solving mindset with attention to detail.
• Ability to work on-site and travel to project locations as required.
• Knowledge of safety standards and regulations relevant to construction and pump system installation.

The Opportunity

We are seeking an experienced MEP Construction Director to lead site delivery on major projects in Singapore, providing technical oversight, contractor governance, and client-facing leadership. This is a critical role within our Building Services business, responsible for ensuring quality, programme certainty, and successful construction delivery.

As the MEP Site Director/Project Construction Director, will be leading a team of 15-20 Beca staff providing technical QA oversight and progress tracking of the Contractors MEP works. They report to the Beca Project Director and are ultimately responsible for maintaining comprehensive supervision of the Contractors’ technical work, identifying any technical deviations and their resolutions, and tracking progress against the Contractors’ schedule. They will be full time on site working a 5 ½ day week.  They will meet regularly with the Client’s Project Management team to report on work status and help manage technical construction delivery challenges. Together with an Administration staff member and Senior Resident Engineers they will oversee site administrative matters and site staff duties including record keeping, organising overtime and leaving applications to suit the project’s resourcing needs.

Job Summary

The role leads setups, configurations, installations, and development on assigned projects, ensuring timely delivery and compliance with technical and safety standards.

Responsibilities

• Coordinate site execution activities by assisting the Project Manager to implement, monitor delivery, conduct site installation, inspection, and handover according to project schedules
