Job Summary:

Singapore Discovery Centre is seeking a Manager to oversee the building’s infrastructure, ensuring it remains safe, efficient, and well-maintained to support the smooth operation of the Centre. As the backbone of the facility, this role oversees all M&E, civil, and building systems, providing a stable foundation for all other services to function effectively. This leadership position drives internal teams and contractors to uphold system performance and safety standards, while also spearheading the transition to Integrated Facilities Management and Building Information Modelling (BIM) / Digital Twin.

Key Responsibilities:

1.      Strategic & Operational Leadership

• Lead and manage all hard services, including M&E, ACMV, plumbing, fire protection, civil, and infrastructure systems.

5.      Safety, Emergency & Incident Management

• Coordinate closely with internal operational units during incidents, drills, and evacuation exercises.

6.      Budgeting and Reporting

• Prepare and manage annual budgets for Centre operations and capital improvements.

Qualifications & Experience:

• Bachelor’s Degree in Mechanical Engineering or equivalent.

• Minimum 8 years of relevant work experience in managing commercial, hospitality, attraction or mixed building developments.

• Minimum 3 years in managerial role managing hard services.

• Certified as Fire Safety Manager or Senior Fire Safety Manager and in practice for similar building capacity. Candidate will be registered as the building FSM to carry out the duties of FSM.

The Assistant Manager will be seconded to a client’s office for an initial period of six (6) months, providing on-site corporate secretarial support, before returning to the CSC office to continue the role as Assistant Manager on a portfolio basis.

• Design Training Programs: Develop learning plan / roadmap, curate and deliver training programs, either directly or through coordination with subject matter experts.  This includes the hands-on development and storyboarding of interactive e-learning content. Programs will cover onboarding, skills development, functional training, and leadership development. Facilitate interventions such as leadership retreats and strategic planning, and coach department heads, supervisors, and individuals responsible for employee development.
• Drive Digital Learning Initiatives: Act as the internal champion for digital transformation in learning. Conceptualize, design, and launch modern digital learning experiences (e-learning, micro-learning, blended learning) that leverage cutting-edge industry trends and emerging technologies.
• Evaluate Training Effectiveness: Review effectiveness of training programs through feedback, assessments, and performance evaluations, and make necessary adjustments for continuous improvement.
• Oversee Learning Management System (LMS): Implement, manage, and optimize the LMS or e-learning platforms to facilitate seamless online, remote, and mobile training opportunities.
• Ensure Regulatory Compliance: Ensure all training programs adhere to industry regulations and other legal requirements specific to real estate industry.
• Engage with Stakeholders: Collaborate with senior management, department heads and HR to align training initiatives with organizational objectives and needs.
• Maintain Vendor Relationships: Manage relationships with external training providers, consultants, and digital content creators to ensure high-quality delivery of training programs.
• Prepare Reports and Documentation: Maintain records of training activities and provide regular reports / updates to management. Oversee and track spending against training budget.

Requirements:

• Bachelor’s degree or equivalent in HR, Education, Business or related field.
• Possess relevant certification in L&D (eg. ACTA, CPTD, coaching etc.) will be an added advantage.
• At least 6 years of relevant work experience as a L&D Manager or in a similar role.
• Proven track record and hands-on experience in e-learning content development and instructional design.
• Strong domain knowledge of the digital L&D landscape and emerging digital learning trends (e.g. AI in learning).
• Demonstrated agility and resilience; comfortable operating as an individual contributor in a fast-paced, fluid environment with changing priorities.

Responsibilities

1.     Manage the day-to-day accounting routine duties which includes:

•  Distribution of Banking system batching reports to key business units
• Compilation of daily system-generated management reports and investigate exception flagged in these reports with respective key business units
• Preparation of MAS monitoring reports such as MCB, MLA, QL, AMR
• Perform Nostro Bank Reconciliation to ensure unreconciled items are followed up and investigate any abnormity on a timely basis
• Perform journal entries for interest income/expense/service fee relating to Nostro/Vostro Bank accounts
• Compilation and binding of Journal entries vouchers and ensure internal maintenance of Journal vouchers are met
• Perform batching checks for error/suspense flagged by Banking system and execute end of day batching

2.     Manage the periodic accounting routine duties which includes:

• Generate and distribution of periodical system-generated reports via Banking system to key business units
• Preparation of fortnightly, monthly, quarterly, half-annual and annual management reports, regulatory reporting and statistical survey and ensure timely submission to management, MAS, IRAS and DOS.
• Obtain regular internal clearance from key business units to facilitate the preparation of the MAS returns and GST return
• Perform pre-submission checks through variance analysis for MAS and GST returns and investigate the reason for any exception variance flagged
• Escalating Customers’ Returned mail for Head of Operation/KYC action and prepare the Monthly Customers' Statement Returned Mail Log for Compliance Officer’s review
• Perform half-annual Inter-branches Interest income/expense reconciliation
• Assists in year-end audit by providing documentation/schedules required by Internal/External Auditors and preparation/replying of Nostro/Vostro Audit Confirmation
• Packing and maintaining records of past year reports to be send to warehouse for storage

3.     Other adhoc routine duties which includes:

• Attending tovariance queries raised by regulator for submitted MAS returns
• Participate in adhoc projects such as UAT report verification for new reporting implementation
• Ad hoc duties assigned by manager
