Job Overview:

The Manager oversees daily service operations, ensuring clients receive compassionate, high-quality care. This role involves working with a team of care providers, ensuring regulatory compliance and maintaining positive relationships with clients, families and healthcare professionals. The Manager also plans, coordinates, and delivers care services that meet client needs while upholding organizational standards.

Key Responsibilities:

Financial Management:

• Oversee the budget for home care services, ensuring efficient allocation of resources and controlling costs.
• Track and manage billing and payments for services rendered.
• Ensure timely submission to Finance Department and update in Medisave portal.
• Identify opportunities to improve operational efficiencies and reduce costs without compromising care quality.

Client Care & Service Delivery:

• Ensure care plans are followed and services are delivered.
• Work with clinical teams to address any client concerns or complaints promptly and professionally to maintain satisfaction and improve service delivery.

Compliance & Regulations:

• Ensure that all home care services are in compliance with regulations, including licensing and accreditation requirements.
• Maintain accurate and up-to-date operational records and ensure timely response to patient referrals.
• Conduct regular audits to monitor compliance with healthcare standards and quality assurance protocols.

Coordination:

• Act as the primary point of contact between Agency for Integrated Care (AIC) & Ministry of Health (MOH) for regulatory & operational matters.

• Coordinate with clinical professionals (e.g., doctors, therapists, etc.) to ensure comprehensive care for clients.

Leadership & Supervision:

• Oversee the recruitment & training of home care administrative staff.
• Provide leadership, mentorship and performance evaluations to ensure a high standard of care delivery.
• Ensure adequate staffing levels and the effective scheduling of care providers to meet client needs.
• Foster a culture of continuous improvement and teamwork within the home care team.

Marketing & Business Development:

• Assist with the development of marketing strategies to attract new clients and expand services.
• Build and maintain relationships with referral sources, such as hospitals, doctors’ offices, and community organizations.

Qualifications:

• Bachelor’s degree in Healthcare Administration, Nursing, Social Work or related field.
• Proven experience in home care management or healthcare service delivery, with at least 5 years of experience in a supervisory or managerial role.
• Strong knowledge of the intermediate and long-term care sector, information systems, subvention & use of Medisave.
• Excellent communication and interpersonal skills.
• Strong leadership skills with the ability to motivate, guide and develop a team.
• Ability to manage budgets, billing and financial aspects of home care operations.

We are seeking an experienced and hands-on Supply Chain Manager to lead our end-to-end food logistics operations and coordinate our early-morning driver fleet.

This role is ideal for a logistics professional who thrives in fast-paced, time-critical, food-grade operations and enjoys both strategic planning and operational execution.

KEY RESPONSIBILITIES

Supply Chain & Procurement (approx 40%)

- Manage end-to-end food ingredient supply chain from supplier sourcing to last-mile delivery

- Negotiate commercial terms with food suppliers and distributors

- Forecast demand based on client orders and seasonality

- Track inventory levels, manage stock rotation, and minimize wastage

- Monitor cold-chain integrity and food safety compliance

Dispatch & Fleet Operations (approx 40%)

- Plan and oversee daily delivery routes for the Class 3 driver fleet (both employees and independent contractors)

- Coordinate the early-morning shift (1 AM to 11 AM) operations directly from the warehouse

- Optimize trip sequencing to meet client delivery time windows

- Monitor driver performance, on-time delivery KPIs, and vehicle utilization

- Manage vehicle maintenance schedules, fuel and charging coordination, and incident response

People & Process Management (approx 15%)

- Lead and develop a team of 5 to 15 drivers (employees and independent contractors)

- Conduct driver onboarding, briefing, and performance reviews

- Establish standard operating procedures (SOPs) for dispatch, food handling, and reporting

- Liaise with HR on OPW (Occupational Progressive Wage) compliance, CPF filings, and Singapore Employment Act matters

Client & Stakeholder Management (approx 5%)

- Be the primary operational contact for key food vendor clients

- Resolve delivery issues, complaints, and emergency requests

- Identify upsell opportunities and report client feedback to management

REQUIREMENTS

Must-Have:

- Diploma or Degree in Supply Chain Management, Logistics, Business, or related field

- Minimum 5 years of supply chain or logistics management experience, preferably in food, FMCG, or last-mile delivery

- Strong understanding of Singapore food safety regulations (SFA), Land Transport Authority rules, and Class 3 commercial vehicle operations

- Proven experience managing a driver or dispatch team

- Excellent communication in English; Mandarin Chinese is highly preferred to coordinate with Mandarin-speaking drivers

- Ability and willingness to work the early-morning operational shift (occasional 12 AM to 8 AM presence required)

Good-to-Have:

- Experience with OPW (Occupational Progressive Wage) compliance for drivers

- Familiarity with route-optimization software (e.g. Onfleet, Routific, OptimoRoute)

- Background in cold-chain logistics

- Experience with HACCP or ISO 22000 food safety frameworks

- Prior experience with independent contractor (gig-economy) workforce models
