The Institute of Sustainability for Chemicals, Energy and Environment (ISCE2) was established by A*STAR in 2022 to support Singapore's decarbonisation and sustainability goals, through strong international partnerships with industry, public agencies, and academia. The Senior Manager / Assistant Director / Senior Assistant Director (Technology‑Business Development – Low‑Carbon Hydrogen) will manage industry R&D collaborations and translation activities across hydrogen and hydrogen‑derived value chains (e.g. production, storage, carriers such asammonia, cracking, utilisation and systems integration). In addition to driving execution, the role contributes to A*STAR’s technical and strategic positioning in low‑carbon hydrogen by shaping translation roadmaps, articulating evidence‑based perspectives to industry and public agencies, and influencing ecosystem‑level directions across hydrogen and hydrogen‑derived value chains.

The role supports the end‑to‑end technology‑business lifecycle, from early project scoping and IP strategy through to commercialization, licensing, and scale‑up, strengthening Singapore’s National Decarbonization Grand Challenge. Key Responsibilities

• Manage and grow industry partnerships and collaborative R&D portfolios in low‑carbon hydrogen, delivering against key performance indicators for industry engagement, investment, and translation outcomes. Proactively scope, support, and manage projects across the innovation and translation pipeline, including securing industry contracts, research collaboration agreements, and public‑private partnerships.
• Assess, prioritise, and develop strategies to commercialise A*STAR intellectual property and platform capabilities related to hydrogen systems and technologies. Support and manage IP creation, protection, and deployment, including invention assessments, market analysis, competitive landscaping, and business/IP strategy formulation.
• Track technology and market trends in hydrogen and the broader energy transition landscape to identify opportunities for licensing, spin‑outs, and new collaborations. Job Requirements

• Bachelor’s degree or higher in chemical engineering, chemistry, engineering, energy systems, or a related discipline.
• Minimum 5–10 years of experience in technology management, industry partnerships, account management, or innovation/commercialisation roles.

The Role

This position will ensure that the M&E systems in all buildings are in good order and you will provide maintenance and engineering support to mTower/ARC. You will also manage tenants’ requests for M&E services and assist in overseeing all M&E upgrading projects.

The Software Engineer is responsible to develop software based on design requirements and ensure software and subroutines are working to specification. The role ensures program codes conform to standards and are delivered with quality, meeting schedule and requirements.

Responsibilities | CORE

- Analyse process and program specifications and translate into program codes

- Ensure conformance to programming guidelines and best practices

- Make changes to configurable items including hardware, software, and documentation

- Perform configuration management planning, identification, controls, and audits

Responsibilities：

• Design, implement and improve RTL modules using SystemVerilog.
• Translate design requirements into microarchitecture specifications and clean, synthesizable, timing-friendly RTL, including: the design of multi-stage pipelines, finite state machines, and interfaces to vendor-specific high-performance SRAM libraries.
• Maintain clear design documentation, including interface definitions, design assumptions, pipeline timing diagrams, register transitions and other details.
• Own functional modules throughout the development cycle. Responsibilities of an RTL module owner includes: Work closely with architects to refine design specifications and evaluate performance, power, and area trade-offs. Work closely with verification engineers to define test plans, debug failures, improve functional coverage and fix functional bugs. Work closely with backend engineers to improve the physical design feasibility, including lint, synthesis, and balance timing/area/power goals.

Qualification：

• BS/MS with course work in Electrical Engineering/Computer Architecture/Systems Engineering/Software Development
• Having basic knowledge of modern processor microarchitecture
• Strong knowledge of digital design fundamentals, such as combinational and sequential logic, truth tables, finite state machines, setup/hold time of flip-flops
• Proficient in SystemVerilog for RTL design.
• Experience with in C/C++ and scripting languages (Perl/Python) is a plus
