JOB DESCRIPTION

Our client is looking for an experienced individual with a background in SWIFT-related business domains (standards, payments and securities) and a strong technical knowledge in trading system to join the Reserves and Securities Management Team.  

You will be responsible to provide in-depth expertise in SWIFT-related business/technical flows and provide oversight of SWIFT technical design and oversee the review of the SWIFT infrastructure architecture blue-prints with collaboration from internal cross-functional IT and operations teams to ensure the architectural designs meet all the requirements.

You will be the Point-of-Contact (POC) for the third party’s SWIFT technical team to review and provide guidance on the SWIFT infrastructure implementation planning and co-ordinate with internal teams to ensure resource availability.

JOB REQUIREMENTS

• Minimum of 5 years’ experience in the financial services, in particular in a technical business lead role

• Extensive experience with banking operations, back-office business operations or back-office system integration knowledge

• Strong technical background, with good understanding of SWIFT’s products, services and applications, including SWIFT Alliance Gateway, SWIFT Alliance Access, SWIFT WebAccess, SWIFTNet, FIN messaging and ISO 20022 formats

• Strong knowledge of payments and securities messaging and their flows is a must

• Good understanding of SWIFT’s Customer Security Program (CSP) and the proposed controls by SWIFT 

• Identify and pull together the business process owners and the third-party SWIFT team to oversee the modelling of business process

• Review the process using BPM, and coordinating with the third-party SWIFT team to ensure the processes are automated processes, and adopted by business process owners

• Act as the primary contact with the functional team and translate the requirements to the third-party analyst and developers when necessary to automate processes

• Review and develop test cases to ensure the test coverage is comprehensive

• Provide subject matter expertise as required should contentions arise on the requirements between the third party and provide necessary arbitration to achieve a common goal

• Ability to oversee and advise on best practices as guide to the implementation plan

• Familiar with IT Technology Stack in a medium to large-scale implementation

• Excellent written and verbal communication skills

• Must be organized, able to work with minimal supervision in a fast-paced working environment and adhere to organisational process and governance

• Background in IT-related Bachelor degree

Experiences we look out for:
● Min. 4+ years of relevant working experience in software development, preferably in full stack web development.
● A degree in Computer Science or a related field is preferred.
● Possess a strong understanding of computer science fundamentals, including data structures, algorithms, programming skills, and software design principles and patterns.

Responsibilities

·                Responsible for control system after sales business activities including site commissioning, maintenance, servicing, expansion, upgrade and retrofitting projects.

·                To perform I/O loop test, troubleshooting, functional test and Site Acceptance Test (SAT) at site.

·                To maintain extensive regular contact with site customers for smooth execution and rapid resolution of site issues.

·                Participating in client/contractor meetings and resolving technical or engineering issues.

·                Reporting early any technical/contract/quality/cost issues to management, along with recommendations for resolution

·                Applying safety rules and safe practices as well as environmental responsibilities. Reporting unsafe practices and incidents.

·                Knowledge of process automation or power automation is required, PLC, RTU, SCADA, DCS and industrial protocol such as Modbus, OPC, IEC61850, IEC101, IEC104, DNP3 etc.

·                Good Understanding and Knowledge on Networking, Windows Server Administration shall be preferred.

Background

Key Responsibilities

a.      Implement Windows-based infrastructure projects within their established practice to ensure service delivery and support to meet the intended availability, continuity and capacity requirements.

b.      Translate business requirements into Windows infrastructure design solutions.

c.       Work with service providers to design, develop, deploy and configure Windows infrastructure to meet resiliency, availability and data integrity needs.

d.      Ensure compliance to Authority's Technical Architecture and SG-TRM, as well as IM8 and Authority IT Policies for Windows environments.

e.      Manage Windows Infrastructure operations, projects and services to support application systems environments.

f.        Request to provision new Windows VMs for new systems deployment.

g.      Manage Windows system architecture, resource planning, infrastructure performance and system hosting environment from server hardware to Windows OS layer (excluding hypervisor and storage) in support of new applications.

h.      Serve as main Windows infrastructure single-point-of-contact for all new application system initiatives and to support/assist in application architecture design, integration and acceptance and Windows infrastructure performance testing.

i.        Handover Windows Infrastructure and Systems standard operating procedures and day-to-day performance/availability monitoring to Operations Engineer upon commissioning and completion of PGP.

j.        Support Operations Engineer on Windows Infrastructure and Systems troubleshooting and maintenance.

k.       Assist in Windows Infrastructure Architecture review, support and endorsement. Review Windows hardening standards for OS, database and applications.

l.        Windows hosting environment infrastructure on-boarding (design, setup, configuration, implementation, testing and commissioning of Windows infrastructure components).

m.    Understand Windows systems operations environment including monitoring, patching, and maintenance procedures.

n.      Take care of end to end Windows operations and integrations with client machines.

o.      Expert proficiency with Microsoft Active Directory and Windows ecosystem, including:

·       Active Directory Backup/Restore procedures

·       Group Policy Object (GPO) creation, maintenance and troubleshooting

·       Active Directory Migration/Upgrade planning and execution

·       Windows Authentication/Authorization mechanisms

·       Active Directory Site and Services connectivity design

·       Government Commercial Cloud (GCC) Active Directory (EC2 instance) management

Sills Set and Qualifications

a.      Tertiary Education in Computer Science, Information Technology, or relevant technical fields is preferred.

b.      Hands-on experience in Windows Server environments (2016/2019/2022), including Windows OS virtualisation technologies, Windows-based SAN storage integration, and Microsoft SQL Server databases.

c.       Strong expertise in Microsoft technologies including Windows Server, Active Directory, Exchange, SharePoint, and System Center suite.

d.      Proficiency in Windows PowerShell scripting, automation tools, and Windows deployment technologies (WDS, MDT, SCCM).

e.      Experience with Windows security frameworks, patch management, and compliance tools.

f.        Ability to take a broad, strategic perspective on Windows infrastructure whilst drilling deep to understand business needs and technical challenges.

g.       Ability to analyse and identify comprehensive Windows-based solutions considering all functional implications while developing workable solutions.

h.      Results and customer oriented with focus on Windows service delivery excellence.

i.        Team player with strong organisation and people handling skills in Windows project environments.

j.        Excellent communication skills, both oral and written, with the ability to present Windows technical solutions and influence stakeholders.

k.       Relevant Microsoft certifications (MCSA, MCSE, Azure certifications) would be advantageous.

l.         Experience with Windows monitoring tools (Performance Monitor) and Windows troubleshooting methodologies.
