Job Scope

1. Strategic Planning & Execution

Value Engineering Project Director

We are seeking an experienced Value Engineering (VE) Project Director to join our team in Singapore. In this pivotal role, you will lead the optimisation of our medical device products, components, and manufacturing processes by driving structured initiatives that balance cost, quality, and performance.

Job Description

The National University of Singapore invites applications for Deputy Director in the Clinical Imaging Research Centre (CIRC), Yong Loo Lin School of Medicine. It is equipped with on-site capability for the preparation of PET radiopharmaceuticals in a state-of-the-art GMP-certified facility. CIRC is positioned to support both academic and industry led clinical research programs, with dedicated clinical imaging facilities area advanced modalities of PET-CT and PET-MRI. The mission of CIRC is to provide a shared state-of-the-art national resource for translational molecular imaging research, to foster collaborations between scientists and clinicians and to support the development of human capital. The applicant plays a key role in our pursuit to being a leading centre for advanced clinical imaging research and to drive the development and translation of imaging biomarkers to clinical practice. She/he serves to lead and manage the operational functions of the radiopharmaceutical research centre, ensuring efficient day-to-day activities, regulatory compliance, and resource optimization, while driving strategic projects and identifying revenue generating opportunities to support innovation, growth, and translational impact of the centre’s research outputs.

 
Appointments will be made on a two-years contract basis with the possibility of extension. 

Operational Excellence and GMP Facility Oversight

• Provide executive oversight of the GMP Cyclotron and radiopharmaceutical manufacturing operations, ensuring capacity planning, uptime, and product release reliability.
• Set and enforce standards for scheduling, preventive maintenance, deviation management, change control, and batch record integrity.
• Optimize end-to-end workflows spanning production, QC/QA, logistics/distribution, and clinical imaging utilisation to meet performance, quality, and financial targets.

Research Enablement and Scientific Coordination

• Partner with PIs and cross-departmental teams to identify and prioritise translational opportunities; ensure operational readiness for complex studies.
• Oversee scientific operations support: experimental planning, method transfer, process scaling, workflow optimisation, and technical troubleshooting.

External Partnerships, Business Development, and Translational Impact

• Build and manage strategic partnerships with industry, hospitals, and regulatory bodies to expand CIRC’s footprint and impact.
• Lead business development, service contracting, and pricing strategies for GMP products and imaging services; identify new revenue streams.
• Support grant development, IP strategy, and potential commercialization pathways for imaging biomarkers and radiopharmaceutical innovations.

Regulatory Compliance, Quality, and Audit Readiness

• Ensure full compliance with local and international standards and relevant ISO frameworks.
• Maintain a robust Quality Management System.
• Ensure perpetual audit readiness and strong regulatory relationship management.

Financial Stewardship and Resource Optimisation

• Own operational budgets, forecasting, and financial controls; ensure cost-effectiveness and return on investment for strategic initiatives.
• Optimise procurement, inventory, and vendor contracts; implement data-driven resource allocation and pricing to meet margin and mission goals.

People Leadership and Culture

• Lead, mentor, and grow a high-performing multidisciplinary operations team.
• Drive a safety-first, accountable, and collaborative culture

The Regulatory Liaison role is a broad role encompassing all aspects of regulatory strategy to support countries in region, including clinical, CMC and risk management requirements, and oversight of strategic regional labelling issues.

In this role, the Regulatory Liaison has responsibilities including:

• Serves as single POC for specific products for country and HQ.
• Provides regionally focused strategic input to product development across region and across portfolio.
• Contributes to region specific aspects of a development strategy.
• Leads identification of regional specific elements of submissions.
• Owns and leads the overall regional product regulatory strategy, including the corporation and maintenance of regulatory requirements for health authority registration approval.
• Monitors and communicates key strategic issues related to program progress and issues to/from countries and HQ.
• Manage the execution of Health Authority (HA) Response to Questions (RTQ) for both product marketing and assigned applications, and helps ensure HA deficiency letters are appropriately addressed in a timely manner
• Ensures alignment of strategy and priorities for portfolio of products with stakeholders, i.e. GHH, MMD. 
• Contributes to development and execution of regional regulatory policy issues. 

Below are the qualifications and skills required for this role:

• Bachelor graduate degree in Pharmacy, Biological Sciences, Chemistry, or related discipline required with at least 10 years’ experience in Regulatory Affairs. Individual with other relevant qualifications and substantial industry experience, supported by strong working knowledge of Regulatory Affairs or Clinical Research would be considered.
• Outstanding, interpersonal, written and verbal communication skills with strong collaborative skills and the ability to work both proactively and responsively in a fast-paced dynamic environment.
• Solid knowledge/experience with regulatory requirements & processes and registration guidelines for NCEs and product life cycle maintenance, preferably within Asia Pacific region.
• Collaborative team player with strong analytical judgment and problem-solving skills, capable of independently managing complex challenges and resolve issues efficiently.
• Demonstrated ability to assess, prioritize and manage multiple projects, tasks and responsibilities simultaneously.
• Proven ability to work independently and effectively within cross-functional and international teams.
• Strong ability to adhere to strict project timelines and deliverables.
• Highly detail- and goal-oriented, quality-driven and customer-focused.
• Fluent written and spoken English is required.

Key Requirements

• Minimum 10years’ experience within an engineering consultancy environment, with increasing responsibility in design and project delivery
• Strong track record in HVAC and building services (MEP) coordination, across sectors such as healthcare, commercial, hospitality, industrial and education
• Demonstrated technical depth and practical application of mechanical engineering principles in complex project environments

We are looking for an innovative and dynamic subject matter expert to lead business development for our ICE Global Network (IGN) and Consolidated Feeds services across the Asia Pacific region. Partnering closely with internal stakeholders — including Sales, Relationship Management, Product, and Marketing teams — as well as external clients, prospects, and partners, the Business Development Director will drive meaningful commercial growth. The role is central to helping clients access a broad universe of low-latency, aggregated, and normalized multi-asset financial information sourced from hundreds of global venues.

Responsibilities

• Partner with sales and relationship management teams to drive revenue growth and identify cross-selling opportunities across ICE's broader suite of services.
• Serve as the subject matter expert for IGN and Consolidated Feeds, clearly articulating product capabilities, content coverage, and delivery options to clients and prospects.
• Identify and pursue new distribution opportunities for consolidated real-time market data across banks, asset managers, hedge funds, ISVs, and redistributors — including cross-sell opportunities with IGN.
• Lead the development of go-to-market strategies for IGN and ICE Consolidated Feeds across Asia Pacific, including competitive positioning against direct exchange feeds and other consolidated feed providers.
• Contribute to new product development and regional strategy for IGN, bringing a deep understanding of APAC market structure and client needs.
• Gather and synthesise client requirements around content, latency, symbology, normalisation, entitlements, and technical onboarding; channel market intelligence to Product and Development teams to inform the roadmap.
• Monitor and assess the competitive landscape, identifying threats and opportunities that could impact our market position.
• Track regulatory developments and market data policy changes — including evolving exchange licensing models — and evaluate their commercial and operational implications.
• Represent ICE Data Services externally as a thought leader, engaging regularly with clients and prospects, speaking at industry events, and maintaining a visible presence across relevant professional and social media channels.
• Travel across the Asia Pacific region to build and deepen client relationships.

Knowledge and Experience

• 5–10 years of experience with a network or hosting provider, market data or information services firm, data vendor, ISV, redistributor, or financial institution.
• University degree in Finance, Economics, or a related discipline.
• Knowledge of network solutions and an understanding of the trading strategies they support across the Asia Pacific region.
• Strong expertise in real-time market data distribution and consolidated feeds, including delivery considerations such as latency, normalisation, entitlements, and onboarding across multiple asset classes.
• Broad familiarity with the market data ecosystem — including exchanges, data vendors, ISVs, and redistributors — and how buy-side and sell-side firms consume depth-of-market and reference data.
