Job Overview

We are seeking an experienced and highly dedicated Business Development Director to drive business growth and project acquisition within Singapore's construction and engineering industry.

This position is suitable only for candidates with extensive hands-on experience in Singapore's construction sector and a proven track record in securing projects, managing client relationships, and supporting project operations from tender stage through completion.

This is not a standard office-based management role. The successful candidate must be prepared to provide operational and business support whenever required, including after office hours, weekends, and public holidays.

Key Responsibilities

• Identify, develop, and secure new construction, engineering, renovation, infrastructure, and maintenance projects.

• Build and maintain strong relationships with developers, consultants, project owners, government agencies, and main contractors.

• Source business opportunities through industry networking and market intelligence.

• Lead tender submissions, project negotiations, contract discussions, and project acquisition activities.

• Work closely with project teams to ensure smooth project execution and client satisfaction.

• Provide strategic business planning and market development initiatives.

• Support management in achieving company revenue and growth targets.

• Attend site meetings, client meetings, and project discussions whenever required.

Mandatory Requirements

• Minimum 17 years of working experience in Singapore's Construction Industry.

• Minimum 10 years of experience in Business Development, Project Management, Operations Management, or Senior Management roles within the construction sector.

• Proven involvement in multiple large-scale construction, engineering, infrastructure, A&A, fit-out, or maintenance projects in Singapore.

• Strong network of contacts within the Singapore construction industry, including developers, consultants, main contractors, and project owners.

• Thorough understanding of Singapore construction practices, tender processes, project execution, and industry regulations.

• Ability to independently secure projects and generate business opportunities.

• Excellent negotiation, communication, and relationship management skills.

• Degree qualification is not required. Relevant industry experience and proven achievements will be given priority.

The role integrates people strategy, organisational culture, employee experience, community engagement, partnerships, communications, fundraising, and volunteer engagement into a coherent enabling platform that supports high-quality service delivery and organisational sustainability.

This is a senior leadership role that requires strong strategic judgement, cross-functional leadership, and the ability to build systems, culture, and relationships in a complex social service environment.

Key Duties & Responsibilities

1. People & Culture Strategy

1.1. Lead organisational people and culture strategy aligned with our long-term vision and values.

1.2. Drive the development, change management, and implementation of competency frameworks, leadership development strategy, and succession planning.

1.3. Strengthen recruitment, retention, performance management, and talent development.

1.4. Shape a strong organisational culture that supports staff wellbeing, excellence, and accountability.

1.5. Initiate strategies to elevate organisation value to our people.

2. HR Governance & Workforce Enablement

2.1. Oversee HR policies, systems, compliance, and workforce planning.

2.2. Ensure HR practices support organisational growth and sustainability and is within good governance practices.

2.3. Advise the Management Committee and its Human Resources Committee, as well as KKCS senior leadership, on workforce risks, talent strategy, and organisational capability.

3. Community Engagement, Partnerships & Resource Development

3.1. Lead strategy for donors, volunteers, partners, corporates, and community stakeholders.

3.2. Strengthen KKCS’s fundraising, communications, and external engagement approach.

3.3. Build long-term partnerships to expand resources, visibility, and community trust.

3.4. Be the advocate of KKCS to our stakeholders.

3.5. Ensure coherence across communications, volunteer management, and partnership initiatives.

4. Leadership & Organisational Enablement

4.1. Lead and develop managers and teams under the People, Culture & Community cluster.

4.2. Build cross-functional collaboration with service units and corporate functions.

4.3. Contribute to organisation-wide strategy and institutional development.

5. Other Duties

5.1. The role is guided and supported by Management Committee’s Human Resources Sub-Committee and Nominations Sub-Committee, and this role will staff both committees.

5.2. The role provides opportunity to work directly with the Management Committee on various projects and proposals.

5.3. Perform any other duties as assigned by the Executive Director and the leadership team.

Qualifications & Experience

• Degree in HR, organisational development, social sciences, management, or related fields.
• Minimum 10–12 years of relevant leadership experience.
