We are looking for a highly driven and strategic HRGA Manager Site to oversee end-to-end Human Resources Operations and General Affairs operations Onsite. This role will play a critical part in ensuring operational excellence, employee engagement, and effective support for business growth.
Responsibilities
Develop and execute HR strategies aligned with business goals
Manage recruitment, onboarding, performance management, and employee development programs
Oversee general affairs including office management, facility maintenance, and procurement services
Ensure compliance with labor laws and company policies
Lead employee relations initiatives and foster a positive workplace culture
Manage HRGA budgets and optimize resource utilization
Coordinate with department heads to address HR and general affairs needs
Bachelor’s degree in Human Resources, Business Administration, or related field; Master’s degree preferred
Minimum 8-10 years of experience in HRGA roles with at least 3 years in a leadership position
Strong knowledge of labor laws, HR best practices, and general affairs management
Proven leadership and people management skills
Excellent communication, negotiation, and problem-solving abilities
Ability to manage multiple priorities in a fast-paced environment
Experience with HRIS and office management systems is an advantage

Lead, coordinate, and continuously improve the performance of the Land Acquisition team
Oversee and manage Security, CSR, and External Relations functions, ensuring alignment with operational and business objectives
Develop and propose annual work plans and budgets for Land Compensation, Security, CSR, and External Relations
Build and maintain strong, harmonious relationships with key stakeholders, including local communities, government authorities, and other external parties
Monitor and evaluate team performance, ensuring targets are achieved and corrective actions are implemented when necessary
Prepare and deliver regular reports on:
Land acquisition progress
Community relations
CSR program implementation
Provide strategic input and solutions related to land acquisition challenges and external issues arising from mining or other operational activities
Ensure full implementation and compliance with SMKP policies and regulations across all areas of responsibility
Bachelor’s degree in Law, Social Sciences, Public Administration, or related field
Minimum 10 years of experience in land acquisition, external relations, or CSR, preferably within mining, plantation, or infrastructure sectors
Strong experience in stakeholder management, including government and community engagement
Proven track record in land acquisition and compensation processes
Solid understanding of regulatory frameworks and compliance (including SMKP)
Strong leadership and team management capabilities
Excellent negotiation, communication, and conflict resolution skills
Ability to work in complex, high-pressure environments with diverse stakeholders
