Role Overview

We are looking for a Business Analyst with Scrum Master responsibilities to support large, complex, and high-pressure government IT systems.

This role is primarily responsible for business analysis, requirements governance, stakeholder management, and end-to-end solution alignment (80%), while also performing Scrum Master duties (20%) to ensure structured Agile execution and delivery discipline.

The successful candidate must be able to operate effectively within strict governance, audit, and compliance environments while driving clarity across business, technical, and vendor teams. This is not a passive documentation role, the candidate must be decisive, structured, and delivery-focused.

Key Responsibilities

1. Business Analysis & Requirements Leadership (Primary – 80%)

Requirements Elicitation & Management

Lead requirement gathering sessions with business users, government officers, and vendors.

Translate business needs into clear functional and non-functional requirements.

Produce high-quality artifacts (BRD, FRD, user stories, process flows, data mappings, interface specs).

Ensure requirements traceability from business needs to implementation and testing.

Manage requirement changes within governance and change control processes.

Stakeholder Management

Engage senior and demanding stakeholders confidently and professionally.

Facilitate requirement workshops and resolve conflicting priorities.

Act as the bridge between business users, technical teams, system integrators, and project management.

Ensure business alignment before development starts to reduce rework and ambiguity.

Solution & Delivery Alignment

Work closely with architects, developers, and integration teams to validate feasibility.

Review design proposals to ensure alignment with approved requirements.

Support SIT/UAT planning, test case validation, and defect triaging.

Ensure operational readiness and cutover documentation are aligned with business expectations.

Governance & Documentation

Ensure compliance with Singapore Government SDLC, audit, and reporting standards.

Maintain structured documentation repository and requirement baselines.

2. Scrum Master & Agile Facilitation (Secondary – 20%)

Agile Execution

Facilitate key Scrum ceremonies (Sprint Planning, Daily Stand-ups, Reviews, Retrospectives).

Ensure backlog readiness and clarity before sprint commitment.

Promote estimation discipline and sprint predictability.

Impediment & Delivery Support

Identify delivery blockers and work with stakeholders to resolve them.

Monitor sprint progress and highlight risks early.

Support integration milestones, SIT/UAT readiness, and release planning.

Continuous Improvement

Identify inefficiencies in delivery and recommend practical improvements.

Promote accountability and structured Agile practices aligned with governance requirements.

Mandatory Experience & Skills

Core Requirements (Strict)

Minimum 5–8 years of overall IT delivery experience

Minimum 3+ years of Business Analyst experience in large-scale IT systems

Minimum 2 years exposure to Agile / Scrum environments

Strong understanding of both Agile and traditional SDLC (Waterfall / Hybrid)

Proven experience handling complex system integrations and multi-vendor environments

Demonstrated ability to operate under tight timelines and delivery pressure

Strong analytical, documentation, and stakeholder engagement skills

Must-Have Experience

Experience in Singapore Government / Public Sector IT projects

Experience in mission-critical or 24/7 systems

Experience working with system integrators and multiple vendors

Hands-on experience with Agile tools (Jira, Confluence, Azure DevOps, or equivalent)

Job Scope:
1. Investigative & Case Support

• Assist in conducting preliminary investigations and fact- finding interviews regarding minor incidents.

• Obtain student and witness statements where appropriate and compile evidence and prepare structured incident reports to relevant KPs for directions.

• Update parents of affected students on the progress and conclusion of investigation.

2. Detention

• Supervise students assigned for either behavioural detention class (BDC) and Corrective Work Order (CWO) (Tuesdays to Fridays) at any point of time.

• Ensure students complete assigned tasks during detention.

• Follow up with form teachers for students assigned for and have missed their detention.

• Ensure detention tasks are meaningful and developmental in nature.

3. In-House Suspension Support

• Support school staff in managing students sent out of class, on internal suspension and who are missing from class.

• Support learning continuity during suspension through liaising with form teachers.

4. Administrative Support

• Perform data entry support for late-coming, offences and interventions.

• Compile weekly or monthly discipline statistics when required.

• Assist in monitoring student reporting channel.

• Maintain confidentiality of student information.

• Review detention, late coming and corrective work processes during the holidays.

5. Any other duties administrative and operational duties pertaining to student management that are assigned by the School during the period of employment.

Working Hours:
• Mondays to Thursdays: 8:00am to 5:30pm, inclusive of 1hr lunch break

• Fridays: 8:00am to 5:00pm, inclusive of 1hr lunch break

Salary: $3100/Month

Requirements:
• Relevant experience in restorative practice and behavior intervention, alongside a calm disposition to effectively handle challenging situations involving students

• Three (3) years working experience in a uniformed service background (e.g. Police, Prison Service or equivalent), with involvement in youth-related case investigations

• Strong communication and interpersonal skills

• Be able to multitask, work independently, and collaborate effectively as part of a team

• Be proficient in Microsoft Office applications and Google collaborative tools
