7. Foreign Worker Management (Construction Industry)

• Oversee dormitory, levy, work permit renewal, medical checkups, and repatriation matters.
• Liaise with relevant government agencies on labor-related requirements.
• Ensure compliance with regulations concerning migrant workers and site deployment.

8. HR Operations & Reporting

• Lead and mentor the HR team.
• Prepare HR reports, manpower statistics, and management dashboards.

Requirements

• Bachelor’s Degree in Human Resources, Business Administration, or related discipline.
• Minimum 8–12 years of HR experience, with at least 5 years in managerial role.
• Prior HR experience in construction / main contractor environment is highly preferred.
• Strong knowledge of employment legislation, labor regulations, and work pass procedures.
• Experience managing large workforce including site staff and foreign workers.

Position Summary

The Senior HR Manager is responsible for leading the full spectrum of Human Resource functions and driving strategic workforce initiatives to support the company’s growth objectives. This role serves as a key member of the management team, providing leadership in talent acquisition, organizational development, employee relations, compensation and benefits, compliance, and workforce planning within the construction industry.

Key Responsibilities

1. Develop and execute HR strategies aligned with the company’s business goals and long-term growth plans.

2. Lead manpower planning and workforce optimization across all construction projects and corporate functions.

3. Oversee recruitment, talent acquisition, and succession planning to ensure a sustainable talent pipeline.

4. Advise senior management on organizational design, workforce restructuring, and strategic HR matters.

5. Develop and implement competitive compensation, benefits, and performance management frameworks.

6. Ensure compliance with Singapore employment legislation, MOM regulations, and industry-specific requirements.

7. Lead employee relations matters, including conflict resolution, disciplinary actions, grievance management, and investigations.

8. Establish and maintain HR policies, procedures, and governance frameworks that promote operational excellence.

9. Drive employee engagement, retention, and culture-building initiatives across the organization.

10. Oversee foreign workforce management, including work passes, quotas, levies, accommodation arrangements, and regulatory compliance.

11. Lead learning and development initiatives, leadership succession programmes, and workforce capability building.

12. Partner with project directors and department heads to forecast manpower requirements and resource allocation.

13. Manage annual HR budgets, manpower costs, compensation reviews, and workforce productivity initiatives.

14. Represent the company in dealings with government agencies, industry associations, external consultants, and auditors.

Requirements

Education & Professional Qualifications

* Bachelor’s Degree in Human Resource Management, Business Administration, Psychology, or a related discipline.

* Professional HR certifications such as IHRP-SP, SHRM-SCP, CIPD, or equivalent will be highly advantageous.

Experience

* Minimum 10 years of progressive HR experience, with at least 5 years in a managerial or senior leadership role.

* Prior experience in the construction, engineering, infrastructure, or built environment sector is highly preferred.

* Proven track record in workforce planning, organizational development, and strategic HR leadership.

Technical Knowledge

* Strong knowledge of Singapore Employment Act, MOM regulations, CPF requirements, and foreign manpower policies.

* Experience managing large local and foreign workforces.

* Familiarity with HRIS, payroll systems, and HR analytics.
