• Monitor tendering platforms (such as Gebiz, SRM, Sesami) for targeted tenders and/ or new opportunities.
• Process tender documents, highlight specifications require for tender submission, and request information from other departments (eg, Safety/ Accounts/ Finance/ Project) to do reports.
• Attend tender briefing or site show round.
• Source for equipment quotations and subcontractors.
• Perform take-off quantities.
• Review supplier’s quotations to ensure compliance with project specifications and tender requirements.
• Review subcontractor’s quotations to ensure the scope for works is fully covered.
• Compile quotations and create a summary table/ spreadsheet.
• Present costing reports to the management.
• Perform technical write-up and prepare preliminary construction programs.
• Take lead for any tender clarification questions.
• Respond to Client’s Tender Validity Extension request.
• Prepare tender interview, presentation slides, quotations, and letters.
• Meet up/ call suppliers/sub-cons/ main contractors to discuss/ negotiate scopes/ prices and assist to prepare agreements where applicable.

Job Responsibilities:

• Lead in the negotiation of contract terms and assessment of contract proposals.
• Draft, review and issue contracts and agreements between customers and the Company, sub-contractors and suppliers.
• Develop and execute contracts & commercial negotiations and administration strategies for project tendering or administration.
• Prepare and monitor project cost budget, cash-flow for the project and adjust budget projections.
• Work closely with the director, project teams and quantity surveyors to resolve any potential technical and contractual issues and ensure that all legal implications are properly reviewed and managed.
• Administer contracts, prepare proposals and negotiations in accordance with Company’s policies and requirements.
• Analyse contract terms and identify possible risks and opportunities related to the application of contract clauses.
• Provide professional advice and support in tender exercise and subsequently, prepare the contract documentation / schedules.
• Manage any post tender queries, clarification, contract claims, disputes or conflicts.
• Execute other assigned tasks as delegated by the management team.

Job Requirements:

• Degree in Civil Engineering, Quantity Surveying or equivalent.
• Preferably with at least 8 years of experience in construction.
• Well versed in both public and private sector conditions of contract and construction law of Singapore.
• Excellent written, communication and negotiation skills.

Job Responsibilities:

• Lead and oversee the financial management and control functions across projects, ensuring alignment with organizational goals and compliance with financial policies and regulations.
• Work closely with project teams, Quantity Surveyors, and HR to develop and monitor project funding requirements, cash flow projections, and quarterly rolling forecasts.

Job Requirements:

• Bachelor’s Degree in Finance, Accounting, or equivalent professional qualification (e.g. ACCA, CPA).

• Strong experience in cash flow management, project financing, and financial planning & analysis (FP&A).
• Proven track record in banking relationships, financing instruments (BG, LC), and insurance management.
• Experience in forex risk management and treasury functions will be highly advantageous.

• Act as the key HR business partner to management and project teams on all HR-related matters, ensuring compliance with company policies and Singapore employment regulations.
• Lead and manage the full spectrum of HR functions, including recruitment, onboarding, employee relations, performance management, compensation & benefits, and offboarding processes.

• Manage and ensure proper maintenance of HR systems and employee records, ensuring data accuracy and confidentiality.
• Prepare and present HR reports, manpower analytics, and dashboards to management for decision-making.
• Drive training and development initiatives, including identifying training needs, coordinating with training providers, and supporting workforce upskilling.
• Lead and participate in HR projects, process improvements, and policy development initiatives.
• Ensure compliance with statutory requirements including MOM, TAFEP, BCA and other regulatory bodies.

Job Requirements:

• Degree in Human Resource Management, Business Administration or related discipline.
• Minimum 5–8 years of relevant HR experience, preferably in construction or managing blue-collar workforce.
• Proven experience in manpower planning, budgeting, and HR cost control.
• Strong knowledge of Singapore employment laws, MOM regulations, and work pass processes.
• Experience handling payroll, employee relations, and full HR operations.
• Familiarity with HR systems (e.g. Whyze HR or equivalent) will be an advantage.
