Quantity Surveyor (QS)

Job Description:

• Experience in pre & post contract administration.
• Prepare tender cost submission /measurement / quantity take off / cost evaluation.
• Be responsible for sourcing subcontractors and suppliers.

• Responsible for claims, variation orders, budget & cost control.

Job Requirements:

• Possess a Degree in Quantity Surveying or Building or Diploma or Nitec (Building/QS) or equivalent.
• Minimum 3-4 years of relevant working experience in a construction firm preferred.
• Self-motivated and able to work independently in a fast-paced environment and under pressure to meet tight deadlines.
• Have good knowledge of market updates and construction cost trends.

Project Engineer (Building Construction)

Responsible for managing technical coordination, method statements, and submission processes to ensure smooth project execution in compliance with specifications and regulatory requirements. 

This role supports site operations by liaising with consultants, subcontractors, and authorities to secure timely approvals and resolve technical issues. Ensuring works are executed according to approved methods, drawings, and standards. Strong technical knowledge, coordination skills, and attention to detail are essential for successful project delivery.

Key Responsibilities

• Method Statement & Technical Submission Management
  Prepare, review, and ensure timely approval of method statements, shop drawings, and material submissions.
• Authority Submission & Clearance Coordination
  Manage submissions to relevant authorities and ensure compliance with statutory requirements.
• Consultant & Stakeholder Coordination
  Liaise with consultants, clients, and subcontractors for technical approvals and issue resolution.
• Site Technical Support & Execution Control
  Ensure site works are carried out in accordance with approved drawings and method statements.
• Documentation & Compliance Management
  Maintain proper records of submissions, approvals, and project documentation.
• Progress Monitoring & Issue Resolution
  Track submission status, identify bottlenecks, and resolve technical or approval-related issues.

Key Activities

Method Statement & Technical Submission Management

• Prepare and submit method statements, risk assessments, and safe work procedures.
• Coordinate with subcontractors to obtain shop drawings, material samples, and technical details.
• Review submissions to ensure compliance with project specifications and consultant requirements.
• Track submission status and follow up on approvals to avoid delays.
• Ensure all works are executed based on approved method statements and drawings.

Authority Submission & Clearance Coordination

• Prepare and submit documents to relevant authorities such as Building and Construction Authority (BCA), Urban Redevelopment Authority (URA), and other regulatory bodies.
• Coordinate inspections and obtain necessary permits and clearances before work commencement.
• Ensure compliance with statutory regulations, codes of practice, and authority requirements.
• Monitor submission timelines and ensure approvals are obtained as per project schedule.

Consultant & Stakeholder Coordination

• Attend technical meetings, coordination meetings, and site inspections with consultants.
• Liaise with architects, engineers, and clients to clarify technical requirements.
• Respond to consultant comments and revise submissions accordingly.
• Facilitate timely decision-making and approvals.

Site Technical Support & Execution Control

• Provide technical support to site team and supervisors.
• Ensure works are executed according to approved drawings, specifications, and method statements.
• Identify discrepancies and coordinate solutions with relevant parties.
• Conduct site inspections and ensure compliance with quality standards.

Documentation & Compliance Management

• Maintain updated records of all submissions, approvals, and correspondence.
• Ensure proper document control and version tracking.
• Prepare reports on submission status and approval timelines.
• Support audits and ensure documentation readiness.

Progress Monitoring & Issue Resolution

• Monitor submission schedules in line with construction programme.
• Identify potential delays in approvals and escalate issues proactively.
• Coordinate with subcontractors and consultants to resolve technical issues.
• Maintain logs for RFIs, submissions, and approvals.

Site Engineer (Construction)

Primary Roles and Responsibilities :

• Supervision of Works: Overseeing and managing daily construction activities, including the work of subcontractors and the site labor force, to ensure adherence to approved plans and schedules.
• Technical Expertise & Problem Solving: Serving as the main technical point of contact, interpreting technical designs and drawings, and providing on-site solutions to unexpected technical or engineering problems that arise during construction.
• Quality and Safety Assurance: Performing regular site inspections and quality control assessments to ensure that the work, materials, and methods used meet quality standards and regulatory requirements. This includes enforcing workplace safety and health (WSH) procedures.
• Coordination and Communication: Liaising with a wide range of stakeholders, including the project manager, architects, consultants, main contractors, and government bodies, to ensure smooth project implementation and communication of progress or issues.
• Resource and Cost Management: Planning, organizing, and monitoring the use of materials, tools, and equipment on site, as well as tracking labor costs to improve efficiency and reduce waste and operational costs. 

Key activities :

• Monitor and review master construction program and preparation of catch-up program, if applicable.
• Monitor and supervise Engineers / foremen, ensure compliance to the quality procedures & standard of workmanship. Checking on quality and quantity of work by subcontractors.
• Preparation of detailed program for the site team to follow accordingly & completed in time.
• Resolve drawing discrepancies & technical difficulties with Technical team.
• Preparation of detailed method statements and work instructions for construction.
• Coordinates between sub-contractors/vendors/internal departments and monitor site manpower / material / equipment demands to meet schedules.
• Liaise with the Consultants on the submission related to structural works and Technical Department.
• Plan all works on site, including program schedules and construction methods, forecast equipment, material and manpower requirement, and control usage and wastages of all.
• Adherence to safety practices in the work place.
• Ability to identify potential and occurring problems that affect the schedule of works at site and recommend solutions to relevant team / department.
• Ensuring that the site works are completed with high quality standards and adhering to safety requirements throughout the project.
