Preferred competencies and qualifications

• Secondary School/SPM qualification
• 3–5 years of relevant administrative or office management experience

• Knowledge of payroll, HR administration, and document control to support administrative functions

The Administrative Manager will oversee the school's administrative operations and ensure compliance with regulatory requirements. The successful candidate will work closely with management to support business growth, manage operational processes, and coordinate with overseas partners, particularly in China.

Key Responsibilities

• Manage the daily administrative operations of the school and ensure efficient office management.
• Develop, review, and implement administrative policies and procedures.
• Ensure compliance with the requirements of SkillsFuture Singapore (SSG), ICA, EduTrust, and other relevant regulatory authorities.
• Coordinate student admissions, enrolment, and administrative documentation.
• Liaise with local and overseas education partners regarding student recruitment and academic collaborations.
• Plan and coordinate international recruitment activities and business development initiatives.
• Travel to China periodically to:
• Meet with recruitment agents and institutional partners.
• Conduct partner training and briefing sessions.
• Participate in education fairs and recruitment events.
• Establish new partnerships and strengthen existing collaborations.
• Monitor the performance of overseas recruitment agents.
• Prepare reports, budgets, and management presentations.
• Supervise administrative staff and oversee staff training and performance.
• Assist the management team in strategic planning and operational improvements.
• Perform any other duties assigned by Management.

Entry Requirements

• Bachelor's Degree in any discipline.
• At least 1 year of relevant managerial or administrative experience, preferably within the education, training, or service industry.
• Experience in managing regulatory compliance and administrative operations.
• Strong organisational and leadership skills.
• Excellent communication and interpersonal skills.
• Ability to work independently and manage multiple priorities.
• Proficient in Microsoft Office applications.
• Willingness to travel overseas, particularly to China, for business development and partnership management.

Preferred Qualifications

• Experience working with Private Education Institutions (PEIs) in Singapore.
• Familiarity with SSG, ICA, EduTrust, and student administration processes.
• Experience in international student recruitment or education partnerships.
• Knowledge of Chinese business culture and education market.

• Administer training programmes, including coordinating with the team to publicise programmes and ensuring training sessions are conducted according to schedule.
• Collaborate with School Heads to draft publicity materials for local commercial attachment opportunities and consolidate expressions of interest.
• Prepare and draft submissions for overseas attachment programmes.
• Monitor and track budget utilisation based on monthly Finance General Ledger (GL) reports, ensuring timely and healthy claims submissions.
• Prepare and disseminate quarterly budget utilisation reports to divisions.
• Support managing the annual call for overseas trip requests and assist in the preparation of the consolidated ("mega") paper.
• Maintain and update training roadmaps, records, and the overseas conferences database in Portia.
• Coordinate with CSD to organise and facilitate orientation programmes for newly appointed officers.

Responsibilities

• Design mechanical process systems for water and wastewater treatment plants at concept, functional, preliminary, and detailed stages, including screening, physical-chemical, biological treatment, blower, odour control, disinfection, and sludge treatment equipment
• Design various pumping systems for water, wastewater, and sludge treatment plants through all design phases
• Design ancillary systems such as chemical feed, mechanical ventilation, and drainage systems from concept to detailed design
• Prepare General Arrangement and equipment layout drawings to support project requirements
• Develop mechanical process equipment and pump specifications to ensure compliance and performance
• Perform mechanical equipment and pipe sizing and calculations to meet engineering standards
• Review and evaluate vendor submissions to ensure technical compliance and quality
• Coordinate with civil, structural, electrical, building services, and instrumentation & control disciplines to integrate designs
• Lead meetings and discussions with clients, contractors, and vendors to drive project progress and resolve issues
• Provide engineering support for bids and proposals to secure new projects

• University engineering degree in mechanical engineering
• Minimum 10-15 years’ experience in mechanical design of municipal and industrial wastewater treatment
• Ability to work independently to produce project deliverables within timelines
• Experience leading and guiding a team of engineers and performing QA/QC on their designs
• Proficient written and oral communication skills with strong interpersonal abilities
