COMPLIANCE SPECIALIST

The selected candidate will join the Transaction Monitoring Team in the Bank's Compliance Department. He/She is expected to demonstrate understanding of the prevailing AML regulations specific to Singapore. The roles and responsibilities include the following:

• Perform 2nd level review and analysis to determine any potential AML/CFT concerns and provide approval for escalations of trade transactions, remittances including cheques/ cash to Compliance. Document the risk assessment and the risk mitigations that support the advisory decisions (pre transaction monitoring, escalation from Operationsto Compliance).
• Review and investigate all post transaction monitoring alerts generated by Transaction Monitoring System. Perform post transaction analysis where necessary.
• Ensure efficient identification and monitoring of suspicious activities and transactions, and timely reporting of suspicious transactions to the authorities.
• Communicate with relevant Business Units and Operations to provide transaction monitoring advisory and expertise on all transaction monitoring matters.
• Assist with daily/monthly AML report checks, updating internal local list, high risk country list, review of watchlist reports and transaction escalation received from Business Units / Operations.
• Undertake other ad hoc duties as and when required e.g. KYC reviews / extract of documents for audit review, provide statistics.
• Maintain a current understanding of trade based money laundering red flags; money laundering and terrorist financing issues as well as sanctions, including policies, procedures, regulations, industry best practices, criminal typologies and developing trends.
• Identify opportunities for process improvements and any other roles where the Bank is required of you.

The ideal candidate must meet the following requirements:

• Recognized Degree with minimum total work experience 3 – 5 years in the financial industry, which should include minimum of 2 years’ experience in AML/CFT Compliance - Transaction Monitoring (with knowledge of Trade ECDD and other types of transactions due diligence) and Investigation.
• Sound knowledge of MAS regulations (MAS Notice 626, Guidelines to MAS Notice 626 and best practice papers), Sanctions, investigation and Anti-Money Laundering regulations.
• Strong analytical skills and meticulous with an investigative mindset.
• Good written skills for the purpose of detailing analysis and recommendation in Compliance Comments for transaction review/ investigation reports/ memo.
• Good communications skills, hands-on, independent and proactive in carrying out daily tasks and investigations.
• Team player and proactive and able to take initiative.

Key Responsibilities

Functional specification

a. Responsible to analyse and define detailed functional specifications based on the functional and non-functional requirements document.

b. Collaborate with Functional Business Analyst to clarify functional and non-functional requirements.

c. Define and ensure traceability from functional specifications to business requirements.

Technical Design

a. Responsible to create technical design.

b. Ensure technical design adheres to architectural roadmap, Development practices, and security requirements.

c. In case of vendor implementation: Ensure vendor resources create technical design document.

d. Collaborate with developers and infrastructure teams to clarify functional specification and technical design during build, test and deployment phase.

e. Collaborate with Production Support to establish IT operations procedures and document as part of Tech Design.

f. Coordinate execution of threat modeling process with assistance of Security Architect to ensure implementation of safeguards is comprehensive in accordance with threats.

Testing & Scope Management

a. Clarify test findings escalated by Test Manager and classify the findings accordingly (either as a defect or change request).

b. Provide input to impact assessment and estimation for Project Change Request.

c. Work with Test Manager to review test plan and functional test scope.

• 1 - 2 years working experience with AML will be nice to have.

• AML/KYC Transaction Monitoring Experience (Actimize, Evidentzy, Net Reveal, Detica)

Essential Technical Skill :-

• Experience with Oracle PL/SQL, Oracle SQL.

• Batch Scripting, Control M, DevOps.

As a Compliance (Transaction Surveillance) Analyst, you will be performing live transaction screening and investigations to continually safeguard YouTrip’s reputation and customer funds.

You will:

• Analyze and review live transactions within SLA that were flagged, identify trends & patterns that may signify suspicious or fraudulent activities, with knowledge of regulatory expectations.
• Assess potential name hits against sanctions lists to determine the acceptance or rejection of the transaction. 
• Establish any fraudulent patterns/indicators that may indicate that the account is compromised and/or in relation to scam related typologies. 
• Be the Subject Matter Expert in Complyadvantage (Screening Tool), and support any enhancement/process related workflows. 
• Handle resolution of confirmed suspicious cases, including assisting to reach out to affected customers and internal teams for further investigation. 
• Collaborate with Compliance and other key business functions to ensure a smooth end-to-end internal process to achieve customer satisfaction and safeguard company’s and users’ interests.
• Escalate to the compliance team whenever required upon true hits and/or suspicion, with a clear report that describes the rationale of escalation and the impact of the hit. (i.e. sanctions concerns, AML concerns or Fraud Concerns)
• As the required coverage is Daily - weekend work will be required.
