Procurement Engineer (OEM & Hardware)

- Manage component sourcing on OEM & Hardware Commodities

- Overall ownership to drive cost reduction and value creation initiatives through negotiations, alternate sourcing, localizations, VAVE, supplier consolidations

- Establish wide supplier network to facilitate both Sourcing and Procurement activities,  leading strategic relationship with critical suppliers

- Identify redesign cost reduction opportunities

- Drive component lead time improvement, Payment terms, delivery terms, MOQ/SPQ reduction and Optimizations

-Develop and maintain strategic supplier relationships to meet quality, cost, delivery and capacity requirement

- Collaborate closely with Engineering, operations and product team, plan & drive execution of all Procurement & Sourcing activities.

- Monitor global market trend and implement proactive risk mitigation and contingency Strategies on EOL, Single source parts

- Interface with Engineering on design review/ECN/Part changes & provide resolutions on all technical issues.

- AOS Management during build phase and initial production phase

Requirements:

JOB DESCRIPTION:

Position Summary :

This position will apply their expertise to maintain an efficient procurement system, ensuring procured items meet specifications, quality standards, cost targets, and delivery schedules. Key responsibilities include collaborating with all functional teams to meet needs and develop procurement strategies, conduct supplier evaluations, contract negotiations, and drive cost savings initiatives. Role and Responsibilities

Procurement Operations and Data Maintenance

• Support the procurement function and other relevant departments and communicate any supply problems which may impact on business operations. Act as an interface between suppliers and relevant departments on purchasing processes and new projects and activities.

• Manage the day-to-day of procurement activities, engagement with stakeholders to ensure materials and/or services needed for business success.

• Ensure compliance with regulations and company standards and procedures.

• Responsible for the Procurement management and operations process including Procurement information flow – suppliers information maintenance, items suppliers’ connection, supplier agreements and supplier basic data like company information, MOQ, order multiple, responsible personnel, etc.

Sourcing and Analysis / Project

• Monitor market trends, competitor strategies and market suppliers, provide analysis on costs, and review costs to achieve savings. Establish r/s with suppliers to leverage the needs in terms of tight supply situation as well as to be ahead of the market requirement.

• Develop and implement a strategic sourcing plan to meet business needs. Communicate and update the plan regularly based on market trends, supplier capabilities and business priorities.

• Collaborating with technology to understand our company needs as well as working with our existing/new suppliers to determine company strategic alignment.

• Create and review opportunities on alternative materials and or suppliers to meet the business unit objectives in procurement activities and deliver the best values and business savings. Develop strong partnership with suppliers.

• Develop and maintain reports or dashboards to support procurement performance monitoring. Analyze procurement spend data to identify trends and variances.

• Involve in Global procurement project activities to maintain Global-Regional alignment.

Vendor Management

• Regularly review and monitor supplier performance i.e. quality and delivery performance, supplier approval records and qualifications.

• Contribute and participate in supplier audits when required. Maintain appropriate documentation in accordance with ISO procedures

• Proactively engage with stakeholders to review repetitive/critical supplier corrective actions and develop an annual supplier audit program where applicable

SnOP

• Contribute and communicate the impact on Procurement activities to stakeholders when situation arises like trend of raw material / feedstock related, market change and potential effects on supply. Participate in Sales & Operations Planning meeting to update the information. 2

• Contribute and communicate the impact on Procurement activities to new business initiatives and projects.

• Proactive in working with key stakeholders to assess risk, review future strategies, forecast accuracy, identify potential costs down, new programs and improvement opportunities or mitigate the risk.

Requirements

• 2 - 5+ years of experience in procurement, project-based procurement or supply chain roles.

• Tech-savvy with experience in computer skills, digital procurement processes and data analytics tools.

• Strong understanding of technical specifications, and material standards.

Working hours:

Participate in the engineering, procurement and manufacturing process of static equipment, such as Pressure Vessels, Atmospheric Tanks, Heat Exchangers etc, from RFQ to shipment, control and manage vendor quality issues (TBE, PO, KOM, PIM, weekly meeting, and manufacturing, In-progress Inspection, Pressure Test, FAT, Final Inspection, etc.).

Responsibilities

• To become familiar with the company's requirements 
• Support the procurement department and participate in various meetings with the Vendor/Company to ensure the product packages are met and compliance with the project specifications / Standard and Code requirements.  
• Attend KOM / Organize of PIM and prepare the quality section slide.
• Review and comment on vendor documents (ITP, MPS, FAT procedure, report, etc.)      
• Organize the vendor weekly meeting and communicate to COMPANY regarding the vendor’s progress updates controversial comments or feedback, raise a clarification meeting if necessary.
• Proactive and liaise with TPC coordinator and update the vendor package progress status information to Engineering/Procurement and Client      
• Verify NOI readiness and forward to TPC coordinator for vendor inspection
• Review and comment TPC inspection report
• Manage the NCR if discrepancies are identified and expedite the vendor's resolution proposal / RCA (If necessary) within 3 working days of receiving NCR from the vendor.
• Review the manufacturer's record book / As-built dossier.

Requirements

• Shall have a bachelor’s degree or higher in Mechanical Engineering
• Minimum 15–20 years of mechanical engineering experience in oil & gas, energy, or offshore EPC/EPIC/EPCM projects, with direct involvement in procurement quality and manufacturing execution
• At least 8–10 years of hands-on experience in procurement QA/QC, including vendor qualification, RFQ technical review, TBE clarification, manufacturing surveillance, FAT, and final inspection activities
• Proven experience supporting FEED, EPIC, EPCM, brownfield, and offshore projects, with exposure across design, procurement, manufacturing, construction, and commissioning phases
• Prior experience supporting Middle East–based projects, including vendor manufacturing oversight, including coordination with third party inspection agencies across multiple countries
• Strong experience acting as EPC / Client-side QA/QC focal point, interfacing with vendors, engineering, procurement, inspection agencies, and Operators
• Shall have knowledge and understanding of ISO-9001 quality system requirements and implementation.
• Preferably has CSWIP3.1 or AWS-CWI or IWE and NDT qualification
• Demonstrated experience supporting Middle East national oil companies (NOCs) or equivalent, with exposure to Operator standards, vendor qualification, and third-party inspection governance.

Job Description

As a Procurement Engineer, you will be a key partner in significant product cost reduction activities, in early phase innovation working closely with the design engineers and/or in the manufacturing phase.

Responsibilities:

• New product sourcing and management. Responsible of performing research and analysis to identify project requirements, conceptualizing plans, designing, and developing systems, establishing guidelines and goals, and creating strategy to optimize operational activities for new product introduction.

• Work with Engineering, Quality, Commodity and NPI to ensure success in new product development and launch.

• Manage and coordinate in early supplier involvement in new product introduction from part design phase through mass production, ensure critical timeline and target COGS are met.

• Ensures that Cost, Quality and Availability are achieved for product development phase and through their full life cycle.

• Manage supplier onboarding process and selection with integrity, alignment across value-chain and value engineering.

• Manage cost activities:

- Responsible in ensuring best-in-class cost, thru negotiation and/or tear down activities.
- Identifies cost drivers to influence design decision making towards target costing.
- Product/module cost models and quotes are up to date at launch and effectively rolled out.
- Reviewing and negotiating supplier terms and conditions exceptions to mitigate risk.

Qualifications:

• Bachelor Degree in Electrical / Mechanical Engineering

• Typically 5 years or more of relevant experience.

• Procurement or Material Engineering experience is a plus.

• Working knowledge of geometric tolerances.

• Experience creating or modifying manufacturing processes and procedures.

• Experience in managing overseas suppliers.

• Understand Bill of Material (BOM) structure, able to interpret technical drawings / specifications and familiar with Engineering Change Process.

• Experience in Operation Management or capital equipment design is a plus.

• Strong Analytical, planning and interpersonal skills as well as experience in engaging stakeholders.

• Positive and able to work in fast-paced environment.

• Mature, independent and results-oriented.

• Able to work with different departments / functional groups.

• Some travel is required for the role.(not a lot of travel).
