Responsibilities

• Plan, lead and manage the overall procurement function, aligning procurement strategy and sourcing plans with project requirements and company objectives
• Manage the day-to-day operations of the procurement department, including sourcing, supplier evaluation and selection, purchase order management, materials and equipment planning, budgeting and cost control
• Develop, implement and enforce procurement policies, procedures and standards to ensure consistency, transparency and compliance
• Monitor procurement progress and performance against project schedules and budgets, ensuring timely delivery of materials and equipment to site
• Take prompt action to address supply delays, material shortages, price fluctuations or emergencies that may impact site progress
• Liaise with project teams, commercial/QS, consultants, subcontractors, suppliers and relevant authorities to resolve procurement and supply issues
• Manage supplier relationships, conduct supplier performance evaluations and maintain an approved vendor list
• Lead, guide and develop the procurement team to build a capable and high-performing department

Requirements

• Minimum Bachelor's Degree in Supply Chain Management, Engineering Management or its equivalent from recognised universities.
• Minimum 15 years' procurement & commercial experience, with relevant managerial/leadership experience, preferably in the construction industry
• Strong knowledge of construction materials, market trends and supplier networks
• Familiar with procurement systems/ERP and relevant procurement compliance requirements
• Able to communicate and write fluently in both English and Chinese to prepare procurement analysis and supervision reports for Beijing HQ
• Independent, diligent, meticulous and highly motivated with strong leadership and excellent team spirit

Responsibilities:

• Ensure all payment documents are prepared and submitted to the Finance Department within stipulated timelines.

• Perform matching of payment documents and forward them to the respective Purchaser for verification and/or amendment.

• Organise, file, and maintain payment documents on a daily basis to ensure proper record-keeping.

• Prepare accurate and complete summaries of all payment documents.

• Enter invoice details into the Treasury Integrated System in a timely and accurate manner.

• Submit payment document summaries together with supporting documents to the Purchaser for verification.

• Follow up with the Purchaser and site QS on document submissions and any required corrections or amendments.

• Carry out any other ad hoc duties as assigned by Management.

• 3-5 years of relevant experience in purchasing administration, procurement support, or accounts/purchasing clerical work.

• Basic understanding of purchasing, invoicing, and payment documentation processes.

• Familiarity with accounting systems, ERP, or treasury systems is an advantage.

• Detail-oriented, organised, and able to handle high volumes of documents accurately.

• Good coordination and follow-up skills with internal stakeholders.

• Proficient in Microsoft Office applications, especially Excel.
