Strategic Leadership

Supplier & Risk Management

• Lead strategic sourcing to identify and evaluate high-performing suppliers, including in emerging markets.
• Negotiate complex, high-value contracts to secure optimal terms and mitigate risks.
• Build strong, long-term supplier partnerships to support innovation and reliability.
• Develop risk mitigation strategies to ensure continuity of supply during disruptions.

Financial & Operational Oversight

• Manage and optimize procurement budgets across multiple projects.
• Conduct spend analysis to identify trends, savings opportunities, and improve spend under management.
• Implement continuous improvement initiatives to streamline procure-to-pay processes.

Team Leadership & Collaboration

• Lead, coach, and develop a procurement team of managers, analysts, and buyers.
• Collaborate with finance, legal, operations, IT, and other stakeholders to align procurement with business needs.
• Set and track procurement KPIs, including cost savings, supplier quality, and delivery performance.

Compliance & Sustainability

• Establish and enforce procurement policies that align with legal, regulatory, and ethical standards.

Requirements:

• More than 10 years of experience in a similar senior procurement role.
• Proven track record managing procurement budgets across multiple projects.
• Degree in a relevant field.

Procurement responsibilities

• Supplier Management: Identify, vet, and manage high-performance suppliers across China, Vietnam, Singapore, and the USA.
• Category Expertise: Manage the procurement of raw materials (steel, timber, concrete), prefabricated structures, and complex electronic components/industrial systems.
• Tendering & RFx: Lead the Request for Proposal (RFP) and Quote (RFQ) processes, conducting bid analysis to ensure competitive pricing and quality.
• Develop new & alternative sources of suppliers and products of the best value for the company
• Ensure that the procurement and tender procedures are administered in accordance with the procurement procedures and guidelines
• Monitor on delivery and shipping of purchases
• Arranging of insurance and certification requirements for shipping
• Freight. Manage relationships with 3PLs and freight forwarders to optimize shipping routes and costs.
• Customs & Compliance: Navigate Singaporean and international trade regulations. Ensure all cargo has correct Certificates of Origin, shipping certifications, and meets destination-specific import requirements.
• Administer the insurances which include Industrial All Risks, Public Liability, Marine, Terrorism, D&O, P&I insurances

Project & Financial Control

• Schedule Alignment: Synchronize procurement lead times with project construction schedules to prevent costly on-site delays.
• Change Management: Coordinate with engineers and project managers to handle design changes, ensuring the supply chain adjusts without compromising project milestones.
• Total Cost of Ownership (TCO): Perform spend analysis and budget forecasting to mitigate the impact of fluctuating raw material and electronic component prices.
• Maintain supplier database - Create/update/delete of Vendor Profile in system (Xero)

Requirements

• Experience: 5+ years of experience in Procurement or Supply Chain Management, specifically within the Construction or Engineering/Electronics industries.
• Trade Expertise: Proven track record of managing trans-Pacific and intra-Asian logistics (specifically involving China, Vietnam, and the US).
• vAble to use Xero or other procurement software
• Able to use Microsoft Office for Word and Excel and Adobe Acrobat
• Able to multi-task and work in a fast paced environment

• Experienced in sourcing, procurement, vendor management
• Strong communication and negotiation skills

Key Responsibilities

1. Procurement Planning

• Develop procurement plans based on project schedules, budgets, and material requirements.

• Work closely with project managers, engineers, and quantity surveyors to identify procurement needs.

• Forecast material and equipment requirements for multiple construction projects.

2. Supplier & Subcontractor Management

• Source, evaluate, and maintain relationships with suppliers, vendors, and subcontractors.

• Conduct supplier pre-qualification and performance evaluation.

• Maintain an approved vendor list for construction materials and services.

3. Purchasing & Contract Negotiation

• Request quotations and analyze supplier bids for price, quality, and delivery timelines.

• Negotiate contracts, pricing, and payment terms with suppliers and subcontractors.

• Issue purchase orders and ensure proper documentation.

4. Material & Equipment Procurement

• Procure construction materials such as cement, steel, aggregates, finishing materials, and mechanical/electrical items.

• Coordinate the procurement of heavy equipment and machinery rental if required.

• Ensure materials comply with project specifications and quality standards.

5. Cost Control & Budget Monitoring

• Monitor procurement costs and ensure purchases remain within project budgets.

• Identify cost-saving opportunities through strategic sourcing and bulk purchasing.

• Work with the finance team to control project procurement expenditures.

6. Logistics & Delivery Coordination

• Track material deliveries to construction sites and ensure timely supply.

• Resolve delivery delays, shortages, or quality issues.

• Coordinate with site teams and warehouse personnel for proper material handling.

7. Compliance & Documentation

• Ensure procurement activities comply with company policies and construction regulations.

• Maintain accurate records of purchase orders, contracts, supplier agreements, and invoices.

• Support audits and project documentation requirements.

8. Team Leadership

• Supervise procurement officers or purchasing staff.

• Provide training and guidance on procurement processes and systems.

• Ensure efficient workflow and task distribution within the procurement team.

Qualifications

• Bachelor’s degree in Construction Management, Civil Engineering, Supply Chain Management, or Business Administration.

• Minimum 5–10 years of procurement experience, preferably in construction or engineering industries.

• Experience with construction materials sourcing and subcontractor procurement.
