Key Responsibilities

• As Subject Matter Expert responsible for all Instrumentation and Control systems including design, operations, maintenance, testing and commissioning, improvements, training programs and projects when needed.
• Ensure a safe and optimal performance, reliability and efficiency of these systems throughout the facility’s lifecycle.
• Perform any other additional technical functions assigned by management.

Education Qualification & Essential Experiences

• Bachelor's degree or higher in Electrical / Electronic Engineering or related field.
• Minimum of 10 years of relevant experience in Facility Instrumentation and Control systems
• Wafer fab facility Instrumentation and Control systems design, operation and maintenance experience.

Job Description & Requirements

Roles and Responsibilities:

• Lead a team of engineers comprising of process, mechanical and electrical engineers work on projects that involve multiple applications including SCADA, plant controls, telecommunications networks, and related systems.
• Prepare an overview after review of the Client’s IC&A strategy and compared it with project provisions.
• Preparation of Instrument List and cabling requirements and scope matrix will be your responsibility when procurement is required for the IC&A scope.
• Selection of instruments, analyzers and other control equipment to meet specification and design requirements for procurement.
• Review of technical submissions for compliance to project requirements and prepare technical submissions to client’s consultant and obtain approval in a timely manner.
• Prepare P&ID, process control narratives, instrument lists and I/O (input/output) or update client’s P&ID, process control narratives, instrument lists and I/O (input/output) as information from process equipment vendors become available. Issue project requirements to equipment vendors in accordance to the scope matrix of the IC&A package.
• Represent the Company at client and consultants meetings on IC&A matters.
• Review and understand the IC&A interfaces with other sub contracts or third parties and prepare a program to meet the interface milestones or bring to the attention of the supervising consultants in a timely manner on our requirements to meet construction program.
• Prepare Inspection and Testing Procedure for the IC&A Systems and lead in the testing and commissioning of the IC&A systems. Work with other disciplines from the Company and are expected to assist to ensure a full integration of process equipment controls.
• Manage the budget of the for the IC&A scope and prepare monthly report on the cash flow to the Project Manager.

Requirements:

• Possess at least Bachelor's Degree in Electrical & Electronic Engineering / Instrumentation & Control Engineering / Advanced Diploma in Process Control and Instrumentation.
• 10 years of EICA work experience, preferably in water/waste water projects.
• Experience in Selection, installation and Commissioning of Instruments.
• Experience in Basic Programming of PLC/DCS and SCADA.
• Experience in Project Execution, Supervising and Coordination with sub-contractors,consultant and Client.

• Lead and develop a team of technicians and engineers to achieve key maintenance, quality, and equipment performance goals, ensuring strong readiness and reliability of assets for ongoing and future operations.
   
• Drive the implementation and continuous improvement of TPM pillars, including maintenance KPI (OEE,MTBF,MTTR, tDt), preventive maintenance, autonomous maintenance, and focused improvement to strengthen equipment uptime and stability.
   
• Champion maintenance excellence by coordinating effective planning of maintenance activities, optimizing resource utilization according to company policy, RBA and local labor legal requirement, overseeing equipment condition monitoring, and conducting risk assessments for equipment reliability.
   
• Provide mentorship, coaching, and structured training to build technicians’ technical capability, career growth, and motivation toward achieving departmental objectives.
   
• Instill systematic problem-solving culture, applying root-cause analysis and problem solving tools, LEAN concepts, and reliability-based approaches to eliminate chronic losses.
   
• Foster an inclusive, collaborative, and high-performance team environment that encourages ideas, cross-functional cooperation, and continuous professional development.

Responsibilities

• Accountable for driving compliance with defined Global processes and procedures across all construction project activities

• Develops and maintains comprehensive documentation, including process frameworks, audit reports, and project controls guidelines, ensuring accuracy, clarity, and accessibility for all project stakeholders

• Serve as the primary interface between line planning, engineering, construction, procurement, and finance teams on all scheduling and risk matters

• Partner with the BIM team to ensure 4D BIM models are aligned with construction schedules and updated throughout the project lifecycle

• Collaborate with estimating teams on baseline schedule and cost integration

• Project Control scope includes the following but not limited to:

• Lead Scheduling

• Develop, maintain, and manage fully integrated master project schedules using industry-standard scheduling tools (Primavera P6, Microsoft Project)

• Lead 4D BIM scheduling by integrating 3D models with project schedules to visualize construction sequences and optimize workflow planning using tools such as Autodesk Navisworks Bentley Synchro, or equivalent

• Establish and enforce schedule governance standards, including WBS structure, activity coding, logic relationships, baseline management, and schedule health metrics

• Conduct regular Critical Path Method (CPM) analysis, float analysis, and schedule variance reporting

• Drive look-ahead scheduling (2-week, 4-week) in collaboration with field teams and contractors

• Coordinate schedule integration with procurement, design, construction, and commissioning teams

• Perform schedule compression / acceleration analysis and evaluate time-cost tradeoffs using generative scheduling techniques

• Risk Management:

• Lead the development and maintenance of the project risk register, including qualitative and quantitative risk assessments

• Execute probabilistic schedule risk analysis using Oracle Primavera Risk Analysis (PRA) — including Monte Carlo simulations, tornado chart analysis, and confidence level reporting (P50/P80/P90)

• Identify and quantify risk drivers, model mitigation strategies, and recommend contingency levels for schedule and cost

• Facilitate risk workshops with project stakeholders to identify, assess, and prioritize risks

• Develop and track risk response plans and mitigation actions

• Perform "What-If" scenario analysis to test impacts of risk events on schedule and cost outcomes

• Integrate risk analysis outputs into project reporting and executive dashboards.

• Project Controls & Reporting:

• Develop and maintain earned value management (EVM) reporting — tracking SPI, CPI, schedule variance, and cost variance

• Prepare and present project controls reports (weekly, monthly, executive level) including schedule status, risk summary, and forecast-to-complete

• Develop and maintain integrated project dashboards combining schedule, cost, risk, and quality data

• Support project closeout activities including schedule analysis, lessons learned, and as-built documentation.

• Any other duties that required based on priorities by the management.

Skills / Qualifications:

• Bachelor's degree in Engineering, Construction Management, Architecture, or related field

• Degree in any engineering disciplines / project management / construction or equivalent.     

• Minimum 10 years of experience in project controls, scheduling, and/or risk management on large capital construction or industrial projects

• Minimum 5 years in a lead scheduler or project controls leadership role

• Proven experience on complex projects in semiconductor fab, data center, industrial, or comparable high-tech construction environments preferred

• Strategic thinking with strong analytical and problem-solving skills

• Excellent communication and executive presentation skills

• Ability to lead cross-functional teams and influence without direct authority

• High attention to detail with strong data integrity standards

• Adaptable and resilient in fast-paced, dynamic project environments
