Job Description & Requirements

The QAQC Engineer is responsible for ensuring the quality and integrity of project works throughout all phases of design, fabrication, installation, and commissioning. This role involves implementing quality control procedures, conducting inspections, performing tests, and collaborating closely with project teams to achieve high-quality project installations that meet industry standards and client specifications.

Key Responsibilities:

• Develop and enforce quality control plans (QCPs) specific to projects, outlining inspection points, testing requirements, and acceptance criteria.
• Review engineering drawings, specifications, and relevant documents to ensure compliance with project requirements and industry standards.
• Monitor the implementation of quality control measures at various stages of the piping project, from material selection to installation.
• Conduct visual and dimensional inspections of piping components to verify conformity with design specifications and quality standards.
• Oversee non-destructive testing (NDT) processes, including radiographic testing, ultrasonic testing, dye penetrant testing, and magnetic particle testing.
• Perform hydrostatic and pneumatic tests on piping systems to ensure their structural integrity and leak-tightness.
• Verify the suitability and quality of materials by conducting material receiving inspections and reviewing material certificates.
• Ensure proper storage, handling, and preservation of materials to prevent damage or contamination.
• Monitor and evaluate welding procedures, qualifications, and welder performance to ensure high-quality welds in piping systems.
• Conduct visual inspections and coordinate radiographic examinations of welded joints to identify defects and deviations.
• Maintain comprehensive records of all inspection and testing activities, including test results, inspection reports, and relevant documentation.
• Generate detailed quality reports outlining findings, discrepancies, and recommended corrective actions.
• Collaborate closely with engineering, procurement, construction, and project management teams to address quality-related concerns and provide technical guidance.
• Communicate effectively with stakeholders, contractors, and regulatory agencies regarding quality control matters.
• Identify non-conformities, deviations, and quality issues, and lead investigations to determine root causes and implement corrective and preventive actions.
• Track the resolution of non-conformities and ensure that corrective actions are effective.
• Ensure compliance with relevant industry codes, standards, and regulations governing piping systems, such as ASME B31.3, API 570, and others.

Requirement:

• Poly or higher in Mechanical Engineering relevant certificate
• Strong in documentation
• Knowledge of Welding Inspection (AWS or CSWIP).
• Knowledge of Auditor certification - Experience with Base build piping fabrication or Hook-up module fabrication, welding inspections of structural and piping welding jobs including Non-Destructive testing.
• Experience in piping line walk, and reinstatement inspections by clear understanding of Isometric drawings.
• Candidate may be based at Tampines project site for at least 2 years
• The candidate must be a bilingual person for a Taiwanese company

1. Job Purpose

Reports to BME Engineers in the commissioning of medical equipment, breakdown services, planned preventive maintenance, decommissioning, and disposal of hospital medical equipment.

2. Duties and Responsibilities

1. Primary Responsibilities and Duties (80%)
   
2. Provide technical support to all hospital personnel in the commissioning, operation, maintenance and de-commissioning of medical equipment.
   
3. Supervise the specialist vendors and appointed contractors on medical equipment maintenance works to ensure quality of works and compliance to required standards.
   
4. Update and collect feedback from users regularly on the maintenance, performance, reliability and quality of medical equipment.
   
5. Check, analyse and investigate faults / complaints / hazards on medical equipment and assist BME engineers in mapping out and implementation of required action plans.
   
6. Ensure quality of works conform to standards and practices that the hospital subscribes to, including other quality initiatives driven by hospital and department.
   
7. Manage stock and spares for front line technical support and assist stock supervisor in documentations.
   
8. Secondary Responsibilities and Duties (20%)
   
9. Assist BME Engineer in coordinating services for medical equipment projects with vendors, contractors and appointed project consultants.
   
10. Perform any other duties as assigned by BME engineers.
    

3. Job Specification/Requirements

3.1 Qualification: Diploma preferably in Electronics / Biomedical Engineering OR Vocational Training Certificate in Electronics / Electromechanical / Mechatronics Engineering with practical experience of at least 5 years.

• Responsible for the Integrated Control and Safety System (ICSS) for FPSO as part of the Instrument team
• Responsible for the preparation of ICSS Philosophy, Specifications, I/O List and other applicable deliverables
• Responsible for the preparation of Enquiry and Purchase Requisition for ICSS with all the applicable attachments
• Responsible for the Technical Bid Evaluation of the vendor offers and recommendation for PO placement
• Responsible for handling the post-PO activities such as vendor drawing review, vendor performance monitoring and participate in FAT
• Experience in the development of Control Narrative, Alarm rationalization, Alarm management related deliverables, Alarm and HMI international codes and standards.
• Interface management within the Instrument team, other engineering disciplines and other departments such as supply chain, quality assurance and construction
• Review of deliverables submitted by the contractors and vendors with appropriate approval code
• Work with the Instrument Lead and issue the assigned deliverables as per project schedule

Job Summary

Responsibilities

• Develop and maintain detailed documentation for software design, implementation, and testing to ensure maintainability and effective knowledge transfer
• Collaborate with testing teams to support project and product test activities, ensuring software quality and seamless system integration

Preferred competencies and qualifications

• Diploma or Bachelor’s degree in Electrical, Electronics, Mechatronics Engineering, or related field
• 3–5 years of experience in electronic hardware and firmware design
• Experience designing analog and digital circuits
• Hands-on experience with microcontrollers, DSPs, FPGAs, or similar embedded systems
• Knowledge of communication protocols including UART, I2C, SPI, CAN, and Ethernet
• Proficiency with schematic and PCB design tools such as Altium Designer, OrCAD, or Autodesk EAGLE
• Hands-on use of test and measurement instruments like multimeters, oscilloscopes, and logic analyzers
• Proficient in C/C++ programming
• Strong analytical, research, and problem-solving skills
