JOB DESCRIPTION: SAFETY & HEALTH COORDINATOR / JUNIOR SAFETY OFFICER

Job Summary

We are seeking a proactive and detail-oriented Safety & Health Coordinator / Junior Safety Officer to oversee, implement, and maintain occupational safety and health standards across our workplace. The successful candidate will act as our internal OSH backbone, ensuring regulatory compliance, minimizing workplace hazards, and driving a positive safety culture.

Key Responsibilities

1. Regulatory Compliance & Documentation

• Act as the designated OSH Coordinator under Section 29A of the OSHA (Amendment) Act 2022.
• Manage, maintain, and systematically organize all OSH statutory documentation and files.
• Assist management in submitting statutory notifications to DOSH (JKKP), including accident notifications (JKKP 6/7) and annual registers (JKKP 8).
• Coordinate and participate actively in company Safety and Health Committee meetings.

2. Hazard Management & Risk Assessment

• Conduct regular site walkthroughs and routine inspections to identify unsafe acts or conditions.
• Lead and regularly update HIRARC (Hazard Identification, Risk Assessment, and Risk Control) for all work activities.
• Ensure proper chemical management, including maintaining up-to-date Safety Data Sheets (SDS) and labels.

3. Incident Investigation & Emergency Response

• Lead investigations into any workplace incidents, near-misses, or dangerous occurrences; pinpoint root causes and recommend preventive actions.
• Assist in developing, testing, and maintaining the Emergency Response Plan (ERP).
• Coordinate regular workplace fire drills, safety events, and ensure all emergency equipment (fire extinguishers, first aid kits) is regularly inspected and serviced.

4. Safety Culture & Training

• Promote a proactive "Safety First" culture among employees and contractors.
• Conduct toolbox briefings, safe work procedure training, and general safety onboarding for new hires and contractors.

Job Requirements & Qualifications

Education & Experience

• Education: Diploma or Bachelor’s Degree in Occupational Safety and Health (OSH), Engineering, or a related technical field.
• Experience: Minimum 1–2 years of hands-on experience in handling workplace safety and health functions.

Certifications & Competencies (Crucial)

• Must-Have: Certified and registered as a Trained Person for OSH Coordinator (OSH-C) with DOSH / JKKP Malaysia.
• Added Advantage: Holding a valid Yellow Book (Site Safety Supervisor - SSS) or Green Book (Safety and Health Officer - SHO) registration with DOSH is highly preferred and will be considered an added advantage.
• Well-versed in OSHA 1994 (including 2022 amendments), FMA 1967, and relevant Malaysian regulations.

Soft Skills

• Strong communication and interpersonal skills in Bahasa Malaysia and English to liaise effectively with both ground workers and top management.
• Firm and objective in enforcing safety protocols without unnecessarily blocking daily operational timelines.
• Good analytical and report-writing skills.

• To be responsible for running and maintenance of the engine room and deck machinery of the tug.
• To be responsible for the bunkering, monitoring and recording of fuel/oil consumption of the craft.
• To attend to minor repairs of tug equipment and machinery.
• To report and record in the Engine Log Book any breakdown of engine, machinery and any accident.
• To submit timely the detailed PM defect list prior to the PM schedule date.
• To assist Technicians during repairs and PMs.
• To ensure that the machinery, equipment, etc, on board the tug are greased and maintained regularly.
• To handle towlines/tow winch and equipment during tug operations as instructed by the Tug Master.
• To carry out cleaning and maintenance work of tug, deck, engine room, wheelhouse and other equipment and appliances on board tug.

• To check all life-saving apparatus and other appliances on board tug and ensure its validity and operation readiness.

The ideal candidate must:-

• Possess a valid Port Limit Engine Driver (2nd Class) licence issued by Maritime and Port Authority of Singapore; and
• Be willing to perform shift work.

Job Description

• Carry out full time supervision for construction of structural works in accordance to BCA approved structural drawings in compliance to Building and Control Act and regulations
• Check that requirements of specifications in regards to materials and workmanship are complied with the project specifications by the Builders. Ensure high quality control for all civil and structural as well as architectural works to be carried . This includes sample tests for materials and workmanship etc
• Watch for faulty workmanship and material incorporated in the works and to issue instructions for rectifications
• Check line and level and layout of structure during erection and that intentions of contract drawings are adhered to
• Check structural slab beam and column sizes and reinforcements placed and that intent of design details are followed
• Ensure compliance with HDB guidelines, local building codes, and statutory regulations.
• Review shop drawings, technical submittals, and material samples for design compliance.
• Maintain accurate project documentation (e.g., site reports, progress photographs, site instructions).
• Conduct regular site inspections to ensure construction quality.
• Enforce safety standards and ensure worker safety on-site.
• Collaborate with Project Manager, architects, engineers, and HDB authorities.
• Track and report construction progress against the approved schedule.

What you will need/Requirements:

• Registered with IES-ACES Joint accreditation Committee ( JAC ) as Resident Technical Officer with a minimum diploma in Civil Engineering or equivalent qualification
• At least 3 years or more relevant experience
• Minimum Diploma/Degree in Civil Engineering or equivalent from Singapore Polytechnic or other tertiary institutions of equivalent standing/ be accredited by JAC of IES / ACES as QSS.
• Minimum 3 Years of experience in nature to Works in Civil Contracts to ERSS and Demolition

Responsibilities

• Perform regular internal quality audits to assess the compliance of manufacturing processes with established quality standards and requirement
• Generate or compile reports of audit findings, highlighting areas for improvement and follow up on corrective actions to enhance the efficiency and quality of manufacturing processes
• Perform process verification to ensure that manufacturing process are executed correctly and meet the defined standard and specification
