DUTIES & RESPONSIBILITIES

Reporting to the Asst /Divisional Director of Elderly Services, the Lead/Senior Centre Manager is responsible for overseeing the Active Ageing Centres.

• Curate and implement new and innovative programmes that promote active ageing and ageing well in place across the assigned Centres.
• Network with critical stakeholders and sponsors to enhance community engagement and programme sponsorship for the assigned Centres.
• Direct and supervise the operations and administrative functions of the centres assigned.
• Assist and coordinate timely submissions of assigned Centres on:

Service Operations & Delivery

• Manage day-to-day BAU operations for biometric applications, systems and related infrastructure.

Job Summary:

Singapore Discovery Centre is seeking a Manager to oversee the building’s infrastructure, ensuring it remains safe, efficient, and well-maintained to support the smooth operation of the Centre. As the backbone of the facility, this role oversees all M&E, civil, and building systems, providing a stable foundation for all other services to function effectively. This leadership position drives internal teams and contractors to uphold system performance and safety standards, while also spearheading the transition to Integrated Facilities Management and Building Information Modelling (BIM) / Digital Twin.

Key Responsibilities:

1.      Strategic & Operational Leadership

• Lead and manage all hard services, including M&E, ACMV, plumbing, fire protection, civil, and infrastructure systems.

Qualifications & Experience:

• Bachelor’s Degree in Mechanical Engineering or equivalent.

• Minimum 8 years of relevant work experience in managing commercial, hospitality, attraction or mixed building developments.

• Minimum 3 years in managerial role managing hard services.

• Certified as Fire Safety Manager or Senior Fire Safety Manager and in practice for similar building capacity. Candidate will be registered as the building FSM to carry out the duties of FSM.

• Oversees and directs the day-to-day activities of an organization’s information technology (IT) infrastructure, ensuring that systems, services and applications work reliably and securely

• Monitoring and Incident Manage the performance of business-critical systems to prevent delays and outages and quickly resolve ongoing issues

• Set guidelines, policies and procedures and drive the execution

• Able to manage multiple deadlines - self-starter, able to prioritize appropriately

Required experience and skills:

• High-level understanding of various complementing technologies including Systems, Network, Security, Databases, Monitoring, Patch management, High Availability, Business Continuity, and Automation

• Preferably having technical background in EUC and server management

• 5 – 7 years of working experience in IT, out of which at least 3 years in a team management role

• Possess excellent client service skills

• Positive, resourceful, creative and detail-oriented

• Passionate toward new and existing technologies

• Be effective in interpersonal communication and problem solving

• Sharp technical, analytical, and holistic problem-solving abilities

Job Description

· Able to provide recommendation and solution to customer in term of troubleshooting in accordingly to maker’s guidelines.

· Able to hand on and lead a team consists of engineer & technician to carry the job in anchorage, terminal, shipyard or during voyage repairs.

· Prepare Risk Assessment and plan for the work to be carried out.

· Work with internal and external stakeholders to achieve service excellence.

· Oversee the workshop operations and plan the workload accordingly.

· Responsible for continual improvement

· Other Ad-hoc duties as assigned by the Management.

Requirement

· Min Diploma in Marine engineering with 7 or more relevant working experience.

· Prefer with at least 4 – 5 years of sailing experience as Chief Engineer

· Good working knowledge in handling 2 stroke or 4 stroke engine or other machineries repairs whether is in workshop, onboard or during voyage.

· Positive mindset, Self-starter, team player, strong management skills and possess good analytical and solving skills and ability to work and adapt in a dynamic environment

· Able to lead and guide the team at short notice to achieve results.

· Able to travel and sail with the vessel when required at very short notice.

• Lead daily operations of 3 Centers, manage multidisciplinary teams, and ensure holistic care for clients.
• Oversee assessments, admissions, and reviews; ensure compliance with MOH regulations, nursing standards, licensing, and inspections.
• Plan manpower, manage staffing, and provide coaching, training, and performance support to staff.
• Develop and maintain policies, procedures, and workflows to enhance care delivery and operational efficiency.
• Promote centre services through outreach, events, and partnerships to increase awareness and client enrolment.
• Handle regulatory submissions, workload reporting, and subvention matters.
• Ensure cost-effective use of resources while maintaining quality and productivity.
  

Job Requirements:

• Minimum Diploma in Social Work/Community Care/Gerontology.
• Minimum 6 years experience working in Supervisory.
• Working hours: 5days, 8.30am-6pm
