Role Overview
● We are seeking an accomplished Head, Corporate Services to establish and lead TXV’s operational backbone.
● Reporting to the CEO, the Head will design and oversee integrated systems, governance frameworks, and enabling functions across all TXV units — Innovations (Hatch), Ecosystem Events, Business Development, and Marketing.
● This role is critical in ensuring TXV’s growth from a fast-emerging organisation into a sustainable, scalable enterprise that delivers on Singapore’s strategic PSS objectives.
Key Responsibilities
Strategic Leadership & Organisational Governance
- Provide strategic leadership across Corporate Services to enable TXV’s organisational goals and long-term growth.
- Design and implement integrated operational, financial, and governance frameworks that support TXV’s role as a national strategic vehicle for PSS.
- Establish enterprise-wide governance structures, risk management frameworks, and compliance mechanisms aligned with national standards and internal policy requirements.
- Drive operational excellence initiatives to enhance productivity, cost efficiency, and stakeholder satisfaction.
Financial Management, Audit & Compliance
- Lead all aspects of financial management, including budgeting, forecasting, financial planning, and performance monitoring across business units.
- Oversee statutory and internal audits, ensuring full compliance with accounting standards, government reporting requirements, and organisational policies.
- Develop and enforce financial governance frameworks supporting sustainable growth, fiscal discipline, and risk mitigation.
- Manage procurement governance, contract reviews, and financial controls.
- Determine and review tax strategies to ensure alignment with business goals and TXV’s reserves policy under HTX.
IT, Digital Infrastructure & Cybersecurity
- Oversee digital infrastructure strategy, covering innovation systems, event platforms, CRM, marketing technologies, and enterprise systems.
- Ensure compliance with cybersecurity standards, data protection requirements, and secure handling of PSS, IP, and international partner data.
- Lead digital transformation efforts to strengthen data-driven decision-making and operational scalability.
Legal, Policy & Regulatory Affairs
- Manage legal affairs, contracts, and corporate compliance in partnership with TXV’s legal counsel (Bethel Chambers).
- Ensure compliance with relevant Singapore regulations, PSS security requirements, and international IP standards.
- Coordinate with government legal advisors and external counsel on regulatory, policy, and risk issues where necessary.
Facilities, Administration & Business Continuity
- Work closely with the Facilities and Administrative Manager to oversee facilities management across corporate offices, Hatch innovation spaces, and event venues.
- Develop workplace and space-use strategies that promote high performance and collaboration.
- Manage administrative functions including vendor management, logistics, and business continuity planning.
Cross-Functional Integration & Operational Support
- Support SVP, Innovations with innovation portfolio governance and tech commercialisation operations.
- Support SVP, Ecosystem Events with operational systems to enable world-class event delivery.
- Support VP, Corporate with partnership systems, CRM frameworks, analytics, subscriptions, and revenue operations.
- Provide infrastructure, people strategy, and operational support to marcomms, client experience, and service delivery teams for campaigns, content, and engagement initiatives.
Human Resources & Organisational Development
- Provide leadership for HR strategy, including workforce planning, talent acquisition, performance management, compensation frameworks, and organisational development.
- Partner closely with SVPs,VPs and HRBP to attract and retain top-tier talent across innovation, ecosystem events, and business functions.
- Champion employee engagement, organisational culture, and change management initiatives that strengthen collaboration and agility.
Performance Management & Continuous Improvement
- Work alongside the VPs and SVPs to HRBP to establish and manage enterprise-wide performance metrics, reporting structures, and operational dashboards.
- Lead continuous improvement initiatives that enhance cross-unit collaboration, efficiency, and scalability.
- Champion organisational change initiatives that support TXV’s national and international growth objectives.
Required Qualifications & Experience
- Minimum 8+ years of senior leadership experience in corporate services, finance, audit, governance, or multi-unit operational management roles.
- Demonstrated success in establishing governance systems, scaling operations, and driving organisational transformation.
- Strong understanding of government-linked operations, regulatory frameworks, and public-sector compliance.
- Experience across operations functions such as innovation, events, business development, and marketing.
- Expertise in financial management, audit, HR strategy, legal compliance, and IT governance.
