General

• Procure goods and services (from local and overseas sources) in compliance with Hamilton Sundstrand Pacific Aerospace Pte Ltd (the Company's) Supply Chain Procurement procedures, Ethics, Global Trade, and EH&S requirements to support operations and business needs.
• Ensure understanding and compliance with RTX Code of Ethics, Global Trade, and EH&S (Environment, Health and Safety) policies, its supplements and governing policies, and compliance to legal, corporate, and country requirements.

Specifics

• Work with requestors/users to establish scope of works/services, and/or product specifications, to facilitate the process of soliciting quotations, request for price proposals, competitive bidding, as per Procurement procedures.
• Establish baseline prices, price evaluation, negotiations of prices and commercial terms and conditions based on the total cost of ownership consideration; within established limits of authority, in the Company's best interest.

Innovations

Reports and Documentation

• Publish standard reports as may be established and assigned from time-to-time to the intranet dashboards, preparing and submitting reports for management reporting; not limiting to vendor performance metrics, and commodity program metrics.
• Ensure proper retention and document archive (manual or electronic), including but not limited to purchase orders, vendor quotations, order acknowledgements, correspondence, or documents to be retained as required of related functional procedures; and/or for the purpose of reference, evidence, audit and compliance requirements.

Vendor Accreditation

• Facilitate EH&S training for vendors, maintaining and updating the Accredited vendor list, database of records and licenses as required of accredited vendors.

Job Description

1. Procurement Operations

Our client, a renowned real estate developer firm, has an opportunity for a Winner to join the Team as a Procurement Quantity Surveyor (Procurement)

RESPONSIBILITIES:

• Collaborate with Business Units to understand sourcing requirements and provide timely procurement support.
• Review submissions and work from external consultants, such as M&E Engineers and Quantity Surveyors.
• Manage the preparation of tender documents, cost estimates, and contract administration for development and procurement projects.
• Source, assess, and recommend new contractors or suppliers based on a structured qualification and selection process.
• Provide cost analysis and estimates to support business decision-making.
• Track market trends that may affect material and service availability, pricing, or procurement strategies.
• Support contract reviews and negotiations, and help maintain contract documentation.
• Contribute to process improvement initiatives to enhance procurement efficiency and performance.

REQUIREMENTS:

• Bachelor's degree in Quantity Surveying, Building, Mechanical and Electrical Engineering, or Supply Chain Management.
• Minimum of 3 years of experience in M&E/Quantity Surveying, building, or supply chain-related procurement.
• Strong analytical and problem-solving abilities.
• Proficient negotiation, communication, and stakeholder management skills.
• Resourceful, independent, and capable of thriving in a fast-paced environment.
• Familiarity with MS Office and SAP is preferred.

• Location: Depending on project (HQ / South / North)
• Working hours: 5 Days
• Salary: up to S$5,800 and Bonus (Salary will commensurate according to experience & qualifications)

Job Scope

• Develop and implement regional category strategies:
• This includes identifying opportunities for growth, developing product assortments, and setting procurement strategies.
• Conduct market research and competitive analysis:
• Stay informed about industry trends, competitor activities, and emerging technologies.
• Develop and manage category budgets and forecasts:
• Ensure the category is profitable and achieves its sales targets.
• Build and maintain strong relationships with suppliers: Negotiate favorable terms and conditions, ensuring a reliable supply chain.
• Evaluate and select suppliers: Ensure suppliers meet quality, cost, and delivery requirements.
• Collaborate with cross-functional teams: Work with marketing, sales, operations, and other departments to achieve business objectives.
• Stay up-to-date with industry standards and regulations: Ensure compliance with relevant guidelines and best practices.
• Manage and develop a team (if applicable): Motivate and coach team members to achieve their goals.
• Travel as needed for supplier visits, industry events, or customer meetings.

Requirement

• Bachelor’s Degree in Business Administration / Supply Chain Management or equivalent
• 5 - 8years of procurement experience in global environment
